본 연구는 지역별 차등 전기요금제의 경제적 파급효과를 정량적으로 분석하고, 세수 처리 방식에 따른 정책 효과의 차이와 이에 따른 정책적 시사점을 도출하는 데 목적이 있다. 이를 위해 2020년 지역산업연관표와 전국산업연관표를 통합하여 7개 지역, 19개 산업으로 구성된 다지역 사회계정행렬을 구축하고, 다지역 연산가능일반균형(CGE) 모형을 활용하여 수도권 전력에 대한 통행세 부과 시나리오를 분석하였다. 통행세율 10%, 20%, 30% 수준의 기본 시나리오(S1~S3)와 세수를 비수도권 전력산업 생산세 감면에 활용하는 세수 재분배 시나리오(R1~R3)를 비교함으로써, 동일한 통행세율 하에서도 세수 처리 방식에 따라 정책 효과가 어떻게 달라지는지를 분석하였다.
분석 결과, 세수 처리 방식이 정책 효과를 결정하는 가장 중요한 변수임이 확인되었다. 기본 시나리오(S3)에서는 통행세 세수를 정부가 흡수하여 전국 GDP 0.02% 감소, 총산출 6조 1,496억 원 감소로 순손실이 발생하는 반면, 세수 재분배 시나리오(R3)에서는 GDP 0.03% 증가, 총산출 3조 3,387억 원 증가로 완전히 반전되었다. 지역별로는 수도권이 15조 3,511억 원 감소하지만 영남권, 호남권, 충청권이 각각 9조 9,670억 원, 3조 3,303억 원, 3조 5,030억 원 증가하여 전국적 순편익을 달성하였으며, 기본 시나리오에서 감소했던 인천, 강원, 제주가 모두 증가로 반전되었다. 산업별로는 비수도권 화학·플라스틱, 금속, 기타제조업이 크게 성장하는 반면, 수도권 전자·정보통신 산업은 12조 8,903억 원 감소하여 산업 구조 재편이 불가피함을 보여주었다. 중간재 흐름 분석 결과, 수도권은 비수도권 중간재에 약 30% 의존하여 비수도권 생산비 하락의 간접적 혜택을 받으며, 이는 지역 간 상생 가능성을 시사한다.
본 연구는 지역 및 산업별 이질성을 반영한 다지역 모형을 통해 차등 전기요금제의 파급효과를 체계적으로 분석하고, 세수 재분배의 중요성을 실증함으로써 지역 균형 발전 정책 수립의 기초 자료를 제공한다. 특히 단순 통행세 부과의 한계를 보완하고, 세수의 생산적 활용을 통한 전국적 순편익 달성 가능성을 제시함으로써, 차별화된 지역 에너지 정책 마련에 실질적 근거를 제시한다.

This study aims to quantitatively analyze the economic impacts of a regional differential electricity pricing system and derive policy implications based on differences in revenue treatment methods. To this end, a multi-regional social accounting matrix comprising 7 regions and 19 industries was constructed by integrating the 2020 Regional Input-Output Tables and National Input-Output Tables, and a multi-regional Computable General Equilibrium (CGE) model was employed to analyze scenarios involving tariff surcharges on electricity in the Seoul Metropolitan Area. By comparing baseline scenarios (S1~S3) with tariff rates of 10%, 20%, and 30% against revenue redistribution scenarios (R1~R3) where revenues are used to reduce production taxes on the non-metropolitan electricity industry, the study examined how policy effects vary depending on revenue treatment methods under identical tariff rates.
The analysis confirmed that the revenue treatment method is the most critical variable determining policy outcomes. Under the baseline scenario (S3), where tariff revenues are absorbed by the government, national GDP decreased by 0.02% and total output fell by 6,149.6 billion won, resulting in a net loss. In contrast, under the revenue redistribution scenario (R3), GDP increased by 0.03% and total output rose by 3,338.7 billion won, representing a complete reversal. Regionally, while the Seoul Metropolitan Area experienced a decrease of 15,351.1 billion won, the Yeongnam, Honam, and Chungcheong regions increased by 9,967.0 billion won, 3,330.3 billion won, and 3,503.0 billion won respectively, achieving a net national benefit. Incheon, Gangwon, and Jeju, which showed decreases under the baseline scenario, all reversed to increases. By industry, non-metropolitan chemical, metal, and other manufacturing sectors grew significantly, while the Seoul Metropolitan Area's electronics and ICT industry decreased by 12,890.3 billion won, indicating inevitable industrial restructuring. Analysis of intermediate goods flows revealed that the Seoul Metropolitan Area depends on non-metropolitan intermediate goods for approximately 30%, benefiting indirectly from reduced production costs in non-metropolitan regions, suggesting the possibility of inter-regional mutual prosperity.
This study provides foundational data for regional balanced development policy formulation by systematically analyzing the ripple effects of a differential electricity pricing system through a multi-regional model that reflects regional and industrial heterogeneity, and by demonstrating the importance of revenue redistribution. In particular, it presents practical evidence for developing differentiated regional energy policies by addressing the limitations of simple tariff imposition and demonstrating the potential for achieving national net benefits through productive utilization of revenues.
