국내 중소도시는 인구 감소와 산업 기반 약화에 대응하여 관광을 주요 성장 전략으로 활용해 왔으나, 관광 개발이 도시 공간 구조와 숙박·민간 투자 구조에 장기적으로 어떠한 변화를 가져오는지에 대한 비교·분석 연구는 충분하지 않다. 본 연구는 국제박람회를 계기로 관광도시로 전환한 순천시와 여수시를 비교 사례로 선정하여, 박람회 이후 두 도시의 관광 공간 구조와 숙박업 구조가 어떤 경로로 형성·확산되었는지를 분석하고 그 차이를 만들어낸 요인을 해석하고자 한다.
연구는 관광지 분포와 공간 집중·분산 구조, 관광지 간 연계성, 관광 이용 형태, 숙박시설 입지와 유형 변화, 민간 투자 확산 양상을 종합적으로 비교하였다. 이를 위해 관광 통계, 숙박업 인허가 자료, 공간정보 자료를 활용한 정량 분석과 정책 문헌 검토, 관계자 인터뷰를 병행하는 혼합 연구 방법을 적용하였다.
분석 결과, 순천시는 단일 거점 중심의 관광 구조가 유지되며 관광 활동이 특정 핵심 관광지에 집중되는 경향을 보였다. 주요 관광지는 도심 외곽에 분산되어 상호 연계성이 낮았고, 관광 이용은 당일 방문 중심으로 형성되었다. 이에 따라 숙박시설 공급과 민간 투자 확대는 점진적으로 이루어졌다. 반면 여수시는 해안축을 따라 관광 기능이 집적·연계되는 공간 구조가 형성되었고, 관광지 간 연계 방문이 활성화되면서 체류형 관광 수요가 확대되었다. 이러한 구조적 특성이 숙박시설 입지 다양화와 민간 투자 확대를 촉진하였다.
두 도시 차이의 핵심 요인은 박람회 이후의 공간 운영 및 사후활용 전략에 있다. 순천시는 박람회 공간을 시민 일상 이용 중심의 공공 공간으로 운영하면서 기존 분산형 관광 구조가 유지되었고, 관광 기능의 상업적 확산은 제한되었다. 반면 여수시는 박람회 공간을 관광 거점으로 적극 활용하고 기존 도심 관광축과 연계하여 관광 기능이 도시 전반으로 확산되는 구조를 형성하였다. 이러한 공간 전략의 차이가 관광 이용 방식, 숙박 수요, 민간 투자 패턴의 차이로 이어졌다.
본 연구는 중소도시 관광 정책이 개별 시설 조성이나 단기적 방문객 유치를 넘어, 관광 기능의 공간적 배치와 거점 간 연계 구조를 장기적으로 설계해야 함을 시사한다. 관광 거점이 단일 지점에 집중되거나 기존 도시 구조와 분절될 경우 관광 이용은 특정 목적지 방문에 머무르기 쉽다. 반면 관광 거점이 기존 도심축과 연속적으로 연결되고 기능적 연계가 구축될 경우, 관광 활동은 도시 전반으로 확산되며 체류 수요, 숙박 공급, 민간 투자로 이어지는 순환 구조가 형성될 수 있다. 특히, 대규모 국제행사 이후의 공간 운영 전략은 도시 관광 공간 구조를 장기적으로 규정하는 핵심 정책 수단이며, 공공성과 관광 경쟁력 간 균형을 고려한 통합적 공간 전략이 요구된다.

Small and medium-sized cities in Korea have increasingly adopted tourism as a major development strategy in response to population decline and the weakening of industrial bases. However, comparative studies examining how tourism development brings about long-term changes in urban spatial structure and in the spatial configuration of accommodation and private investment remain limited. This study selects Suncheon and Yeosu—two cities that transformed into tourism-oriented cities following international expositions—as comparative cases, and analyzes how their tourism spatial structures and accommodation patterns have been formed and diffused after the expos, as well as the factors that have produced divergent trajectories.
The analysis compares the spatial distribution and concentration of tourism sites, inter-site connectivity, patterns of tourist use, changes in accommodation location and type, and the spatial expansion of private investment. A mixed-methods approach is applied, combining quantitative analysis based on tourism statistics, accommodation licensing data, and spatial data with qualitative analysis of policy documents and stakeholder interviews.
The results show that Suncheon has maintained a single-core tourism structure, with tourism activities concentrated in a limited number of major destinations. Tourism sites are spatially dispersed from the urban core and weakly interconnected, resulting in predominantly short-stay, destination-oriented visitation and gradual growth in accommodation supply and private investment. In contrast, Yeosu has developed a spatial structure in which tourism functions are clustered and interconnected along the coastal corridor. Stronger inter-site linkages have encouraged multi-destination circulation and longer stays, which have promoted diversification in accommodation locations and more active private investment.
These differences are largely explained by contrasting post-expo spatial management and reuse strategies. In Suncheon, the expo site has been operated primarily as a public-oriented civic space, sustaining a dispersed tourism structure and limiting commercial expansion. In Yeosu, the expo site has been actively utilized as a tourism hub and integrated with existing coastal tourism corridors, enabling tourism functions to expand across the city. This study suggests that tourism policies in small and medium-sized cities should move beyond isolated facility development and short-term visitor attraction, and instead adopt a long-term spatial strategy that emphasizes the spatial configuration of tourism functions, connectivity among tourism nodes, and balanced integration of public value and tourism competitiveness.
