본 연구는 초·중등 교원의 승진동기와 이에 영향을 미치는 요인을 조직적 관점에서 분석함으로써, 교원 조직에서 나타나는 승진 기피 현상을 경험적으로 이해하고자 하였다. 교원 조직은 일반적인 공무원 조직과 달리 승진 경쟁이 제한적이며, 교직 경력의 누적 여부와 관계없이 다수의 교원이 동일한 평교사 지위에 머무르는 구조를 지니고 있다. 이러한 특성으로 인해 교원 승진은 개인의 경력 선택 문제로 인식되는 경향이 강하며, 승진동기 형성과 그 영향 요인에 대한 체계적인 분석은 상대적으로 충분히 이루어지지 못해 왔다.
교원 승진과 관련된 선행연구들은 주로 승진 제도에 대한 교원의 인식, 조직공정성, 만족도 등의 요인을 중심으로 축적되어 왔다. 반면 학교급이나 설립유형에 따른 승진동기의 차이를 비교·분석한 연구는 상대적으로 제한적이었으며, 교원 조직 내부의 구조적 차이가 승진동기 형성에 어떠한 방식으로 작용하는지에 대해서는 충분한 경험적 검토가 이루어지지 못하였다. 본 연구는 이러한 연구 공백에 주목하여, 교원의 승진동기와 조직공정성 인식 간의 관계를 중심으로 학교급과 설립유형에 따른 차이를 함께 분석하고자 하였다.
본 연구는 교원의 승진동기를 개인적 성향이나 단순한 경력 선택의 결과로 보지 않고, 조직 내에서 형성되는 제도 인식과 공정성 인식과의 관계 속에서 이해하고자 하였다. 이를 위해 조직문화와 조직공정성 인식을 주요 분석 요인으로 설정하였다. 조직문화는 학교 구성원 간 관계 양식과 의사결정 구조에 대한 인식을 반영하는 개념이며, 조직공정성 인식은 승진 과정에서의 절차, 결과, 상호작용이 공정하다고 인식되는 정도를 의미한다.
초기 연구 설계 단계에서는 초등학교 조직이 중등학교에 비해 상대적으로 위계적이고 수직적인 조직문화를 지닌다는 인식에 근거하여, 이러한 조직문화적 특성이 초등교원의 승진동기에 차이를 가져올 가능성을 가정하였다. 그러나 설문 자료를 활용한 실증 분석 결과, 초등학교와 중등학교 교원 간 승진동기 수준에서는 통계적으로 유의미한 차이가 확인되지 않았으며, 조직요인이 승진동기에 미치는 영향 구조 또한 학교급에 따라 뚜렷하게 구분되지는 않았다. 이는 교원의 승진동기가 학교급 차이에 의해 단순하게 설명되기보다는, 다른 요인들과의 관계 속에서 이해될 필요가 있음을 시사한다.
반면 설립유형에 따른 분석에서는 공립교원과 사립교원 간에 승진동기에서 차이가 관찰되었다. 사립교원은 공립교원에 비해 조직문화가 상대적으로 위계적이라고 인식하는 경향을 보였으나, 이러한 인식이 승진동기의 수준으로 직접 연결되지는 않았다. 오히려 사립교원의 경우 승진 과정 전반에 대한 공정성 인식이 낮은 것으로 나타났으며, 이는 승진동기 형성과 관련되어 있는 요인으로 해석될 수 있다. 더 나아가 면담조사 결과, 다수의 사립교원이 공립교원과 동등한 승진 제도와 절차가 보장될 경우 승진을 준비할 의향이 있다고 응답하였다는 점은, 사립교원의 승진동기가 조직문화 인식보다는 제도적 조건과 공정성 인식과의 관계 속에서 이해될 필요가 있음을 보완적으로 보여준다.
조직공정성 인식은 교원의 승진동기와 유의미한 관련성을 보이는 요인으로 확인되었다. 특히 절차공정성에 대한 인식은 승진 기준의 명확성, 평가 과정의 일관성, 의사결정의 투명성과 연관되어 있으며, 분석 전반에서 안정적인 관련성을 나타냈다. 분배공정성과 상호작용공정성 역시 승진동기와 유의미한 관계를 보였으며, 승진 결과와 상호작용 과정에 대한 인식 또한 승진동기 형성에 일정한 역할을 하고 있음을 확인할 수 있었다. 이러한 결과는 교원 승진제도가 형식적으로 존재하는 것만으로는 충분하지 않으며, 승진 과정 전반에 대한 공정성 인식이 승진동기와 밀접하게 관련되어 있음을 시사한다.
본 연구의 결과는 교원 조직에서 관찰되는 승진 기피 현상을 학교급 간 차이로 설명하기보다, 승진 제도에 대한 접근 가능성과 공정성 인식과의 관계 속에서 보다 경험적으로 이해할 수 있음을 보여준다. 특히 설립유형에 따른 차이와 면담조사를 통해 확인된 결과는, 교원의 승진동기가 개인적 성향의 문제로만 환원되기 어렵고 제도 인식과 연관되어 형성될 수 있음을 시사한다는 점에서 기존 교원 승진 연구에 경험적 근거를 추가한다.
다만 본 연구는 설문 자료에 기반한 횡단적 분석이라는 점에서 교원의 승진동기 변화 과정을 시간의 흐름 속에서 충분히 포착하지 못하였다. 또한 표본 구성상 학교 및 지역 특성, 사립학교 내부의 제도적 다양성을 세분화하여 분석하지 못한 한계도 존재한다. 아울러 조직문화와 공정성 인식을 설문 문항을 통해 측정함으로써, 실제 학교 현장에서의 제도 운영 맥락을 충분히 반영하지 못했을 가능성도 있다.
향후 연구에서는 종단 자료를 활용하여 교원의 경력 단계별 승진동기 변화를 분석하거나, 질적 연구를 병행하여 승진 제도 운영에 대한 교원의 인식을 보다 심층적으로 탐구할 필요가 있다. 또한 설립유형별 승진 제도의 구체적 차이를 제도 수준에서 비교·분석함으로써, 조직공정성 인식과 승진동기 간의 관계를 보다 정교하게 검토하는 연구가 이루어져야 할 것이다.

This study aims to empirically examine the phenomenon of promotion avoidance in the teaching profession by analyzing the promotion motivation of elementary and secondary school teachers and the organizational factors associated with it. Unlike other public-sector organizations, the teaching profession is characterized by limited competition for promotion, with a large proportion of teachers remaining in the same non-administrative position regardless of the accumulation of teaching experience. As a result, promotion is often perceived as a matter of individual career choice, and systematic analyses of promotion motivation and its influencing factors have remained relatively limited.
Previous studies on teacher promotion have primarily focused on teachers’ perceptions of promotion systems, organizational justice, and job satisfaction. In contrast, relatively few studies have examined differences in promotion motivation by school level or establishment type, and empirical investigations into how structural differences within teacher organizations shape promotion motivation have been limited. Addressing this gap, the present study analyzes the relationship between teachers’ promotion motivation and perceptions of organizational justice, while also examining differences by school level and establishment type.
This study conceptualizes promotion motivation not as a result of individual disposition or simple career preference, but as a phenomenon shaped through teachers’ perceptions of institutional arrangements and fairness within the organization. To this end, organizational culture and organizational justice were selected as the main analytical factors. Organizational culture reflects teachers’ perceptions of relational patterns and decision-making structures within schools, while organizational justice refers to the extent to which promotion procedures, outcomes, and interpersonal interactions are perceived as fair.
At the research design stage, it was hypothesized that elementary school organizations, often perceived as more hierarchical and vertically structured than secondary school organizations, might exhibit differences in promotion motivation. However, empirical analysis based on survey data revealed no statistically significant differences in promotion motivation between elementary and secondary school teachers. Moreover, the structural relationships between organizational factors and promotion motivation were not clearly differentiated by school level. These findings suggest that teachers’ promotion motivation cannot be adequately explained by school-level differences alone and should instead be understood in relation to other organizational factors.
In contrast, differences were observed by establishment type. Promotion motivation differed between teachers in public and private schools. Although teachers in private schools tended to perceive their organizational culture as more hierarchical than did their counterparts in public schools, this perception was not directly associated with higher levels of promotion motivation. Rather, private school teachers exhibited lower perceptions of fairness in the promotion process, which was found to be associated with their promotion motivation. Furthermore, interview data indicated that many private school teachers expressed a willingness to prepare for promotion if promotion systems and procedures equivalent to those in public schools were guaranteed. These findings suggest that lower promotion motivation among private school teachers is more closely related to institutional conditions and perceptions of fairness than to organizational culture per se.
Perceptions of organizational justice were found to be significantly associated with teachers’ promotion motivation. In particular, perceptions of procedural justice—closely related to the clarity of promotion criteria, consistency of evaluation processes, and transparency of decision-making—showed stable associations with promotion motivation across analyses. Perceptions of distributive and interactional justice were also significantly related to promotion motivation, indicating that perceptions of promotion outcomes and interpersonal treatment play a role in shaping teachers’ motivation to seek promotion. Taken together, these findings suggest that the formal existence of a promotion system alone is insufficient, and that teachers’ perceptions of fairness throughout the promotion process are closely linked to promotion motivation.
Overall, the findings indicate that promotion avoidance in the teaching profession is better understood not in terms of differences by school level, but through the relationship between access to promotion systems and perceptions of organizational justice. In particular, differences by establishment type and insights from interview data provide empirical evidence that teachers’ promotion motivation cannot be reduced to individual disposition alone, but is formed in connection with institutional perceptions. In this respect, the study contributes empirical evidence to the existing literature on teacher promotion.
Nevertheless, this study has several limitations. First, as the analysis is based on cross-sectional survey data, it does not capture changes in promotion motivation over time. Second, limitations related to sample composition prevented a more detailed examination of school- and region-specific characteristics, as well as institutional diversity within private schools. Third, because organizational culture and organizational justice were measured using survey items, the analysis may not fully reflect the nuanced contexts of promotion system operation in actual school settings.
Future research could address these limitations by employing longitudinal data to examine changes in promotion motivation across different career stages, or by incorporating qualitative approaches to explore teachers’ perceptions of promotion system operation in greater depth. In addition, further studies comparing specific features of promotion systems by establishment type at the institutional level would enable a more refined examination of the relationship between organizational justice perceptions and promotion motivation.
