본 연구는 유전자원에 대한 접근 및 이익공유(Access and Benefit- Sharing, ABS) 체계에서 비금전적 이익공유(Non-Monetary Benefit- Sharing, NMBS)가 개발도상국의 과학기술 역량 강화에 기여할 가능성을 검토하였다. 패널 회귀분석과 사례연구를 결합한 혼합방법론(mixed-methods approach)을 적용하여 개발도상국이 비금전적 이익공유를 통해 과학기술 역량을 강화하고 내생적 연구 역량을 축적할 수 있는지를 실증적으로 분석하였다.
정량분석에서는 국제적으로 인증된 준수증명서(Internationally Recognized Certificate of Compliance, IRCC) 발급 자료를 활용하여 2014–2023년 동안의 유전자원 국외 이전 건수를 비금전적 이익공유의 대리지표로 설정하고, 개발도상국의 생물학 및 생의학과학, 농업, 자연자원 및 보존 분야의 논문 수를 종속변수로 한 패널 회귀분석을 수행하였다. 분석 결과, 3년의 시차를 고려할 경우 비금전적 이익공유는 유전자원 관련 분야의 과학·공학 논문 수 증가에 유의한 양(+)의 효과를 보였다.
사례연구에서는 IRCC 기록에 포함된 비금전적 이익공유 조항을 분석하여 정보 및 연구결과 공유, 기술 접근 및 이전, 교육·훈련, 역량개발, 지식재산권 공동 소유 등 주요 비금전적 이익공유 유형을 분류하고, 한국생명공학연구원 해외생물소재센터와 베트남 생태생물자원연구소(IEBR) 간의 협력 사례를 통해 비금전적 이익공유가 베트남의 과학기술 역량 강화에 미친 구체적 효과를 분석하였다. 본 연구는 ABS 체계에서 비금전적 이익공유가 개발도상국의 과학기술 역량을 제고할 가능성을 실증적으로 제시한다.

This study examines the potential contribution of non-monetary benefit-sharing to strengthening scientific and technological capacity in developing countries within the framework of Access and Benefit- Sharing (ABS) for genetic resources. Using a mixed-methods approach that combines panel regression analysis and case studies, the study empirically analyzes whether non-monetary benefit-sharing can enhance scientific and technological capacity and support the accumulation of endogenous research capabilities in developing countries.
For the quantitative analysis, data on Internationally Recognized Certificates of Compliance (IRCC) were used to construct a proxy for non-monetary benefit-sharing based on the number of cross-border transfers of genetic resources during the period 2014–2023. Panel regression analysis was conducted using the combined number of publications in biological and biomedical sciences, agriculture, and natural resources and conservation as the dependent variable for developing countries. The results indicate that, when a three-year lag is taken into account, non-monetary benefit-sharing is associated with a statistically significant positive increase in the number of scientific and engineering publications in genetic resource–related fields.
The qualitative analysis classifies the types of non-monetary benefit-sharing provisions included in IRCC records, identifying key categories such as information and research results sharing, access to and transfer of technology, education and training, capacity development, and joint ownership of intellectual property rights. In addition, a case study of collaboration between the International Biological Material Research Center (IBMRC) at the Korea Research Institute of Bioscience and Biotechnology and the Institute of Ecology and Biological Resources (IEBR) in Viet Nam examines how non- monetary benefit-sharing contributed to strengthening scientific and technological capacity in the provider country. Through this analysis, the study provides empirical evidence for the potential of non- monetary benefit-sharing under the ABS framework to enhance scientific and technological capacity in developing countries.
