유럽연합(EU)의 「지속가능한 제품을 위한 에코디자인 규정(Ecodesign for Sustainable Products Regulation, ESPR)」에 따라 2026년부터 본격 도입될 디지털제품여권(Digital Product Passport, DPP) 제도는 제품의 전 생애주기 정보를 디지털화하여 제공함으로써, 순환경제 전환을 가속화할 핵심 제도로 주목받고 있다. 특히 섬유·패션 산업은 생산·유통·소비·폐기 과정에서 막대한 자원 소모와 환경 부담을 야기해온 대표 산업으로, DPP 우선 도입 대상군으로 명시되어 2027년부터 DPP 제도가 의무화될 예정이다. 이는 제조·유통 기업과 정책기관 뿐만 아니라, 실제 제품을 구매·사용·폐기하는 소비자까지 포괄하는 참여 기반 제도라는 점에서, 소비자의 자발적 수용과 참여가 제도의 실효성을 좌우하는 핵심 요인으로 논의되고 있다. 그러나 현재까지의 DPP 관련 논의는 제도 도입의 정책적 필요성, 데이터 표준화 및 플랫폼 구축 등 기술·제도 측면에 편중되어 있으며, 소비자 관점에서 DPP를 어떻게 인식하고 수용하는지에 대한 실증 연구는 매우 부족한 상황이다.
이에 본 연구는 DPP 제도의 초기 수용 과정에서 소비자가 지각하는 혜택과 희생 요인을 다차원적으로 구조화하고, 이들이 소비자의 지각된 가치 및 행동적 소비자 인게이지먼트에 미치는 영향을 실증적으로 규명하였다. 본 연구는 가치기반수용모델(Value-Based Adoption Model, VBM)을 적용하여, 소비자가 지각하는 혜택(기능적 혜택 ·환경적 혜택 ·감정적 혜택)과 희생(기술적 부담·프라이버시 우려·정서적 부담)이 지각된 가치 및 행동적 소비자 인게이지먼트에 미치는 영향을 실증적으로 분석하였다. 또한 금전적 인센티브가 소비자의 희생 인식과 가치 평가 간의 관계를 조절하는지 검증하여, 금전적 보상의 제도 참여 효과를 평가하였다.
연구문제의 규명을 위해, 본 연구는 한국의 20~40대 성인 남녀 300명을 대상으로 가상의 시나리오 기반의 이미지 자극물을 이용한 실험 설문을 실시하였다. 20~40대는 디지털 디바이스 활용에 익숙하고, 지속가능성 및 윤리적 소비 이슈에 대한 관심 수준이 상대적으로 높은 세대로 DPP 제도가 본격 도입될 경우 이를 가장 먼저 접하고 활용할 가능성이 큰 집단이다. 응답자는 설문 시작 전, 가상의 패션 브랜드 ‘F:LOSET’에서 청바지를 오프라인으로 구매하는 상황을 제시받고, 매장 내 부착된 QR 코드를 통해 DPP 정보를 확인할 수 있다는 시나리오를 제시받았다. 이후 DPP의 개념, 제공 정보, 활용 방식 등에 관한 텍스트·이미지 기반 설명 자료를 확인한 뒤, 구매 이후 과정에서 DPP 시스템을 활용하는 다양한 장면을 포함한 시나리오를 확인하였다. 금전적 인센티브 제공 여부(제공 vs. 미제공)에 따른 조건을 조작하여, 응답자는 금전적 인센티브 제공 집단(포인트·쿠폰 등 현금성 보상 제시)과 미제공 집단(보상 언급 없음) 중 하나에 무작위로 배정되었다. 인센티브 제공 집단에서는 DPP를 통해 제품 정보를 확인하거나, 사용 및 폐기 과정에서 정보를 등록할 경우 포인트를 적립해 주거나 할인 혜택을 제공한다는 내용을 시나리오에 포함하였고, 미제공 집단에서는 해당 내용을 언급하지 않았다. 이러한 연구 설계를 통해 두 집단 간 소비자가 지각하는 혜택·희생·가치·행동적 소비자 인게이지먼트의 차이 및 인센티브의 조절효과를 검증하였다. 모든 주요 변수는 7점 리커트 척도로 측정되었고, 각 요인의 측정 문항은 선행연구의 척도를 DPP 맥락에 맞게 수정·보완하였다. 수집된 자료는 SPSS 26.0, AMOS 21.0, PROCESS Macro Model 4,7을 활용해 기술통계, 확인적 요인분석, 상관분석, 매개·조절 효과 통계적 분석을 실시하였다.
분석 결과, 첫째 지각된 혜택 중 기능적 혜택과 감정적 혜택은 지각된 가치에 유의한 정적 영향을 미쳤으나, 환경적 혜택은 유의한 영향을 미치지 않았다. 둘째, 지각된 희생 요인 중 정서적 부담은 지각된 가치에 부적 영향을 미쳤고, 한편 기술적 부담과 프라이버시 우려는 오히려 정적 영향을 미치는 것으로 나타났다. 셋째, 지각된 혜택 요인 중 기능적 혜택과 감정적 혜택은 소비자의 행동적 인게이지먼트에 유의한 정적 영향을 미쳤으나, 환경적 혜택은 직접적인 영향을 미치지 않았다. 넷째, 지각된 희생 요인 중 정서적 부담은 행동적 인게이지먼트에 유의한 부적 영향을, 기술적 부담은 유의한 정적 영향을 미쳤다. 다섯째, 지각된 가치의 매개 경로 분석 결과, 지각된 혜택과 희생이 행동적 인게이지먼트에 미치는 영향 중 일부는 지각된 가치를 통해 간접적으로 매개되는 것으로 나타났다. 특히 감정적 혜택과 기능적 혜택은 지각된 가치를 높임으로써 소비자의 행동 참여를 촉진하는 간접 경로를 형성하였으며, 정서적 부담은 지각된 가치를 저하시켜 행동적 소비자 인게이지먼트를 약화시키는 것으로 확인되었다. 마지막으로, 지각된 희생과 지각된 가치 간 관계에서 금전적 인센티브의 조절효과 분석 결과, 기술적 부담, 프라이버시 우려, 정서적 부담 모두 통계적으로 유의한 상호작용 효과가 나타나지 않았다.
본 연구는 아직 제도가 도입되기 전 단계에서 DPP 제도를 소비자 관점에서 실증적으로 분석한 초기 연구로서 의의를 갖는다. 첫째, DPP 맥락에서 지각된 혜택과 희생 요인을 다차원적으로 구조화하고, 지각된 가치에서 행동적 소비자 인게이지먼트로 이어지는 구조를 검증함으로써, 소비자 부담과 심리적 저항 요인을 체계적으로 반영하였다. 둘째, 참여 기반 디지털 제도에서 행동적 소비자 인게이지먼트를 종속변수로 설정하여 단순 사용 의도나 만족도 수준을 넘어, 실제 참여 행동을 설명하였다. 셋째, 금전적 인센티브의 조절효과가 유의하게 나타나지 않은 결과는 향후 DPP 제도 설계 시 금전적 보상보다 제도의 공공성·투명성·정서적 경험을 강화하는 방향이 더 효과적일 수 있음을 보여주는 이론적 근거가 된다. 실무적으로 본 연구는 DPP 제도를 소비자 친화적으로 설계하고, 실제 정책·산업 현장에서의 참여를 확대하기 위한 구체적 시사점을 제공한다. 기업과 정책 당국은 DPP를 단순히 규제 대응 수단이 아닌, 소비자에게 직접적인 효용을 제공하는 정보 서비스로 인식시킬 수 있도록, 기능적 혜택(예: 관리 편의, 제품 비교 용이성)과 감정적 혜택(예: 신뢰·안심·브랜드에 대한 긍정적 감정)을 강화해야 한다. 동시에 정서적 부담을 최소화하기 위해 DPP 시스템의 사용 절차를 직관적이고 간소하게 설계하고, 반복 입력·과도한 정보 요구 등 불필요한 심리적 피로를 유발하는 요소를 줄이는 것이 중요하다. 기술적 부담과 프라이버시 우려의 경우, 데이터 수집 목적과 안전 장치를 투명하게 설명하고, 소비자가 자신의 데이터를 관리·통제할 수 있다는 점을 강조하여 긍정적 인식을 형성할 수 있다. 더불어 DPP 제도의 실효성을 높이기 위해 현금성의 포인트·쿠폰 지급 보다는, 소비자가 DPP를 통해 자기자신과 사회, 환경 모두에 의미 있는 제도임을 전달하는 정체성·가치 기반의 전략이 필요하다. 본 연구는 향후 DPP 제도의 도입에 따라 소비자 관점에서 세분화된 정책·마케팅 전략 수립을 위한 이론적·실증적 기초자료로 활용될 수 있다는 점에서 차별화된 연구로서 의의를 지닌다.

The Digital Product Passport (DPP), mandated under the European Union’s Ecodesign for Sustainable Products Regulation (ESPR), is scheduled for full implementation beginning in 2026. By digitalizing product life-cycle information, the DPP is expected to play a central role in accelerating the transition toward a circular economy. The textile and fashion industry has been identified as a priority sector for adoption due to its substantial resource consumption and environmental impact throughout production, distribution, consumption, and disposal. As the DPP requires active engagement from not only manufacturers and retailers but also consumers who must access and input product information, consumer acceptance and participation are considered essential for the effective operation of the system. Despite this importance, previous studies have focused mainly on technological and regulatory aspects such as data standardization and platform development, while empirical studies on consumer perceptions and acceptance of the DPP remain limited.
This study aims to conceptualize the multidimensional structure of consumers’ perceived benefits and perceived sacrifices in the early stage of DPP adoption and to empirically examine their effects on perceived value and behavioral consumer engagement. Drawing on the Value-Based Adoption Model (VBM), the study analyzes how functional, environmental, and emotional benefits, as well as technical burden, privacy concerns, and emotional burden, influence perceived value and behavioral consumer engagement. In addition, the study investigates whether monetary incentives moderate the relationship between perceived sacrifices and perceived value to evaluate the effectiveness of reward-based participation strategies.
A scenario-based online experiment was conducted with 300 Korean consumers aged 20 to 40. This demographic is familiar with digital technologies and increasingly attentive to sustainability and ethical consumption issues, and therefore represents a segment likely to engage with the DPP once implemented. Participants were presented with a scenario in which they purchased denim jeans from the fictional fashion brand F:LOSET in an offline store and accessed DPP information through a QR code. They were then exposed to text-based and image-based explanations of the DPP, followed by scenes depicting DPP use after purchase. To examine the role of monetary incentives, participants were randomly assigned to either an incentive condition that offered monetary rewards such as points or coupons for viewing or entering DPP information or a no-incentive condition in which no rewards were mentioned. All variables were measured using seven-point Likert scales adapted from prior studies. The data were analyzed using SPSS 26.0, AMOS 21.0, and PROCESS Macro Models 4 and 7. Analyses included descriptive statistics, confirmatory factor analysis, correlation analysis, and mediation and moderation tests.
As a result of the analysis, first, among the perceived benefits, functional and emotional benefits had significant positive effects on perceived value, whereas environmental benefits did not have a significant effect. Second, among the perceived sacrifice factors, emotional burden had a negative effect on perceived value, while technical burden and privacy concerns showed positive effects. Third, among the perceived benefit factors, functional and emotional benefits had significant positive effects on consumers’ behavioral engagement, whereas environmental benefits did not have a direct effect. Fourth, among the perceived sacrifice factors, emotional burden had a significant negative effect on behavioral consumer engagement, while technical burden had a significant positive effect. Fifth, mediation analysis revealed that some of the effects of perceived benefits and perceived sacrifices on behavioral consumer engagement were indirectly mediated through perceived value. In particular, emotional and functional benefits promoted consumers’ behavioral participation by increasing perceived value, whereas emotional burden weakened behavioral consumer engagement by decreasing perceived value. In addition, the moderation analysis indicated that the moderating effects of monetary incentives were not statistically significant for technical burden, privacy concerns, or emotional burden.
This study constitutes an early empirical attempt to examine the DPP system from a consumer perspective prior to its full implementation. First, by multidimensionally conceptualizing perceived benefits and perceived sacrifices in the DPP context and validating the structural relationships from perceived value to behavioral consumer engagement, this study systematically incorporates consumers’ burdens and psychological resistance factors into the analytical framework. Second, by adopting behavioral consumer engagement as the dependent variable in a participation-based digital system, the study extends beyond traditional outcome variables such as usage intention or satisfaction and provides a more behavior-oriented explanation of consumer participation. Third, the finding that the moderating effects of monetary incentives are not statistically significant offers theoretical evidence that strengthening public value, transparency, and emotional experience may be more effective than financial rewards in designing DPP systems. From a managerial perspective, this study provides practical implications for designing consumer-friendly DPP systems and expanding participation in real policy and industry settings. Corporations and policymakers should position the DPP not merely as a regulatory compliance tool but as an information service that delivers direct value to consumers by enhancing functional benefits (e.g., convenience of management and ease of product comparison) and emotional benefits (e.g., trust, reassurance, and positive brand-related emotions). At the same time, it is essential to minimize emotional burden by simplifying system procedures and reducing unnecessary psychological fatigue caused by repetitive inputs or excessive information demands. With regard to technical burden and privacy concerns, rather than merely attempting to eliminate these factors, transparent communication regarding data collection purposes and safety measures, as well as emphasizing consumers’ ability to control and manage their own data, can foster more positive perceptions. Furthermore, to enhance the effectiveness of the DPP, identity-based and value-based participation strategies that convey the social and environmental significance of engagement may be more effective than financial incentives such as points or coupons. Finally, as the DPP expands across industries, this study provides foundational theoretical and empirical evidence for establishing consumer-oriented policy and marketing strategies from a user-centered perspective.
