    수도권 대중교통의 통합환승체계는 이용자 관점에서 단일 네트워크로 작동하며 세계적으로 높은 접근성과 편의성을 제공해 왔다. 그러나 운영 구조는 단일 체계가 아니라 다수의 공공·민간 기관이 복합적으로 얽힌 다기관 네트워크이며, 이들 간 운임수입의 배분은 오랜 기간 합의와 협상에 의존해 왔다. 이러한 협상 중심 정산체계는 제도 운영의 예측가능성과 안정성을 저해하고, 운영기관 간 갈등, 정산 지연, 불투명한 조정 과정 등 구조적 문제를 반복적으로 초래하였다. 이와 같은 제도적 환경은 협력적 문제 해결을 위한 공통의 규칙과 신뢰가 부재한 상태로서, Ansell이 제시한 협력적 거버넌스 부재의 초기조건과 유사한 특성을 보인다. 특히 정산 기준은 명확한 규칙 없이 관행적 조정 또는 임시적 합의에 의존해 왔기 때문에, 네트워크 구조 변화·수요 변동·민간사업자 확대 등 환경 변화에 적절하게 대응하지 못하며 제도적 불안정성을 축적해 왔다. 이러한 구조적 한계는 장기적으로는 운영기관의 재무 건전성, 신규 사업자 진입 유인, 유지보수 투자 결정과 같은 도시철도 운영의 핵심 영역에도 부정적 영향을 미치며, 다기관 협력이 필수적인 대도시권 광역교통망에서 제도적 지속가능성을 약화하는 주요 요인으로 작동해 왔다.
    본 연구는 이러한 문제를 해결하기 위해 한국 수도권 도시철도 네트워크의 구조와 이용 행태에 맞추어 독자적으로 설계한 규칙 기반 정산모형인 Equal Revenue Sharing(ERS)을 제안한다. ERS는 기존 거리비례·기본요금 분할·가중치 조정 등 협상 중심 배분 방식과 근본적으로 다른 접근을 취한다. 즉, 이용자가 실제로 선택한 경로를 최소시간 기반으로 추정하고(차내 시간·환승 보행·배차간격·환승 패널티 등을 포함), 이 경로를 구성하는 각 링크와 역사에 대해 이용 기여도를 산정한 뒤, 이를 승객 단위로 균등 환산하고, 다시 링크·역사의 소유·운영 구조에 따라 기관별 정산액으로 집계하는 절차적·구조적 규칙을 갖는다.
    본 연구는 협력적 게임이론의 Shapley Value에 기초하되, 기존 이론 모형을 그대로 적용하는 대신 수도권 도시철도 네트워크의 경로 선택 행태, 링크·역사 구조, 다기관 운영 특성을 반영한 새로운 기여도 산정 가정을 설계하고, 이를 통해 정산 규칙의 수리적 일관성과 적용 가능성을 확보하였다. 이는 단순한 기술적 산식이 아니라, 이용자 행태 기반, 네트워크 구조 기반, 기여도 기반, 규칙 기반이라는 네 가지 원리를 결합한 정산 프레임워크이며, 협상 없는 규칙 기반 정산을 통해 정산 결과의 예측가능성을 높이고 제도 운영의 안정성을 확보하도록 설계되었다.
    ERS의 실효성과 제도적 확장 가능성을 검증하기 위해, 본 연구는 스마트카드 통행자료(일 860만 통행)와 도시철도 운행 네트워크 데이터(770개 역사, 1,503개 링크)를 결합하여 대규모 네트워크 기반 실증 분석을 수행하였다. 먼저 OD–Path–Link의 3단 구조로 네트워크를 재정의하고, 약 60만 OD쌍에 대해 최단시간 경로를 추정하여 이용 행태 기반의 링크·역사 기여도를 계산하였다. 이어 ERS 규칙을 적용하여 승객 단위 배분액을 산정하고 기관별 정산액을 집계하였으며, 이를 토대로 다섯 가지 정산 시나리오(S0~S4, S5)를 설계하여 기존 제도와의 차이를 비교·평가하였다. 시나리오는 (1) 배분 대상 시설의 범위(링크만 포함 vs. 링크+역사 포함), (2) 배분 대상 운임의 범위(기본운임 vs. 기본+추가운임), (3) 정성적 요소 반영 여부(S5)의 차이를 기준으로 구성되었다.
    이러한 시나리오 구성은 운임 항목을 확장하는 수평적 방식과 정산의 기초 인프라 단위를 확장하는 수직적 방식을 결합한 구조로서, 향후 새로운 운임 요소나 추가 운영기관이 포함되더라도 정산 규칙이 동일한 계산 논리 하에서 적용될 수 있음을 실증적으로 확인하였다.
    시뮬레이션 결과, 각 시나리오에 따라 정산 규칙에 반영되는 요소들이 체계적으로 구분되어 나타났으며, 특히 개별 기관이 보유·운영하는 기초 인프라 단위의 운송 기여도가 네트워크 전반에서 누적·집계됨으로써 미시적 수준의 합리성이 확보됨을 확인하였다. 이는 기존의 1/N 동등분할이나 단순 실적비례 방식에서는 포착하기 어려웠던 기여 구조를 규칙 기반 접근을 통해 정량화할 수 있음을 보여준다. 또한 S5(정성평가 가중) 시나리오의 적용 결과, 기술적 합리성에 기반한 정산 규칙 위에 정책적 조정 요소를 결합함으로써 제도 수용성과 협력 가능성을 함께 고려할 수 있음을 확인하였으며, 이는 정산 제도 설계에서 합리성과 정치성을 조화시키는 접근이 실질적으로 작동할 수 있음을 시사한다.

    종합하면, 본 연구는 협의 중심으로 운영되어 온 수도권 도시철도 정산체계의 구조적 한계를 극복하기 위해 한국형 규칙 기반 정산모형 ERS를 제안하고, 대규모 실증 데이터를 통해 그 타당성과 제도적 확장 가능성을 검증하였다.     The Seoul Metropolitan public transport system operates as a functionally integrated mobility service from the user’s perspective, providing seamless travel across modes and operators with high levels of accessibility and convenience. Despite this user-level integration, however, the supply structure of the system is not unified. Instead, it constitutes a multi-operator network jointly produced by multiple public and private railway operators, each owning and operating distinct infrastructure components. Within this jointly produced network, the allocation of fare revenue among operators has long relied on negotiation-based agreements rather than explicit allocation rules. As a result, the existing settlement system has repeatedly generated structural problems, including low predictability, delayed settlements, opaque adjustment processes, and persistent inter-operator conflicts.
    The absence of clearly defined allocation rules has made the settlement system highly vulnerable to changes in network structure, demand patterns, and the increasing participation of private operators. Over time, these weaknesses have accumulated institutional instability, adversely affecting operators’ financial sustainability, maintenance and investment decisions, and incentives for new market entry. In a metropolitan transport system where cooperation among multiple operators is indispensable, such instability has emerged as a critical constraint on long-term governance and system sustainability.
    To address these challenges, this study proposes Equal Revenue Sharing (ERS), a rule-based settlement model independently designed to reflect the structural characteristics and user behavior of the Korean metropolitan railway network. ERS departs fundamentally from conventional negotiation-oriented approaches such as distance-based allocation, base-fare splitting, or ad hoc weighting schemes. Instead, it adopts a procedural and structural rule that operates as follows: passengers’ actual travel paths are estimated using a shortest-time-based model incorporating in-vehicle travel time, transfer walking time, headway, and transfer penalties; contribution levels are then calculated for each link and station comprising these paths; the resulting values are converted into equalized passenger-level revenue shares; and finally, revenues are aggregated into operator-level settlement amounts according to the ownership and operational structure of links and stations.
    ERS is not merely a technical formula for revenue calculation. Rather, it constitutes a new settlement framework that integrates user-behavior-based modeling, network-structure-based allocation, contribution-based fairness, and explicit rule-based institutional design. By eliminating negotiation from the settlement process, ERS enhances predictability, reduces inter-operator conflict costs, and strengthens the institutional stability of the settlement system.
    To empirically evaluate the effectiveness and scalability of ERS, this study conducts a large-scale network-based analysis using smart-card transaction data (approximately 8.6 million daily trips) and metropolitan railway network data (770 stations and 1,503 links). The network is redefined using a three-level OD–Path–Link structure, and shortest-time paths are estimated for approximately 600,000 OD pairs to derive link- and station-level contribution measures. Based on these estimates, passenger-level revenue shares and operator-level settlement amounts are computed under ERS. Five settlement scenarios (S0–S4 and S5) are then constructed and compared with the existing system, varying by (i) the scope of facilities included (links only vs. links and stations), (ii) the scope of fare components (base fare vs. base and additional fares), and (iii) the inclusion of qualitative adjustment factors (S5).
    Simulation results reveal substantial differences in revenue allocation outcomes across operators depending on the structure of settlement rules. In particular, systematic shifts are observed between short-spacing, high-density urban operators and long-spacing, low-density suburban operators, as well as between public operators and private concessionaires. These findings demonstrate that network-level contribution differences—largely obscured under negotiation-based settlement practices—become transparent under a rule-based approach. Moreover, the comparison between S4 (links and stations with full fares) and S5 (with qualitative weighting) indicates that a hybrid settlement rule integrating technical rationality with policy acceptability and collaborative governance considerations is necessary for practical institutional implementation.
    The contribution of ERS extends beyond improving the precision of revenue allocation. By applying the principles of rule-based institutional design to a multi-operator railway network, ERS offers a policy framework capable of reducing conflict, restoring collaborative governance, and strengthening incentives for private participation. Furthermore, the consistency and transparency of ERS facilitate medium- and long-term financial planning for public authorities while simultaneously enhancing system-wide efficiency and equity. The ERS framework is also extendable to integrated settlement systems involving buses and regional railways, offering broader implications for sustainable governance in metropolitan transport networks.
    In sum, this study addresses the structural limitations of the negotiation-driven settlement system in the Seoul metropolitan railway network by independently developing a Korean-style rule-based settlement model, ERS, and empirically validating its institutional and policy relevance using large-scale data. ERS integrates data-driven contribution measurement, network-based allocation, institutional stability, and policy feasibility, and thus represents a viable core policy alternative for transforming metropolitan railway settlement systems toward long-term sustainability and cooperative governance.

The network is redefined using a three-level OD–Path–Link structure, and shortest-time paths are estimated for approximately 600,000 OD pairs to derive link- and station-level contribution measures. Based on these estimates, passenger-level revenue shares and operator-level settlement amounts are computed under ERS. Five settlement scenarios (S0–S4 and S5) are then constructed and compared with the existing system, varying by (i) the scope of facilities included (links only vs. links and stations), (ii) the scope of fare components (base fare vs. base and additional fares), and (iii) the inclusion of qualitative adjustment factors (S5).
    Simulation results reveal substantial differences in revenue allocation outcomes across operators depending on the structure of settlement rules. In particular, systematic shifts are observed between short-spacing, high-density urban operators and long-spacing, low-density suburban operators, as well as between public operators and private concessionaires. These findings demonstrate that network-level contribution differences—largely obscured under negotiation-based settlement practices—become transparent under a rule-based approach. Moreover, the comparison between S4 (links and stations with full fares) and S5 (with qualitative weighting) indicates that a hybrid settlement rule integrating technical rationality with policy acceptability and collaborative governance considerations is necessary for practical institutional implementation.
    The contribution of ERS extends beyond improving the precision of revenue allocation. By applying the principles of rule-based institutional design to a multi-operator railway network, ERS offers a policy framework capable of reducing conflict, restoring collaborative governance, and strengthening incentives for private participation. Furthermore, the consistency and transparency of ERS facilitate medium- and long-term financial planning for public authorities while simultaneously enhancing system-wide efficiency and equity. The ERS framework is also extendable to integrated settlement systems involving buses and regional railways, offering broader implications for sustainable governance in metropolitan transport networks.
    In sum, this study addresses the structural limitations of the negotiation-driven settlement system in the Seoul metropolitan railway network by independently developing a Korean-style rule-based settlement model, ERS, and empirically validating its institutional and policy relevance using large-scale data. ERS integrates data-driven contribution measurement, network-based allocation, institutional stability, and policy feasibility, and thus represents a viable core policy alternative for transforming metropolitan railway settlement systems toward long-term sustainability and cooperative governance.
