2024년 기준 국내 영유아기 아동 인구 대비 보육시설을 이용하는 아동의 비율은 약 75%에 이른다. 국내 상황에서 영유아기 아동이 생애초기부터 교육·보육서비스를 경험하는 것은 보편적인 현상으로 확대되고 있는 반면, 아동이 경험하는 보육서비스의 품질 수준에 대한 논의는 미진한 상황이다. 국내외 선행연구에서 아동이 보육시설에서 경험하는 일상적인 품질 수준이 높을수록 긍정적인 발달을 가장 효과적으로 견인한다는 근거들이 누적되면서 고품질 보육서비스 확보에 관심이 높아지고 있다. 해당 결과는 개별 어린이집이 고품질 보육서비스를 제공해야 하는 정책적 필요성을 보여주지만, 이를 효과적으로 달성하기 위한 제도적·행정적 개입의 구체적인 특성에 관해서는 학문적 검토가 충분히 이루어지지 않았다.
보육서비스 품질은 개별 어린이집과 지방자치단체, 정부의 개입이 공동으로 수반되어 결정됨에도 불구하고 어린이집이 경험하는 다양한 층위의 제도적, 행정적 개입은 먼 요인으로 인식되어 왔다. 그러나 보육서비스의 관리자가 정부에서 지방자치단체로 이전하면서 개별 어린이집의 구조적 특성이 지역 특성과 결합할 가능성은 커지고 있다. 또한 어린이집의 조직(organization) 수준에서 반영되는 행정적인 결정은 중앙정부의 보육서비스 운영·관리 체계가 시설에 반영된 결과로서 제도의 영향을 내포한다. 이러한 시각은 어린이집 품질의 선제요인으로서 구조적 특성과의 관계에 주목해 온 선행연구의 접근을, 어린이집 구조에 영향을 미치는 다양한 층위에서 형성되는 제도의 영향으로 확장한다. 종합하여 본 연구는 어린이집의 교사와 교실, 조직, 지역수준의 제도적 특징을 다수준 변인으로 투입해 우수한 보육서비스 품질 확보에 유효한 제도적 개입의 특성과 크기를 추정한다.
이를 위해 어린이집이 제공하는 고품질 보육서비스의 수준을 실증데이터로 포착하고자 했다. 고품질 보육서비스의 핵심적인 특징은 아동이 보육시설에서 경험하는 일상적인 과정(process)들의 품질 수준이 높은 것으로, 교육·보육 학계에서는 이를 과정적 질(process quality)로 이른다. 반면 과정적 질을 관찰하고 평가하는 과정의 어려움으로 인해 과정적 질을 종속변수로 반영한 연구는 제한적이었다. 본 연구는 이러한 한계를 어린이집 시설평가 결과로 산출되는 과정적 질 영역의 평가등급을 활용해 극복하고자 했다. 어린이집 시설평가 제도는 보육 전문가가 아동이 보육시설에서 경험하는 과정적 질을 종합적으로 평가한 후 평가등급을 산출한다. 국내의 경우, 2018년부터 어린이집 시설평가 제도가 의무제도로 전환됨에 따라 전국 어린이집의 보육서비스 품질에 대한 영역별 평가결과를 제공하고 있다. 본 연구는 정부 주도의 어린이집 품질 평가 결과로 과정적 질 수준을 포착함과 동시에 방대한 규모로 누적된 시설평가 데이터를 실증연구로 활용해 실천적, 정책적 가치를 강화했다는 점에서 의의를 지닌다.
분석을 위한 데이터로 개별 어린이집의 구조적인 특성은 지역에 내재되어 있는 다층자료를 구축했다. 지역의 경우 보육서비스에의 공급, 규제, 투자에 관한 개입을 적극적으로 수행해 온 서울특별시를 분석의 대상으로 선정했다. 나아가 어린이집이 기반하는 지역적 차이는 보육서비스 이용이 실질적으로 선택되는 생활권 범위로 식별했다. 최종적으로 4,065개소의 어린이집의 정보(1수준)를 어린이집이 속한 119개의 서울특별시 생활권 정보(2수준)와 연계했다. 종속변수인 과정적 질 평가등급의 경우 종속변수의 변이가 충분하지 않은 문제를 해소하기 위해 우수(A)와 비우수(B·C)로 이분화하여 분석에 활용했다. 분석방법으로는 다수준 로지스틱 회귀분석(Multilevel Logistic Regression Analysis)을 적용했다.
고품질 보육서비스 확보에 유효하게 검증된 제도 변인과 해당 결과에 기반한 정책적 함의는 다음과 같다. 첫째, 어린이집이 기반하는 지역의 특성은 과정적 질에 영향을 끼치는 먼 요인으로 인식되어왔으나, 서울특별시 생활권에서 아동 1인에게 투자하는 어린이집 보육예산은 과정적 질 향상을 가장 효과적으로 견인하는 요인으로 확인되었다. 해당 결과는 지역별 자체적인 보육예산의 규모가 개별 어린이집의 고품질 보육서비스 제공에 영향을 끼칠 수 있음을 보여준다는 점에서 향후 유보통합 추진 과정에서 지역 간 재정 격차가 품질 수준으로 이어지지 않는 구조적 개입의 필요성을 보여준다. 둘째, 어린이집 단위의 보육교사 인력 투입이 우수한 과정적 질 확보에 효과적인 요인으로 나타났다. 이는 현재에도 보육서비스 품질 향상을 위한 주요한 전략으로 논의되고 있는 교사 대비 보육아동의 수 감소가 실증적으로 유효한 제도임을 보여준다. 셋째, 인건비 지원을 받지 않는 민간 어린이집의 품질 향상 전략으로 공인제도의 유효한 효과가 나타났다. 특히 서울형 공인제도가 품질 규제에 기반한 인건비 지원을 통해 민간 어린이집의 구조적인 격차를 완화한다는 점에서 추후 과정적 질 평가지표 및 지원 규모의 확대를 통해서 품질 개선 효과를 확대할 수 있을 것으로 예상한다. 넷째, 개별 어린이집이 구조적으로 확보하는 공공성 수준에 따른 과정적 질 수준의 유효한 차이가 나타났다. 이를 통해 기존에 존재하던 어린이집의 공급자 유형과 인건비 지원 여부에 따른 품질 격차를 실증적으로 확인했다. 해당 결과는 어린이집 간 구조적 격차를 완화하는 제도적 개입의 필요성을 보여준다. 다섯째, 장기근로 교사는 고품질 보육서비스 확보에 핵심적인 인력으로 나타났다. 그러나 국내 상황에서 장기근로 교사의 고연봉이 어린이집의 재정압력으로 작동해 장기근로 교사의 이탈로 이어진다는 점에서 이를 개선할 수 있는 제도적 개입 필요성이 나타났다. 여섯째, 어린이집의 적정 충족률 관리의 유효한 효과가 나타났다. 이에 정부와 지역사회가 충족률 관리를 통해 어린이집의 품질 저하와 폐원 위험을 조기에 포착할 수 있음이 드러났다. 분석결과를 종합하면, 고품질 보육서비스 확보는 개별 어린이집 내부의 품질 관리뿐 아니라, 지역사회 및 정부의 공동의 노력이 필요함을 보여준다. 나아가 시설과 지역별로 존재하는 구조적인 격차를 완화하는 정책 설계의 필요성을 시사한다.
본 연구의 이론적 함의는 다음과 같다. 첫째, 어린이집의 고품질 보육서비스 확보가 어린이집 내부의 품질 관리뿐 아니라 어린이집이 기반하는 다층적인 맥락 속에서 형성되는 결과임을 실증적으로 확인했다. 다수준 구조적 요인과 과정적 질의 관계에 대한 연구가 확대되고 있는 반면, 이를 단일한 이론적 모델로 종합해 실증모델로 검증한 사례는 거의 없다. 본 연구는 기존 이론적 모델을 검토해 SPO 모델을 제시하고, 어린이집의 다수준 구조적 변인과 과정적 질 간의 관계를 직접 규명했다는 점에서 이론적 논의를 확장했다. 둘째, 어린이집의 특성이 개별 지역의 특성에 영향을 받는다는 인식은 보편적인 합의를 이룬 반면, 이를 다층연구로 설계해 분석을 수행한 사례는 드물다. 본 연구는 어린이집 시설평가 데이터로 서울특별시 생활권에 개별 어린이집의 특성이 내재된 다층자료를 구축했다. 이후 다수준 모델링을 적용해 어린이집과 지역의 특성이 과정적 질에 끼치는 영향을 독립적으로 추정했다는 점에서 보육서비스 품질 연구의 방법론적 측면에서도 차별적인 기여를 수행했다.

As of 2024, approximately 75% of children in early childhood in Korea have used childcare centers. While the experience of education and care services from early childhood has become a widespread and normative phenomenon in the Korean context, discussions regarding the quality of childcare services experienced by children remain relatively limited. Accumulating evidence from both domestic and international studies demonstrates that higher levels of everyday quality experienced by children in childcare settings most effectively promote positive child development, leading to growing interest in securing high-quality childcare services. These findings underscore the policy necessity for individual childcare centers to provide high-quality services; however, from an academic perspective, limited empirical evidence exists regarding which types of interventions are effective in achieving such quality.
Although the quality of childcare services is jointly shaped through the involvement of childcare centers, local governments, and the central government, relationships between childcare quality and institutional or administrative interventions across multiple levels have long been regarded as distal. As responsibility for childcare management has increasingly shifted from the central to local governments, however, the intersection between center-level structural characteristics and regional contexts has become more salient. Administrative decisions reflected at the organizational level of childcare centers also embody institutional influences, as they result from how childcare services are governed. This perspective moves beyond the conventional focus on teacher and classroom structural characteristics as antecedents of childcare quality, instead capturing the diverse institutional contexts across multiple levels within which childcare centers are embedded. Accordingly, this study incorporates institutional characteristics at the teacher, classroom, organizational, and regional levels as multilevel variables to estimate the nature and magnitude of interventions effective in securing high-quality childcare services.
This study aimed to empirically capture the level of high-quality childcare services provided by childcare centers in the Korean context and to identify institutional factors that promote such quality. A defining feature of high-quality childcare services is the level of quality in the everyday processes experienced by children—referred to in early childhood education and care research as process quality. However, methodological challenges in observing and assessing process quality have limited its use as a dependent variable in prior studies. To address this limitation, the present study utilized evaluation grades in the process quality domain derived from the national childcare center evaluation system, which has been mandatory since 2018 and provides nationwide, domain-specific assessment results. By leveraging accumulated evaluation data, this study enhances the empirical and policy relevance of its findings.
For the analysis, multilevel data were constructed to reflect childcare centers nested within regional contexts. Seoul Metropolitan City was selected as the analytical setting due to its active implementation of childcare-related interventions. Regional differences were defined based on living areas representing practical catchment areas for childcare utilization. Ultimately, data from 4,065 childcare centers (Level 1) were linked to 119 living areas within Seoul (Level 2). To address limited variability in the dependent variable, process quality evaluation grades were dichotomized into excellent (A) and non-excellent (B·C), and multilevel logistic regression analysis was employed.
The results indicate that securing high-quality childcare services is influenced not only by internal quality management within centers but also by institutional and administrative decisions at regional and governmental levels. While regional characteristics have traditionally been viewed as distal, childcare budget investment per child within Seoul living areas emerged as the most effective factor in promoting process quality. This finding highlights the importance of preventing regional fiscal disparities from translating into quality gaps during the implementation of early childhood education and care integration policies.
At the center level, greater investment in teaching staff size was associated with higher process quality, providing empirical support for policies aimed at reducing child-to-teacher ratios. Accreditation systems also demonstrated significant quality improvement effects among private childcare centers without wage subsidies, particularly through the Seoul-type accreditation system, which mitigates structural disparities via wage subsidy-linked quality regulation. Expanding process quality regulations and scaling such support may further enhance these effects.
Significant differences in process quality were observed according to the level of publicness (e.g., provider type and wage subsidy status) secured by individual childcare centers, confirming existing disparities by provider type and wage subsidy status. Long-tenured teachers emerged as a critical resource for securing high-quality childcare services; however, higher wages associated with tenure may impose financial pressure on centers, underscoring the need for institutional support. In addition, effective management of enrollment rates contributed to quality improvement, suggesting that enrollment rates may serve as early indicators of quality decline and potential center closure. Overall, the findings underscore the necessity of coordinated institutional interventions across center, regional, and governmental levels to secure high-quality childcare services.
The theoretical implications of this study are threefold. First, it empirically demonstrates that childcare quality is shaped within a multilevel contextual framework rather than solely through internal center-level management. Second, by integrating multilevel structural factors into a unified empirical model, this study extends theoretical discussions on process quality. Third, through the application of a multilevel design based on living areas within Seoul Metropolitan City, the study independently estimates center- and regional-level effects, offering both methodological and theoretical contributions to the literature on childcare service quality.
