사하라 이남 아프리카에서는 산림자원 고갈과 생계난이 상호 심화되 는 악순환이 지속되고 있으며, 지역임업은 이를 완화할 수 있는 주요 대 안으로 평가된다. 이 과정에서 사회자본은 집단행동의 딜레마를 완화하 고 산림관리의 지속가능성을 좌우하는 핵심 요인으로 작용한다. 그러나 사회자본은 단순한 양적 확대보다 맥락적 최적화가 중요하므로, 지역 특 성에 적합한 사회자본의 효과를 구조적으로 규명할 필요가 있다.
본 연구는 아프리카 최초의 산림부문 청정개발체제 사업인 ‘에티오피 아 훔보 지역 복원 기반 통합적 기후변화 대응 사업’ 사례를 대상으로, 4개 마을 212가구 데이터를 활용하여 사회자본이 가구 소득에 미치는 영 향을 다차원적으로 분석하였다. 아울러 분석 결과를 지역적 맥락에서 해 석하기 위해 관련 연구논문 및 사업 보고서에 대한 문헌 검토와 현지 인 터뷰 자료를 함께 참고하였다.
요인분석 결과, 훔보 지역의 사회자본이 ‘집단·네트워크’, ‘신뢰·연대’, ‘집단행동과 협력’, ‘정보·소통’의 네 차원으로 구성됨을 확인하였다. 회귀 및 매개효과 분석 결과, 사회자본의 각 차원은 지역임업 참여와 소득에 대해 상이한 영향을 보였다. 지역임업 참여는 ‘집단·네트워크’와 ‘정보·소 통’과 유의한 정(+)의 관계를 보였으며, 소득은 ‘집단행동과 협력’과 정 (+)의 관계를 나타냈다. 반면 ‘신뢰·연대’는 소득과 지역임업 참여 모두에 서 부(-)의 영향을 미쳤으며, 해당 차원에서만 지역임업 참여를 매개로 한 유의한 간접 효과가 확인되었다.
이러한 결과는 사회자본이 단일하게 긍정적 역할을 하는 것이 아니라, 그 유형과 지역적 맥락에 따라 서로 다른 방식으로 작동할 수 있음 을 보여준다. 특히 집단 내 연결망과 정보 접근성은 지역임업과 같은 제 도적 참여를 촉진하는 반면, 소득 증대와 직접적으로 연관되는 사회자본 은 집단적 협력과 같은 실질적 행동 차원으로 나타났다. 또한 마을 내부 관계를 중심으로 형성된 강한 신뢰 수준에 따라 가구의 지역임업 활동 참여 양상이 부정적일 수 있음을 시사한다.
본 연구는 사회자본을 다차원적으로 측정하고 지역임업 참여를 매개 로 한 소득 효과의 작동 경로를 실증적으로 분석함으로써, 향후 유사한 지역임업 프로그램의 설계 및 운영에 참고 가능한 정책적·실무적 시사점 을 제공한다.

In sub-Saharan Africa, forest degradation and livelihood insecurity continue to reinforce each other, and community-based forestry (CBF) has been regarded as a key alternative to mitigate this vicious cycle. In this context, social capital plays a critical role in reducing collective action dilemmas and supporting the sustainability of forest management. However, rather than its mere accumulation, the effects of social capital depend on its type and local context, highlighting the need for a structural examination of how different dimensions of social capital operate in specific settings.
This study analyzes the multidimensional effects of social capital on household income using data from 212 households across four villages in the Humbo District of Ethiopia, the site of Africa’s first Clean Development Mechanism (CDM) forest restoration project based on Assisted Natural Regeneration (ANR).
Factor analysis identifies four dimensions of social capital: groups and networks, trust and solidarity, collective action and cooperation, and information and communication. Regression and mediation analyses show that these dimensions exert heterogeneous effects on participation in community forestry and household income. Participation in community forestry is positively associated with groups and networks and with information and communication, while household income is positively related to collective action and cooperation. In contrast, trust and solidarity exhibit negative associations with both community forestry participation and income, and this dimension alone shows a statistically significant indirect effect on income mediated through participation in community forestry.
These findings indicate that social capital does not function as a uniformly positive resource, but operates differently depending on its type and local context. In the Humbo case, intra-community networks and access to information facilitate institutional participation, whereas income gains are more closely linked to social capital embedded in collective and action-oriented cooperation. Moreover, variations in trust toward neighbors, community , and government officials are associated with differences in households’ engagement with institutional interventions. By empirically demonstrating the multidimensional operation of social capital and the income transmission pathway mediated by community forestry participation, this study provides insights relevant to the design and implementation of community-based forestry programs in similar contexts.
