청년활동가들은 왜 소진하는가 그리고 왜 침묵하는가? 이 연구에서는 기후불안이 청년활동가들의 기후행동 소진에 미치는 영향과 그 과정을 탐구하고자 자기결정성이론과 침묵의 나선 이론을 분석 틀로 활용하였다. 이를 통해 기후불안이 개인의 정서적 반응에만 국한되지 않고, 개인과 사회 전반에 영향을 미치는 다층적이고 구조화된 사회적 현상임을 확인하였다. 이 연구는 기후위기 시대에 지속가능한 기후행동을 위한 기초자료를 제공하는 데 목적이 있다.
이 연구에서는 청년활동가들의 기후불안, 소진, 극복 경험을 탐색하기 위해 만19세~39세의 청년활동가 15명을 대상으로 심층 면접을 진행하였다. 연구 결과, 청년활동가들이 겪는 소진은 단순히 개인의 문제가 아니라, 기후 운동의 지속성을 위협하는 구조적인 문제로 나타났다. 청년활동가들은 폭우와 같은 기후재난으로 인한 직접노출, 농작물 피해, 생태계 상실과 같은 가시적인 상실을 통한 간접노출, 시각적 매체, 글 매체, 재난 현장 목격, 생계 위협, 먹거리 불안과 같은 대리노출을 통해 기후불안을 경험하고 있었다. 또한 기후불안은 그 사회가 지닌 취약성과 사회적, 경제적 불평등이 교차하는 지점에서 그 불안이 증폭될 수 있음을 확인하였다.
이러한 부정적 감정은 세 가지 기본심리욕구(자율성, 유능성, 관계성)를 침해하여 기후행동 소진에 영향을 미쳤다. 특히 활동가들은 자신의 의견이 소수라는 생각을 가지며, 침묵하게 되는 과정이 반복되고 결국 소진으로 이어지는 침묵의 나선 효과가 발생하고 있음을 확인하였다. 따라서, 기후변화에 효과적으로 대응하기 위해서는 기후불안과 같은 부정적 심리를 적절히 관리할 필요가 있다.
다만, 이 연구는 소수 청년세대의 경험에 한정하여 진행되었으므로, 후속 연구에서는 대상을 확대하여 청년뿐만이 아닌 다양한 연령층을 대상으로, 또 기후활동가들만이 아니라 일반시민에 대해서도 기후불안과 소진 경험을 살펴볼 필요가 있다.
마지막으로, 이 연구는 기후불안에 대한 사회적 논의와 실질적 대응의 필요성을 촉구한다. 이미 해외에서는 기후불안이 활발하게 논의되고 있는 만큼, 국내에서도 심리학, 의료계, 보건학 등 다학제적 관점에서 이러한 문제를 면밀히 관찰하고 적극적으로 다룰 필요가 있다. 또한 기후불안을 예방하거나 해소할 수 있는 사회안전망이 어떻게 구축되어야 하는지와 같은 후속연구가 필요하다. 기후불안은 사람들이 효과적인 기후행동을 취하는 것을 방해하는 원인이 될 수 있는 만큼, 이러한 연구 결과는 기후위기 대응을 실용적 대응뿐만 아닌 심리적 지원으로 확장해야 함을 시사한다.

Why do youth activists experience burnout and remain silent? This study used Self-Determination Theory and the Spiral of Silence as analytical frameworks to explore the impact of climate anxiety on climate action burnout among young activists and the process of silence they experienced. It confirms that climate anxiety is not limited to individual emotional responses, but is a multi-layered and structured social phenomenon that affects both individuals and society as a whole. The purpose of this study is to provide fundamental data for sustainable climate action in the era of climate crisis.
In this study, in-depth interviews were conducted with 15 youth activists aged 19 to 39 to explore their experiences of climate anxiety, burnout, and overcoming these challenges. The results showed that the burnout experienced by youth activists is not merely an individual issue, but a structural problem that threatens the sustainability of climate movements. The young activists experienced climate anxiety through direct exposure to climate disasters such as heavy rainfall, indirect exposure through visible losses such as crop damage and ecosystem destruction, and vicarious exposure through visual media, written media, witnessing disaster scenes, livelihood threats, and food insecurity. Additionally, it was confirmed that climate anxiety can be amplified at the intersection of a society’s vulnerabilities and social and economic inequalities.
These negative emotions interfere with the three basic psychological needs (Autonomy, Competence, and Relatedness) and impact climate action burnout. In particular, it was found that activists, feeling that their opinions are in the minority, repeatedly enter a process of silence, and the Spiral of Silence effect leads to burnout. In order to respond to climate change effectively, it is necessary to properly manage negative emotions, such as climate anxiety.
However, this study was limited to the experiences of a small group of young people, so future research should expand the scope to include not only youth but also a wider range of age groups, and examine climate anxiety and burnout experiences among not only climate activists but also ordinary citizens.
Finally, this study emphasizes the need for social discussion and practical responses to climate anxiety. As climate anxiety is already being actively discussed abroad, it should also be closely observed and addressed from a multidisciplinary perspective, including psychology, medicine, and public health, in Korea as well. Additionally, follow-up research is needed to examine how a social safety net can be built to prevent or alleviate climate anxiety. Since climate anxiety can be a barrier to people taking effective climate action, these findings suggest that responses to the climate crisis should not only include practical measures but also psychological support.
