본 연구는 초등학교에서 경험하는 보직교사 기피 현상에 따른 어려움과, 이를 해결하기 위한 학교 자체적인 제도적 노력으로서 ‘순환보직제’ 운영에 대해 주목하였다. 본 연구에서는 초등학교에서 업무 분장 방식으로서 순환보직제를 도입하게 된 배경과 그 과정에서 교사들이 어떠한 경험을 하였는지 살펴보자 한다. 순환보직제 도입한 이후, 교사 개인적 및 학교 조직적 차원에서 어떠한 변화를 경험하였는지 탐색하고자 한다. 또한 순환보직제를 도입하고 운영하는 과정과 결과 측면에서 교사들이 인식한 조직공정성의 의미는 무엇인지 살피고, 궁극적으로 순환보직제가 보직교사 기피 현상에 대한 대안으로 초등학교 현장에서 효과적으로 기능하기 위한 가능성과 한계를 발견하는 것을 목적으로 하였다.
이를 위해 질적사례연구 방법 중 Yin의 다중사례연구(multiple case study), 기술적(descriptive) 방법을 적용하였다. 연구 참여자로는 수도권 내 위치한 초등학교 중 업무 분장 방식으로서 순환보직제에 도입한 학교에 근무하고 있는 보직교사 12인, 관리자 2인 총 14인을 선정하였다. 연구 참여자는 혁신학교와 비혁신학교의 사례를 구분하여 성별, 보직 종류, 교직 경력, 보직교사 경력, 학교 소재지 및 학급 규모 등 다양한 특성을 고려하여 의도적으로 표집하였다. 자료 분석은 Creswell이 제시한 ‘나선형 자료 분석’ 방법에 따라 5단계에 걸쳐 실시하였다.
본 연구를 통해 드러난 주요 결과는 다음과 같다. 첫째, 다수의 초등학교에서는 보직교사 기피 현상으로 인하여 교사들은 보직교사 임명 과정에서 불합리한 상황을 목격하였거나 경험하였다. 또한 관리자들은 매년 보직교사 임명 시기에 교사들에게 부탁, 회유를 해야 하는 상황으로 인해 스트레스를 겪고 있었다. 초등학교 교사들이 보직교사를 기피하는 원인으로는 (1) 업무 자체 요인-보직교사가 맡아야 하는 업무와 책임 과중, 행정 처리 위주의 교육 활동의 본질과 동떨어진 업무 (2) 제도·환경 요인-보직교사에 대한 낮은 처우, 보직교사를 맡길 유인책 부족 (3) 사회적 요인-사회적 분위기 변화 및 교직 사회의 개인주의화가 도출되었다. 다차원적 원인이 복합적으로 작용하여 보직교사는 ‘누구나 하기 싫은 기피 업무’로 인식되고 있었다. 일보다는 개인의 삶을 중시하는 사회적 인식 및 보직교사에 대한 인식 변화에 맞추어 초등학교에서는 보직교사 기피 현상을 학교 자체적으로 해소하고자 보직교사 임명에 대한 새로운 접근 방식을 모색하였다. 즉, ‘공정함’과 ‘형평성’이라는 가치에 주목하여 보직교사 임명 순서를 규정으로 정해 순서가 된 모든 교사가 학교에 근무하는 동안 최소 한 번씩은 보직교사를 맡아서 하도록 하는 ‘순환보직제’를 도입하게 되었다.
둘째, 본 연구는 순환보직제가 도입된 초등학교에서 기존에는 보직교사를 희망하지 않았던 교사들이 규정에 의해 보직교사를 맡은 이후 경험한 변화를 개인적·조직적 측면에서 종합적으로 확인하였다. 먼저 교사들은 보직교사 업무를 수행하며 전문성과 책임감을 확장하고, 업무 효율성 및 자신감이 증진되는 긍정적 변화를 경험하였다. 또한 학교 운영 전반에 대한 안목이 넓어지고, 구성원 개개인 역할에 대한 소중함을 느끼게 되었다. 그러나 보직교사가 해야 하는 과중한 업무로 인하여 상대적으로 담임교사 역할에 대한 소홀함, 업무 수행 측면에서 내적 동기 저하와 수동적 업무 태도 등의 부정적 변화를 경험하였다. 나아가 학교 조직적·문화적 측면에서는 행정적 역량을 갖춘 교사의 수가 증가함에 따라 학교 조직의 운영 효율성이 제고되었고, 구성원 간 상호협력적인 분위기가 조성되었다. 더불어 조직 내 업무 분담이 보다 균형적으로 이루어졌고 보직교사에 대한 막연한 거부감과 두려움이 해소되어 궁극적으로 학교 내에서 보직교사를 기피하는 현상을 완화할 수 있음을 시사하였다. 반면 업무 연속성 단절, 수단-목적 전도, 규정 내 새로운 ‘눈치보기 현상’ 또는 갈등 양상 도출 등이 부정적 변화로 언급되었다.
셋째, 순환보직제를 도입하고 운영하는 과정과 결과 측면에서 교사들이 인식한 조직공정성을 분배공정성, 절차공정성, 상호작용공정성 세 측면에서 도출하였다. 초등학교 교사들에게 분배공정성은 ‘순환보직제의 업무 분장의 결과가 모두에게 공정한지’를 의미하였다. 구체적으로 순환보직제로 인하여 보직교사를 해야 하는 명분과 안 해도 되는 명분이 생기는 것, 보직교사를 맡을 대상의 범위에 대해 평등(eauility)의 관점을 넘어 형평(equity)의 관점을 적용하는 것이 포함되었다. 절차공정성은 ‘모두가 함께 참여하는 규정 제정 과정’을 의미하였다. 구체적으로 규정 제정 시 구성원들의 민주적 참여 과정이 보장되었는지, 규칙 기반 의사결정이 이루어졌는지가 포함되었다. 상호작용공정성은 규정에 의해 보직교사를 임명하는 과정에서 관리자들이 교사들에 대해 보이는 존중, 예의, 배려의 정도를 의미하였다. 한편, 구성원들은 규정이 비일관적으로 적용되는 상황이나 예외가 되는 인물의 존재 유무를 공정성 저해 요인으로 인식하였다.
넷째, 초등학교에서 순환보직제가 효과적으로 운영되어 보직교사 기피 현상을 해소할 만한 방안으로 작용하기 위해서는 개인 내적, 상호작용적, 조직·문화적 차원의 요인이 모두 필요하다. 개인 내적 요인으로는 순환보직제 운영 목적과 필요성에 대한 구성원들의 합의 및 보직 수행에 대한 책임감과 주인의식이 요구되었다. 상호작용적 요인으로는 관리자의 상황적합적 리더십, 구성원 간 상호 배려, 신뢰와 공동체성을 구축하는 것이 요구되었다. 조직문화적 요인으로는 합의를 기반으로 한 제도 수용성 제고가 필요하였고, 학교마다 순환보직제 제도에 대한 제도적 학습(institutional learning)과 조직 내 적응(adaptation) 과정을 거쳐 장기간의 안정적 운영이 된다면 보직교사 기피 현상이 해소될 것으로 기대할 수 있었다.
본 연구는 보직교사 기피 현상을 완화하기 위한 학교 조직적 차원의 노력으로 보직교사 임명에 있어 관리자의 상황에 적절한 리더십과 소통 역량 발휘, 보직교사 경험이 교사 개인의 내적 동기와 전문성 성장을 지원할 수 있는 기반 마련, 순환보직제 규정에 의존하는 것을 넘어 공정성과 신뢰를 기반으로 한 학교 문화 구축과 같은 노력이 필요하다는 점을 제언한다. 학교 조직적 노력과 더불어 보직교사 개인의 업무 부담 완화, 보직교사 업무 재구조화, 교사들의 행정 업무에 대한 인식 변화 및 행정 업무 처리 역량 강화 지원을 위한 교원양성기관 교육과정 개편, 보직교사 인센티브 확대 등의 제도적 지원이 뒷받침되어야 한다. 이를 통해 궁극적으로 유능한 교사들이 자발적으로 보직교사를 희망하여 학교 교육 발전에 기여할 수 있는 환경이 되기를 기대한다.

This study focused on the difficulties faced by elementary school teachers due to the avoidance of head teachers and the implementation of a "rotation system" as an institutional effort to address this issue. This study examines the background behind the introduction of the rotation system and the experiences teachers have had with it. Furthermore, it explores the changes experienced by teachers both individually and organizationally after the system's introduction. The study also examines teachers' perceptions of organizational fairness in the context of the process and outcomes of the rotation system's implementation and ultimately aims to identify the potential and limitations of the rotation system as an effective solution to the avoidance of part-time teachers in elementary schools. To this end, Yin's descriptive and explanatory case study method was employed. The interviewees consisted of 14 teachers (12 head teachers and 2 administrators) working at elementary schools in the Seoul metropolitan area that had adopted the rotation system as a method of job division. Research participants were purposefully sampled from both innovative and non-innovative schools, considering various characteristics such as gender, position type, teaching experience, experience of the instructor, school location, and class size. Data analysis was conducted in five stages, following the "spiral data analysis" method proposed by Creswell.
The key findings of this study are as follows. First, in many elementary schools, teachers have witnessed or experienced unfair situations during the appointment process due to the avoidance of instructors. Furthermore, administrators experienced stress due to the need to make requests and persuade teachers each year during the appointment process. The reasons for elementary school teachers' avoidance of instructor positions include: (1) job-specific factors: the excessive workload and responsibilities of instructors, and the administrative nature of the work, which is often detached from the essence of educational activities; (2) institutional and environmental factors: poor treatment of instructors and lack of incentives to take on instructor positions; and (3) social factors: changing social climate and the increasing individualism in the teaching profession. These factors combined to transform the perception of the position of a head teacher into "an undesirable task that no one wants to undertake." In response to this shift in social perception and attitudes toward head teachers, schools sought a new approach to the appointment of part-time teachers. Focusing on the values of "fairness" and "equity," a "rotation system" was introduced, requiring all teachers in the rotation to serve as part-time teachers at least once during their time at the school.
Second, this study comprehensively examined the personal and organizational changes experienced by teachers in elementary schools where the rotation system was introduced. First, teachers experienced positive changes, such as expanded professionalism and responsibility, increased work efficiency, and increased confidence, as they performed their part-time teacher duties. Furthermore, they gained a broader perspective on overall school operations and a greater appreciation for the value of their individual roles. However, due to the heavy workload required of part-time teachers, they experienced negative changes, such as a relative neglect of their role as homeroom teachers, decreased intrinsic motivation, and a passive work attitude. Furthermore, from an organizational and cultural perspective, the increase in the number of teachers with administrative capabilities improved the operational efficiency of the school organization and fostered a collaborative atmosphere among members. Furthermore, the study suggested that the division of labor within the organization was more balanced, and the vague aversion and fear of part-time teachers was alleviated, ultimately mitigating the tendency to avoid part-time teachers within schools. On the other hand, negative changes included disruptions in work continuity, reversal of means and ends, a new "look-at-the-moment" phenomenon within regulations, and the emergence of conflict.
Third, in terms of the results of the introduction and operation of the rotational system, teachers' perceptions of organizational fairness were identified in terms of distributive fairness, procedural fairness, and interactional fairness. For elementary school teachers, distributive fairness refers to whether the division of labor under the rotational system is fair to all. Specifically, the rotation system created justifications for and against assigning teachers, and the scope of roles assigned to assigned teachers required a shift from a perspective of equity to a perspective of fairness. Procedural fairness referred to the "regulation-making process in which everyone participates." Specifically, this included ensuring democratic participation by members and ensuring rule-based decision-making. Interactional fairness referred to the degree of respect, courtesy, and consideration shown by administrators to teachers during the process of appointing assigned teachers. Meanwhile, members perceived inconsistent application of regulations or exceptions as factors that undermined fairness.
Fourth, for the rotation system to be effectively implemented in elementary schools and serve as a solution to the avoidance of assigned teachers, factors at the individual, interactional, and organizational/cultural levels are all necessary. Individual factors required consensus on the purpose and necessity of the rotation system, as well as a sense of responsibility and ownership for performing assigned duties. Interactive factors required situationally appropriate leadership from administrators, mutual consideration among members, and building trust and community. Regarding organizational culture, it was expected that the phenomenon of teachers avoiding positions would be alleviated if each school went through a process of institutional learning and adaptation to the rotation system based on consensus, leading to long-term, stable operation.
This study suggests that, as part of school-level organizational efforts to alleviate teachers’ reluctance to assume administrative positions, it is necessary to ensure that school administrators exercise context-appropriate leadership and communication competencies in appointing administrative teachers; to establish conditions under which experience as an administrative teacher can support individual teachers’ intrinsic motivation and professional growth; and to move beyond reliance on formal job-rotation regulations toward the cultivation of a school culture grounded in fairness and trust. In addition to these organizational efforts, institutional support is required, including measures to reduce the workload of administrative teachers, the restructuring of administrative duties, the revision of teacher-education curricula to promote changes in teachers’ perceptions of administrative work and to strengthen their competencies in handling such tasks, and the expansion of incentives for administrative teachers. Through these combined efforts, it is ultimately hoped that a school environment will be created in which capable teachers voluntarily aspire to administrative positions and contribute to the advancement of school education.
