본 연구는 재한 조선족의 집단 거주지가 서울의 전통적 엔클레이브로 환원되어 재현되는 방식과, 실제 거주 지형이 수도권 도심 인접지로 확장되고 재편되는 현실 사이의 간극에서 출발하였다. 미디어에 표상되는 조선족의 공간은 여전히 '구도심 밀집지' 혹은 '공단 배후지'로 나타나고 있지만, 최근 부천과 부평에서는 거주 이동과 정착, 그리고 주택 소유를 둘러싼 실천이 축적되며 새로운 거점이 형성되고 있다. 기능주의적 이주 통치가 뿌리내리고 주택 유형 간 위계가 강하게 결합한 조건 속에서, 특수한 이주민 집단의 정착이 가능했던 경로를 재구성하는 것이 주된 작업이었다.
이를 위해 현황 통계로 확인되는 분포 변화를 살피며, 재한 조선족 당사자·한국인 주민·공공기관·부동산 실무자를 대상으로 한 심층 면담을 토대로 신흥 거점의 형성 과정을 재구성하였다. 이론적 기반으로는 서구의 에스노버브(ethnoburb) 논의가 제시하는 정착 메커니즘을 참조하되, 한국 사례에 기계적으로 대입하기보다 비교의 준거로 활용하였고, 사례 지역의 특성을 '포스트-엔클레이브'라는 작업 개념의 범위에서 검토하였다.
분석 결과, 부천·부평으로의 이동은 단순한 주변부 이주가 아니라 도심 접근성, 감당 가능한 주거비와 주택 재고, 기존 네트워크가 결합한 중간지대에서 이루어진 전략적 재배치로 나타났다. 정착 경로는 체류자격·자본 동원·가족 구성에 따라 분기했으며, 주택 소유는 모든 이주민에게 일반화되는 경로라기보다 특정 조건을 갖춘 일부에게는 정착의 변곡점으로 작용하였다. 신흥 거점은 단일 블록의 고밀 집적보다 역세권 중심의 다핵 생활권과 분산 거주가 공존하는 방식으로 구성되었고, 외국인 주택 소유를 둘러싼 '투기' 담론과 규제는 현장의 정주 실천과 괴리되거나 충돌하는 양상으로 관찰되었다.
본 연구는 부천과 부평의 사례를 통해 재한 조선족 집단 거주지 변화를 조건–경로–정착이 맞물리는 과정적 연결망으로 설명함으로써 신흥 거점 연구의 분석적 지평을 확장하였다. 특히 주택 소유를 투기 프레임으로 환원하지 않고, 불완전한 승인 속에서 생활권을 고정하고 재생산하려는 정주 전략의 한 형태로 위치시켰다. 나아가 이는 신흥 거주지를 '관리의 대상'으로 취급하기 보다, 선주민과의 공간적 혼합이 이미 이루어지고 있는 생활권으로 인정하고, 정주의 지속 가능성을 높이는 생활권 단위 지원 체계를 설계할 필요가 있음을 함의한다.

This study addresses a gap between dominant public representations that reduce the residential geography of Joseonjok (ethnic Korean-Chinese) in South Korea to traditional enclaves in Seoul and the empirical reality of their expansion into the inner suburban belt of the Seoul Metropolitan Area (SMA), particularly Bucheon and Bupyeong. While media portrayals continue to frame Joseonjok spaces as either dilapidated districts or industrial hinterlands, these emerging areas are becoming new settlement hubs through cumulative practices of relocation and homeownership. The study reconstructs the pathways through which this migrant group settles under functionalist/meritocratic migration governance and a highly stratified housing market.
Empirically, the analysis combines administrative statistics tracking distributional change with in-depth interviews with Joseonjok residents and local stakeholders. Theoretically, it engages the ethnoburb literature as a comparative reference rather than a model to be mechanically applied, and examines the case through the working concept of 'post-enclave' tendencies.
Findings show that relocation to Bucheon and Bupyeong is not simply displacement toward the periphery but a strategic repositioning into an accessible middle-zone that offers proximity to the urban core, affordable housing stock, and co-ethnic networks. Settlement trajectories diverge by legal status, capital mobilization, and household composition. Homeownership functions not as a universal pathway but as a turning point for eligible migrants to anchor and reproduce their living spheres under conditions of incomplete social recognition. Spatially, the emerging hubs take a multi-nodal form centered on transit stations with dispersed residence rather than dense block concentrations. Finally, anti-speculation discourses and regulations targeting foreign homeowners often misalign with on-the-ground settlement practices.
By conceptualizing Joseonjok residential transformation as a processual network linking conditions, pathways, and settlement, this study expands analytical approaches to migrant residential change and reframes homeownership from speculative behavior to a settlement strategy. It also suggests that emerging hubs be understood as mixed living spheres where everyday cohabitation is already underway, pointing to the need for place-based support to enhance settlement sustainability.
