본 연구는 기후변화 문제에 대응하기 위한 수단으로서 왜곡적 조세가 존재하는 경우의 국내 최적 탄소세를 추정하였다. 이를 위해 기존의 통합기후평가모형에 정부와 조세 제도를 정량적으로 추가한 Barrage(2020)의 COMET(Climate Optimization Model of the Economy and Taxation) 모형을 활용하였다. 국내 경제 상황 및 정책 상황을 반영할 수 있도록 국내 데이터를 이용하여 모수를 추정하였으며 국가 온실가스 감축목표를 제약으로 추가하였다. 추정 결과, 노동세와 자본소득세 같은 왜곡적 조세가 존재할 경우 최적 탄소세는 2035년 기준 톤당 약 38,000원으로 시산되었으며 왜곡적 조세를 고려할 경우 그렇지 않은 경우보다 최적 탄소세 경로가 약 13~28% 감소하는 것으로 나타났다. 또한 우리나라의 저출산 문제, 시간할인율 결정 문제, 선진국으로써의 누적 탄소 배출에 대한 도덕적 책임 문제를 시나리오로 설정하여 각각의 최적 탄소세 경로를 추정하였다. 그 결과 각각 기존 탄소세 경로와 39~55%, 20~30%(낮은 시간 할인율 적용) 정도의 차이를 보였으며 글로벌 피해의 부담 비중이 증가할 때 최적 탄소세가 낮아지는 결과를 얻었다. 이는 글로벌 피해의 일부를 국내 피해로 내재화하면서 경제 규모가 위축됨에 따라 절대적인 배출량의 감소로 이어지기 때문인 것으로 판단된다. 본 연구는 기존 통합평가모형이 고려하지 않던 왜곡적 조세를 고려함으로써 추정된 결과는 추후 기후∙조세 정책에서 하나의 벤치마크로써 활용될 것으로 기대된다.

This study derives a second-best optimal carbon tax for Korea in a dynamic general equilibrium climate–economy model with distortionary labour and capital income taxation. The analysis adapts Barrage’s (2020) COMET (Climate Optimization Model of the Economy and Taxation), which augments standard integrated assessment models with an explicit government and detailed tax structure. Model parameters are recalibrated to Korean macroeconomic and fiscal data so as to reflect domestic economic and policy conditions, and the national greenhouse gas reduction target is imposed as a constraint on the optimal policy problem. In the benchmark calibration with distortionary labour and capital income taxes, the optimal carbon tax in 2035 is estimated at roughly 38,000 KRW per ton of CO_2. Relative to a setting without distortionary taxation, the optimal carbon tax schedule is lower by about 13–28%. Scenario analysis then considers three policy-relevant dimensions: Korea’s low fertility and population decline, alternative social discount rates, and the moral responsibility of an advanced economy for cumulative global emissions. The resulting optimal carbon tax paths differ from the benchmark by approximately 39–55% in the population scenarios and 20–30% under lower discount rates. Furthermore, when Korea internalizes a larger share of global climate damages, the model yields a lower, rather than higher, optimal carbon tax path. This counterintuitive result arises because internalizing foreign damages effectively amplifies domestic climate damages, depresses economic activity, and reduces absolute emissions, thereby weakening the marginal benefit of additional tax-induced abatement. By incorporating distortionary taxation into an IAM framework, the study provides quantitatively grounded, second-best carbon tax schedules for Korea that can serve as a benchmark for future climate and tax policy design.
