본 연구는 세계화에 따른 도시 공간의 언어적 다양성 확장이 주민들의 주관적 안전 만족도와 어떻게 연관이 되는지 규명하고자 하였다. 특히 언어 경관(Linguistic Landscape)이 단순히 정보 전달을 위한 매체를 넘어, 소수 집단의 가시성을 대리하는 지표(Proxy)로서 인종화 된 편견을 촉발하는 시각적 단서로 작동하는지 비판적 관점에서 분석하였다. 이를 위해 컴퓨터 비전(Computer Vision)과 광학문자인식(Optical Character Recognition)기술을 활용하여 서울시 전역의 거리 뷰 이미지 28,672개를 분석하여 한국어, 영어, 중국어 간판을 식별하였다. 주민 안전 만족도 데이터는 2022년 서울시 주거실태조사 자료를 활용하였으며, 개인 수준과 행정동 수준의 다층적 구조를 반영하기 위해 다층 순서형 로지스틱 회귀분석(Multilevel Ordered Logistic Regression)모델을 사용하였다.
분석 결과, 영어 언어경관은 서울 전역에서 안전 만족도와 유의미한 상관관계를 보이지 않았으나, 중국어 언어경관은 해당 지역의 이민자 밀집도에 따라 안전 만족도에 상이한 조절효과를 미치는 것으로 나타났다. 이는, 이민자 비율이 낮은 지역에서 중국어 간판은 관광지나 명소 등을 나타내는 긍정적 지표로 인지된 반면, 이민자 밀집도가 높은 지역에서는 부정적 안전 만족 인식과 유의미한 상관관계가 있는 것으로 나타났다. 특히 실제 객관적 범죄 발생 건수가 안전 만족도와 통계적 연관성을 보이지 않았음에도 불구하고, 중국어 언어경관이라는 시각적 단서는 이민자 수와 상호작용하며 상관관계를 보였다. 이러한 결과는 안전 만족도가 객관적 위험 수치보다는 언어경관이 소수자에 대한 인종화 된 편견을 촉발하는 방아쇠(trigger)가 되었을 수 있음을 시사한다. 따라서 본 결과는 향후 도시 정책에서 이민자 밀집 지역 내 편견을 해소하기 위한 상호문화 프로그램과 같은 지역 공동체 활동이나 미디어 교육 등을 지원함으로써, 상호문화적 이해 증진과 포용적 도시 환경의 조성이 필요하다는 정책적 시사점을 제공한다.

This study examines the relationship between urban linguistic diversification driven by globalization and residents' perceived safety. We investigate whether linguistic landscapes function not only as informational tools but also as visual cues that activate racialized prejudice serving as a proxy for the visibility of minority groups. We analyzed 28,672 street view images (SVIs) across Seoul using computer vision (CV) and optical character recognition (OCR) to identify Korean, English, and Chinese signage. Perceived safety data were obtained from the 2022 Seoul Housing Survey, and we employed multilevel ordered logistic regression to account for the nested structure of individuals within administrative districts (haengjeong-dong).
Results show that while English linguistic landscapes exhibit no significant relationship with perceived safety, Chinese linguistic landscapes demonstrate a context-dependent effect moderated by neighborhood immigrant population. In areas with low immigrant concentration, Chinese signage is associated with positive perceptions interpreted as tourism spot and cultural vitality. However, in high-density immigrant neighborhoods, it correlates significantly with lower perceived safety. Notably, objective crime rates show no association with safety perceptions, whereas the visual presence of Chinese signage — in interaction with immigrant population — exhibits a significant relationship. These findings suggest that perceived safety is shaped by linguistic landscapes triggering racialized prejudice rather than reflecting actual risk. Accordingly, this study offers policy implications emphasizing intercultural programs, community engagement, and media literacy initiatives to reduce prejudice in immigrant-dense areas, foster cross-cultural understanding, and create inclusive urban environments.
