    도시 계획의 정당성은 본래 ‘공공성’의 확보에 있다. 본 연구는 이러한 ‘공공성’ 개념을 절대적인 가치가 아닌, 당대의 정치경제적 맥락에 따라 끊임없이 재구성되는 사회적 구성물로 바라보고자 한다. 이를 실증하기 위하여 서울시 지하도상가를 둘러싼 제도적·담론적 변화를 추적하고, 도시 공간에서 공공성이 어떻게 구성되고 변화하는지 규명하였다.
    지하도상가는 태생적으로 공공 보도인 동시에 상업시설이라는 이중적 지위를 지니며, 기존의 도시 연구에서 상대적으로 간과되어 온 ‘지하’에 위치한다는 특성을 띤다. 본 연구는 문헌 연구와 심층 면담을 연구 방법으로 하여 발전주의 국가에서 신자유주의 국가로 이행하는 거시적 흐름이 지하 공간에 투영되는 구체적인 양상을 고찰하였다.
    연구의 주요 결과는 다음과 같다. 첫째, 1960~80년대 발전주의 시기의 지하도상가 개발은 시민의 통행 및 방공 대피 시설 확충이라는 명목 하에 민간 자본을 동원하여 추진되었다. 당시 공공성은 ‘조국 근대화’와 ‘경제 성장’이라는 국가적 목표에 종속되었으며, 이를 달성하기 위해 개발사업가의 수익 극대화를 위한 규제 완화와 불투명한 운영 방식이 용인되었다.
    다음 시기인 1980년대 이후에는 신자유주의적 흐름이 유입되었으나, 발전주의적 제도가 잔존하는 과도기적 양상을 보였다. 이 시기에는 ‘법적 합리성’과 ‘공유재산의 형평성’이 새로운 공공성의 기제로 부상하였다. 서울시는 법규와 조례를 정비하여 지하도상가의 소유권을 확립하고 규제를 정당화하였으며, 보행권 운동과 같은 시민 사회의 요구를 선택적으로 제도 내에 수용하였다. 이 과정에서 기존 상인들의 점유권 및 생존권 주장은 제도적 합리성에 부합하지 않는 것으로 간주되어 배제되었다.
    신자유주의적 제도가 도시 공간에서 점차 본격화됨에 따라, 공공성은 ‘관리 효율성’을 중심으로 재편되었다. 서울시는 지하도상가의 운영을 민간에 위탁하여 수익성을 우선하였고, 공공성 차원 의 문제제기는 표면에 나타나지 않았다. 민간 자본의 관리 하에서 지하도상가는 ‘구매력 있는 소비자’를 위한 공간으로 규제·감시되었으며, 노숙인과 같은 행위자들은 직·간접적으로 축출되었다. 또한 상가 내부 행위자들 사이의 이질성이 심화됨에 따라, 집단적 저항의 동력이 상실되었다.

    Urban planning derives its legitimacy from the security of ‘publicness’. However, the concept of 'publicness' is not an absolute value, but rather a social construct that is continuously reconstructed according to the political-economic context. To analyze empirically, this study examines the institutional and discursive changes surrounding underground shopping malls in Seoul, and discusses how publicness is constructed and transformed within urban underground space.
    Underground shopping malls possess a dual status: both as public walkways and as commercial facilities. They also bear the distinct characteristic of being located ‘underground’, a space often overlooked in previous urban studies. By conduction overall literature review and in-depth interview, I investigated how the political-economical shift from a developmental state to a neoliberal state was projected onto this underground space.
    The main findings of the study are as follows: First, the development of underground shopping malls during the developmental state period(1960s–1980s) was a project driven by private capital under the pretext of providing pedestrian passage and bunker in emergency. During this period, the publicness of underground shopping malls was subordinated to the goals of ‘modernization’ and ‘economic growth’. To achieve these goals, deregulation and neglection methods were employed to maximize the profits of the developers.
    The subsequent period was influenced by the influx of neoliberal trends in the 1980s, yet it displayed a mixed characteristic where developmental institutions persisted. In this period, ‘legal rationality’ and the ‘equity of public property’ emerged as new aspects of publicness. The Seoul local government established laws and ordinances to reclaim ownership of underground shopping malls and justified regulations, while selectively responding to citizens’ voices such as those from the pedestrian rights movement. In this process, problems raised by existing merchants regarding occupancy rights were easily dismissed.
    As neoliberalism intensified in urban space, publicness was reorganized as ‘management efficiency’. Seoul outsourced operations to the private sector to ensure efficient management. With private capital managing the space, regulation and surveillance increased towards ‘citizens who are not capable of functioning in a capitalist society’ such as the homeless. As heterogeneity among actors inside the shopping malls increased, they lost the power to request collective demands or hold a protest.
    Discussions surrounding publicness in underground shopping malls have gone through changes according to the demands of the government, serving as a pretext to exclude specific groups. Furthermore, due to the unique spatial context of the ‘underground’, conflicts were easily concealed. By highlighting the specificity of underground space—which has been overlooked in existing urban studies—and critically reinterpreting it in relation to the concept of ‘publicness’, this study aims to contribute to expanding the academic understanding of urban space.
