이 연구에서 필자는 러시아의 대외 군사개입에 영향을 미치는 정치·군사적 요인을 규명해 보고자 한다. 구체적으로 ‘러시아는 어떠한 조건에서 대외 군사개입을 선택하는가?’라는 핵심 질문을 중심으로, ‘위협 인식 ➔ 정치적 목표 설정 ➔ 수단 평가 ➔ 최종 결정’이라는 인과적 메커니즘을 통해 분석한다.
많은 전문가가 그동안 러시아의 군사개입을 지정학적 동인, 이념 및 국가 정체성, 국내정치적 동학 등에 따른 결과로 해석해 왔지만, 이러한 접근은 왜 어떤 상황에서는 러시아가 군사개입을 하고, 다른 상황에서는 하지 않는가를 체계적으로 설명하는 데 한계가 있다. 특히 분석 범위를 러시아의 전통적 영향권인 구소련 국가들로 좁혔을 때, 이러한 차이는 더욱 선명하게 드러난다. 바로 이 지점에서 출발하는 본 연구는, 러시아의 군사개입을 ‘인식-목표-수단’으로 이어지는 단계적인 선택의 과정으로 분석하였다.
가장 다른 체계 디자인에 따라 서로 다른 네 개의 사례 즉, 타지키스탄 내전(1992~1997), 조지아 전쟁(2008), 돈바스 전쟁(2014), 제2차 나고르노-카라바흐 전쟁(2020)을 선정하고, 기존에 잘 다뤄지지 않았던 러시아 자료를 중심으로 질적 비교 연구를 수행하였다. 그 결과, 러시아 군사개입 여부의 출발점은 위협 인식이지만 이는 필요조건일 뿐 충분조건은 아니었다. 사례별 위협의 성격은 국지적 위협, 실존적 위협, 간접적 위협 등으로 상이했지만, 위협의 존재 자체가 반드시 군사개입으로 귀결되지는 않았다. 또한, 국경 안정, 확전 억제, 협상 추진, 중재자 지위 유지 등 상대적으로 제한적인 정치적 목표는 군사적 수단에 대한 상이한 평가로 이어졌다. 즉, 설정된 목표 달성에 군사력이 수반되어야만 하는지 또는 군사력이 그러한 목표를 훼손할 위험이 있는지에 대한 판단을 관찰할 수 있었다.
가장 중요한 연구 결과는, 분쟁 대응에 있어 러시아는 비군사적 수단을 우선으로 활용하였고, 이것이 정치적 목표 달성에 실효적이라고 판단되는 이상 군사개입을 자제하였다는 점이다. 일부 사례에서 기존의 협상 틀이 교착 또는 붕괴하며 비군사적 수단의 한계가 명확히 드러난 경우 군사개입 개연성이 더 높았지만, 불완전하더라도 협의체가 유지되는 한, 군사적 결정은 지연되었다. 따라서 비군사적 수단의 효과성과 유지 여부는 러시아 군사개입의 분기점이다.
한편, 군의 준비 태세는 정책적 선택지로서의 실천적 가능성을 규정하였고, 제3국의 개입 여부는 이러한 판단을 제약하였다. 러시아 군사 인프라가 이미 주둔한 지역과 그렇지 않은 지역, 잠재적인 확전이나 타국과의 충돌 가능성은 군사개입 결정에 서로 다른 영향을 미쳤다. 그중에서도 제3국의 개입에 따른 확전의 가능성이 있다고 판단되면 군사개입이 자제되었다. 따라서 러시아의 군사개입 여부는 절대적 역량보다도, 국제적 조건에 제약된다는 점을 도출하였다.
결과적으로, 러시아의 군사개입은 위협의 성격, 달성하려는 전략적 결과, 비군사적 수단의 효과성과 지속 가능성, 군사적 수단의 준비 태세와 제3국의 대응 가능성이 종합적으로 고려되는 정교한 전략적 선택 과정이다. 즉, 러시아의 군사개입은 일련의 선형적, 단계적인 과정에서 이루어지는 조건부 전략 선택으로, 1) 위협이 존재해도, 정치적 목표가 제한적이고 비군사적 수단이 실효적이라면 군사개입은 회피되고, 2) 군사적 역량이 충분해도, 비군사적 수단이 작동하거나 제3국의 개입이 있다면, 군사개입을 자제하며, 3) 비군사적 수단이 실패하고, 군사행동의 여건(준비 태세 高, 제3국 개입 가능성 低)이 갖춰졌을 때 군사개입이 선택된다.

This study examines the political and military determinants of Russia’s foreign military intervention. It addresses the core question, “Under what conditions does Russia choose foreign military intervention?” and employs a causal mechanism consisting of “threat perception ➔ formulation of political objectives ➔ evaluation of means ➔ final policy choice.”
While much of the existing literature attributes Russian military intervention to geopolitics, ideology, national identity or domestic politics, these perspectives have difficulty accounting for variation in outcomes – specifically, why Russia intervenes militarily in some cases but not in others. This puzzle is particularly evident in the post-Soviet space, Russia’s traditional sphere of influence, where broadly similar structural conditions have produced divergent policy choices. To address this gap, the study conceptualizes Russia’s military intervention as a staged decision-making process that proceeds from threat perception to political objectives and then to the selection of policy means.
Employing a most-different systems design, the study conducts a qualitative comparative analysis of four cases: the Tajikistan Civil War (1992~1997), the Georgia War (2008), the Donbas War (2014) and the Second Nagorno-Karabakh War (2020). Drawing on Russian sources that have received limited attention in previous research, the analysis demonstrates that threat perception is a necessary but insufficient condition for Russia’s military intervention. Although perceived threats varied in character – ranging from localized and existential to indirect – the mere existence of threat alone did not necessarily lead to the use of force. Instead, relatively limited political objectives, such as border stabilization, escalation control, negotiation facilitation, and the preservation of a mediator role, shaped how Russian decision-makers assessed the utility of military force, particularly whether its use was essential for achieving stated goals or risked undermining broader strategic aims.
The most important finding of this study is that Russia prioritized non-military means and refrained from military intervention as long as these means were considered effective in achieving political objectives. Although deadlock or breakdown in negotiation processes in some cases revealed the limits of non-military approaches and increased the likelihood of military action, intervention was delayed as long as institutionalized channels of consultation persisted, even in imperfect form. As a result, the effectiveness and durability of non-military means functioned as a critical threshold in Russia’s military intervention choices.
On the military dimension, levels of readiness shaped the feasibility of intervention as a policy option, while third-party involvement imposed significant constraints. Differences in preexisting Russian military infrastructure, along with the perceived risks of escalation or confrontation with other states, conditioned intervention decisions. Among these factors, the anticipated involvement of third parties – and the associated risk of escalation – proved especially decisive in restraining military action. This suggests that Russia’s intervention behavior is shaped less by absolute military capabilities than by the strategic constraints imposed by the international environment.
Overall, the study argues that Russian military intervention is best understood as a conditional and strategically calibrated choice rather than an automatic response to threats. It is shaped by the nature of perceived threats, the strategic outcomes sought, the effectiveness and durability of non-military means, the level of military readiness and the expected responses of third parties. In this linear yet contingent decision-making process, 1) intervention is avoided when political objectives are limited and non-military means remain effective despite the presence of threats; 2) intervention is restrained even when military capabilities are sufficient if non-military mechanisms continue to function or third-party involvement is anticipated; and 3) military intervention is selected only when non-military means fail and favorable conditions – high military readiness and a low likelihood of third-party involvement – are in place.
