    This study examines the nationwide teachers’ rallies that unfolded in South Korea in 2023 by applying an integrated analytical framework combining the Political Process Model and Framing Theory. The purpose of the study is to investigate the structural conditions within the educational administration system that made the rallies possible, and to analyze how the perceptions, action strategies, and post-mobilization trajectories of elementary school teachers were formed, transformed, and differentiated throughout and after the collective action process. While prior studies on teachers’ collective action have tended to focus on emotional motivations, ethical suffering, or individual-level meaning-making, this study foregrounds the structural contradictions embedded in educational governance, the failure of institutional response mechanisms, and the generational sensibilities that mediated teachers’ strategic practices. Through this approach, the 2023 teachers’ rallies are reinterpreted not as a temporary or emotional reaction by an interest group, but as a complex social movement produced through the interaction of accumulated structural pressures, cognitive transformation, and collective action.
    The empirical focus of this study is based on in-depth interviews with 40 elementary school teachers who participated in the 2023 rallies at least once in person. Among them, 30 teachers in their 20s and 30s were selected as the core analytical group, while 10 teachers aged 40 and above were included as a comparison group to examine generational differences. Data collection relied primarily on semi-structured interviews and was complemented by documentary analysis of rally speeches, statements, press releases, and online postings. The data were analyzed using the Modified Grounded Theory Approach (M-GTA) developed by Kinoshita (2013), following systematic procedures of concept generation, categorization, and theoretical integration. Triangulation across interview and documentary sources was employed to enhance the credibility and validity of the findings.
    The findings indicate that the 2023 teachers’ rallies did not emerge as a direct or spontaneous response to a single tragic incident. Rather, they were the outcome of long-term structural contradictions that had accumulated within school organizations. Teachers recognized that certain problems had become systemic, beyond the capacity of individual teachers or schools to solve. These problems included the erosion of instructional authority, excessive administrative burdens, the formalization of student guidance through legal regulations, and the rise of malicious parental complaints. Teachers worked within an educational system marked by political restrictions on expression and limited bottom-up communication channels. Under these conditions, they increasingly concluded that formal institutional procedures were ineffective. Consequently, teachers came to see collective action beyond formal institutions as a rational and legitimate course.
    From the perspective of the Political Process Model, the death of a teacher at Seoi Elementary School in Seoul became a nationally significant event that exposed latent structural pressures and opened a political window of opportunity. The study further shows that institutional repression faced by teachers—stemming from legal constraints on political rights—did not simply suppress mobilization. Rather, these constraints acted as a reverse political opportunity structure, in which the closure of formal channels paradoxically legitimized extra-institutional collective action. This process fostered cognitive liberation, allowing teachers to see themselves not as passive implementers of administrative directives, but as agents capable of collective intervention.
    Framing analysis demonstrates that teachers strategically constructed diagnostic, prognostic, and motivational frames to organize shared meanings and justify participation. Teachers diagnosed their situation as a systemic failure rather than individual inadequacy, articulated legal and institutional reforms as concrete solutions, and framed participation in the rallies as an ethical and professional responsibility. Notably, teachers emphasized a non-political practice frame that defined the rallies as an effort to protect educational integrity and students’ learning rights rather than as political protest. This framing strategy allowed teachers to navigate political neutrality regulations while securing broad social legitimacy by aligning their claims with widely shared public values.
    In terms of mobilization mechanisms, teachers in their 20s and 30s exhibited organizational practices that differed markedly from traditional union-centered mobilization. Rather than relying on hierarchical leadership or formal organizational directives, they formed decentralized and role-based networks through digital platforms such as ‘Indichool’ (a Korean online community for elementary school teachers), social media, and anonymous public group chats on messaging platforms. These digital networks enabled rapid information sharing, anonymous participation, and horizontal collaboration across schools and regions. Shared emotions of grief, anger, and moral responsibility functioned as emotional resources that strengthened collective cohesion and sustained participation over time.
    Post-rally experiences, however, did not follow a single linear trajectory. While some teachers expanded their participation into institutional channels—such as policy proposal activities, public hearings, engagement with education offices, or union involvement—others adopted selective participation strategies, maintained distance from organizational politics, or gradually withdrew due to fatigue, internal conflicts, and the slow pace of institutional change. Still others remained largely non-engaged, recognizing structural problems but failing to perceive tangible effects in their immediate school contexts. These findings demonstrate that teachers’ political subjectivity after the rallies became differentiated into multiple pathways—expansion, selective maintenance, distancing, and disengagement—shaped by organizational culture, policy implementation capacity, and relational dynamics within the teaching profession.
    Based on these findings, the study offers several academic and policy implications. Academically, it contributes to educational administration research by empirically demonstrating that teachers’ collective action should be understood as the result of structural pressures and policy failure rather than as emotional or episodic resistance. It highlights generational sensibilities, digital networking, and horizontal collaboration as key mediating factors in contemporary teachers’ movements, and illuminates the structural tension between political neutrality norms and teachers’ civic agency. From a policy perspective, the study underscores the necessity of institutionalizing teacher participation in educational governance, reforming administrative structures that shift risk and responsibility onto individual teachers, and reconsidering legal frameworks governing teachers’ political rights in order to establish structural protections that mitigate burnout and sustain professional engagement.
    In conclusion, this study conceptualizes the 2023 teachers’ rallies as a complex social movement shaped by the intersection of structural contradictions, generational sensibilities, and strategic framing processes. The findings demonstrate that teachers’ collective action served as a critical mechanism for exposing the limitations of the educational administration system and for advancing debates on institutional reform. Future educational governance must incorporate teachers’ agency and collective practices not as external disruptions, but as integral components of a democratic, responsive, and sustainable administrative system.

    본 연구는 2023년 전국적으로 전개된 교원 집회를 정치과정모델(Political Process Model)과 프레이밍 이론(Framing Theory)을 통합적으로 적용하여 분석함으로써, 교원 집단행동이 어떠한 교육행정적 구조 조건 속에서 발생하였으며, 그 과정과 이후에 초등교원들의 인식과 행위 전략이 어떠한 방식으로 재구성되고 분기되었는지를 규명하고자 하였다. 기존의 교원 집단행동 연구가 주로 참여 동기나 감정 경험, 윤리적 피해 인식, 혹은 정치적 인식 변화에 초점을 두어 왔다면, 본 연구는 교원 집회를 가능하게 한 교육 조직의 구조적 조건과 집회 이후 교원들의 실천 경로가 단선적으로 확장되지 않고 다층적으로 분기된다는 점에 주목하였다. 이를 통해 본 연구는 2023년 교원 집회를 일시적 항의나 감정적 반응이 아니라, 구조적 긴장과 인식 전환, 그리고 행위 전략이 결합한 사회운동 과정으로 재해석하고자 하였다.

    이러한 연구 결과를 바탕으로 본 연구는 다음과 같은 시사점을 제시한다. 첫째, 본 연구는 교원 집단행동을 감정적 반응이나 이해집단의 요구가 아니라, 교육행정 체계 내 구조적 제약과 정책 수용 실패가 누적된 결과로 실증적으로 제시하였다. 둘째, 20·30대 교원들의 디지털 네트워크 기반 자율적 조직화와 수평적 협업은 기존 교원운동과 구별되는 새로운 동원 논리를 보여주며, 세대적 감수성이 교육 조직의 행위 전략을 매개하는 요인임을 밝혔다. 셋째, 비정치적 실천 프레임의 전략적 활용은 제도 규범과 교원의 시민적 권리 사이의 긴장을 완화하는 동시에, 집단행동의 사회적 정당성을 확보하는 중요한 기제로 작동하였다. 넷째, 집회 이후 나타난 참여 확대와 동시에 드러난 교원의 소진과 이탈의 가능성은 교원 참여형 거버넌스 구축과 교원의 정치적 기본권 및 행정적 책무 관계에 대한 제도적 재검토가 필요함을 시사한다.
    종합하면, 본 연구는 2023년 교원 집회를 구조적 압력, 인식 전환, 세대적 감수성, 그리고 전략적 실천이 중층적으로 결합한 사회운동으로 규정한다. 본 연구는 교원 집단행동이 교육행정 체계의 한계를 드러내고 제도 개선 논의를 촉발한 경험적 계기였음을 밝힘으로써, 향후 교육행정 연구와 정책 거버넌스가 교원을 정책 집행의 대상이 아니라 제도 변동의 행위 주체로 포섭하는 방향으로 재편되어야 함을 시사한다.

    집회 이후 교원들의 실천은 단선적인 정치적 확장으로 이어지지 않았다. 일부 교원들은 정책 제안, 공청회 참여, 교육청 의견 개진, 단체·노조 활동 등으로 참여를 적극적으로 확장한 반면, 다른 일부는 단체 가입은 유지하되 활동 범위를 전략적으로 제한하거나, 제도 변화의 한계와 내부 갈등에 대한 피로감 속에서 거리두기와 이탈을 선택하였다. 또한, 구조적 문제 인식은 공유하지만, 개인이 처한 학교 맥락에 따라 변화의 효과를 체감하지 못하거나 적극적 실천으로 이어가지는 않는 무감각·비관여의 경로도 확인되었다. 이는 집회 이후 교원들의 정치적 주체성이 확장·유지·거리 두기·무감각이라는 다층적 실천 경로로 분기되고 있음을 보여준다.
    이러한 연구 결과를 바탕으로 본 연구는 다음과 같은 시사점을 제시한다. 첫째, 본 연구는 교원 집단행동을 감정적 반응이나 이해집단의 요구가 아니라, 교육행정 체계 내 구조적 제약과 정책 수용 실패가 누적된 결과로 실증적으로 제시하였다. 둘째, 20·30대 교원들의 디지털 네트워크 기반 자율적 조직화와 수평적 협업은 기존 교원운동과 구별되는 새로운 동원 논리를 보여주며, 세대적 감수성이 교육 조직의 행위 전략을 매개하는 요인임을 밝혔다. 셋째, 비정치적 실천 프레임의 전략적 활용은 제도 규범과 교원의 시민적 권리 사이의 긴장을 완화하는 동시에, 집단행동의 사회적 정당성을 확보하는 중요한 기제로 작동하였다. 넷째, 집회 이후 나타난 참여 확대와 동시에 드러난 교원의 소진과 이탈의 가능성은 교원 참여형 거버넌스 구축과 교원의 정치적 기본권 및 행정적 책무 관계에 대한 제도적 재검토가 필요함을 시사한다.
    종합하면, 본 연구는 2023년 교원 집회를 구조적 압력, 인식 전환, 세대적 감수성, 그리고 전략적 실천이 중층적으로 결합한 사회운동으로 규정한다. 본 연구는 교원 집단행동이 교육행정 체계의 한계를 드러내고 제도 개선 논의를 촉발한 경험적 계기였음을 밝힘으로써, 향후 교육행정 연구와 정책 거버넌스가 교원을 정책 집행의 대상이 아니라 제도 변동의 행위 주체로 포섭하는 방향으로 재편되어야 함을 시사한다.
