현대 민주주의에서 정치는 단순한 권력의 분배나 행사에 그치지 않고, 공동체 구성원의 의사를 반영하여 정당한 의사결정 구조를 설계하는 과정이며, 그 중심에는 정치적 대표성이라는 개념이 자리한다. 정치적 대표성은 대의민주주의 체제에서 선출된 대표자가 국민을 대신해 정치적 판단과 정책 결정을 수행할 수 있는 정당성을 제공하는 제도적·윤리적 기반으로서, 선거 뿐만 아니라 대표자의 판단 기준과 유권자에 대한 반응성 등 복합적인 요소로 구성된다.
그럼에도 불구하고 한국 정치 현실에서 정치적 대표성은 제도적 형식에 머물거나 정당 간 대립, 지역주의 속에서 제한적으로 작동해왔다는 비판이 제기되어 왔다. 이에 본 연구는 정치적 대표성을 추상적 개념이나 제도 분석에 국한하지 않고, 실제 정치 실무전문가들이 이를 어떻게 인식하고 있는지를 실증적으로 탐색하고자 하였다.
본 연구는 정당 당직자, 국회의원 보좌진, 국회사무처 공무원 등 한국의 정치 실무전문가를 대상으로 정치적 대표성에 대한 인식을 분석하고 유형화하는 것을 주요 목적으로 삼았다. 분석의 이론적 틀로는 레펠트(A. Rehfeld)가 제시한 ‘입법의 목적’, ‘입법 판단의 근거’, ‘정치적 반응성’이라는 세 차원의 정치적 대표성 프레임워크를 활용하였다.
연구 방법으로는 Q방법론을 적용하였다. 정치적 대표성 관련 문헌조사와 전문가 자문을 통해 36개의 Q진술문을 구성하고, 40명의 국회 이해관계자를 대상으로 Q분류를 실시하였다. 이후 주성분분석과 직교회전을 통해 인식 유형을 도출하였으며, 사후 심층 인터뷰를 병행하여 해석의 타당성을 보완하였다.
분석 결과, 네 가지 정치적 대표성 인식 유형이 도출되었다. 첫째, 공공선의 추구와 대표자의 자율적 판단을 중시하는 ‘공공선-자율판단형’, 둘째, 전문성과 장기적 정책 비전을 강조하는 ‘장기비전-정책지향형’, 셋째, 사회 전체의 정의와 공익을 중시하는 ‘보편주의-정의지향형’, 넷째, 유권자 요구와 선거를 통한 책임성을 강조하는 ‘관계주의-응답책임형’이다. 이들 유형은 레펠트의 대표성 이론 및 기존 대표성 모델과 비교적 상응하는 특성을 보였다.
본 연구는 정치적 대표성을 규범 이론 차원을 넘어 실제 정치 실무자의 인식에 기반해 실증적으로 분석하였다는 점에서 학문적 의의를 지닌다. 아울러 한국 정치의 제도적·문화적 맥락 속에서 대표성 개념이 어떻게 재구성되는지를 보여줌으로써, 민주주의 이론의 경험적 확장 가능성을 제시한다. 나아가 정치제도 개선, 공천 및 대표자 교육, 유권자 정치 리터러시 강화 등 정책적 함의를 도출함으로써, 대의민주주의의 실질적 정당성을 제고하는 데 기여하고자 하였다.
종합적으로 본 연구는 정치이론과 정치현실 간의 간극을 좁히고, 보다 건강한 민주주의 정치 구현을 위한 제도적·이론적 토대를 마련하고자 하였다.

In modern democratic theory, politics extends beyond the mere distribution or exercise of power to encompass the design of legitimate decision-making structures that reflect the preferences of members of a political community. At the center of this process lies the concept of political representation. Political representation constitutes the institutional and ethical foundation of representative democracy, providing legitimacy for elected officials to exercise political judgment and make policy decisions on behalf of the citizenry. It is composed not only of electoral mechanisms but also of multiple interrelated elements, including representatives’ standards of judgment and their responsiveness to voters.
Despite this normative significance, political representation in the South Korean context has frequently been criticized for remaining confined to formal institutional arrangements or for operating in a constrained manner shaped by partisan conflict and regionalism. In response to these critiques, this study moves beyond abstract conceptualization and institutional analysis to empirically investigate how political practitioners themselves understand and perceive political representation.
The primary objective of this study is to analyze and classify perceptions of political representation among political practitioners in South Korea, including party officials, legislative aides, and bureaucrats of the National Assembly. As its analytical framework, the study draws on Andrew Rehfeld’s three-dimensional model of political representation, which consists of legislative purpose, the grounds of legislative judgment, and political responsiveness.
Methodologically, the study employs Q methodology. Based on a review of the literature and consultations with experts, 36 Q-statements related to political representation were developed, and Q-sorting was conducted with 40 stakeholders involved in the National Assembly. Principal Component Analysis with orthogonal rotation was then used to extract distinct perception types, and post-sorting in-depth interviews were conducted to enhance the interpretive validity of the findings.
The analysis identifies four distinct types of perceptions of political representation. The first, the public good–autonomous judgment type, emphasizes the pursuit of the public good and the independent judgment of representatives. The second, the long-term vision–policy-oriented type, highlights professional expertise and long-term policy perspectives. The third, the universalist–justice-oriented type, prioritizes social justice and the collective good of society as a whole. The fourth, the relational–accountability-oriented type, stresses responsiveness to voter demands and accountability through elections. These types correspond, to a considerable extent, with Rehfeld’s theoretical framework and existing models of political representation.
This study makes a scholarly contribution by empirically analyzing political representation based on the perceptions of political practitioners, thereby moving beyond purely normative theoretical approaches. Furthermore, by demonstrating how the concept of representation is reconstructed within the institutional and cultural context of South Korean politics, the study offers insights into the empirical extension of democratic theory. Finally, by drawing policy implications for institutional reform, candidate selection and representative training, and the enhancement of citizens’ political literacy, the study seeks to contribute to strengthening the substantive legitimacy of representative democracy.
Overall, this research aims to narrow the gap between political theory and political practice and to provide an institutional and theoretical foundation for the realization of a healthier democratic politics.
