트리클로로에틸렌(trichloroethylene, TCE)은 전자산업 세척공정에서 널리 사용되어 온 염소계 유기용제로, 발암성과 만성 건강영향 우려로 인해 국내외적으로 관리가 강화되어 왔다. 특히 소규모 전자산업 사업장은 작업환경 관리 수준의 편차가 크고, 세척공정 특성상 근로자 개인노출 관리가 취약할 가능성이 크다. 그럼에도 국소배기장치 설치 여부, 세척방식, 노출기준 강화와 같은 요인이 실제 작업환경 노출수준에 미치는 영향을 장기간 자료를 통해 평가한 연구는 제한적이다.
연구방법
본 연구는 소규모(1–49인) 전자산업 사업장 9개소(A–I)를 대상으로, 2013년부터 2025년 8월까지 동일 작업환경측정기관에서 수행된 작업환경측정 결과보고서 178부를 분석하였다. 세척방식은 국소 수작업, 확장 수작업, 장비세척의 세 가지로 구분하였으며, 통계분석은 R 프로그램(version 4.3.1)을 사용하고 TCE 노출농도의 비정규분포 특성을 고려하여 분포 특성에 적합한 통계적 검정을 적용하였다. 국소배기장치 설치 전후 및 설치 유무 비교에는 Wilcoxon rank-sum test를 적용하였으며, 세척방식에 따른 차이는 일원분산분석과 Tukey 사후검정을 통해 평가하였다. 2016년 노출기준 강화 전후 비교에는 등분산이 충족되지 않아 Welch’s t-test를 적용하였다. 또한 사업장 간 기본 노출수준 차이를 반영하기 위해 사업장을 랜덤효과로 포함한 선형 혼합모형(linear mixed-effects model)을 추가로 적용하였다.
연구결과
국소배기장치 설치 전후 및 설치 유무 비교 모두에서 TCE 노출농도의 통계적으로 유의한 차이는 관찰되지 않았다(p > 0.05). 반면 세척방식에 따른 비교에서는 장비세척 그룹의 TCE 노출농도(GM 1.45 ppm, GSD 2.83)가 국소 수작업 그룹에 비해 유의하게 높았으며(p < 0.05), 이러한 차이는 선형 혼합모형 분석에서도 유지되었다. 2016년 노출기준 강화(50 ppm → 10 ppm) 이후 TCE 노출농도는 강화 이전에 비해 통계적으로 유의하게 낮았으며(GM 0.43 ppm vs. 1.71 ppm, p < 0.05), 시계열 분석에서도 노출수준의 뚜렷한 하향 추세가 확인되었다.
결론
본 연구에서는 소규모 전자산업 세척공정에서 TCE 개인노출수준이 국소배기장치의 단순 설치 여부보다는 세척방식과 공정의 구조적 특성과 관련되어 나타나는 경향을 보였다. 또한 2016년 노출기준 강화 이후 전체 사업장의 평균 노출수준은 감소하는 양상을 보였으나, 일부 사업장에서는 상대적으로 높은 노출이 지속되었다. 이러한 결과는 노출관리 전략이 단순한 기준 준수와 설비 설치를 넘어, 공정 특성과 작업환경 관리 수준을 함께 고려한 맞춤형 접근으로 확장될 필요가 있음을 시사한다.

Trichloroethylene (TCE) has been widely used as a chlorinated cleaning solvent in the electronics industry, but concerns regarding its carcinogenicity and chronic health effects have led to increasingly stringent regulation worldwide. Small-scale electronics manufacturing workplaces often exhibit substantial variability in occupational health and safety management, and workers engaged in cleaning processes may be particularly vulnerable to solvent exposure. However, few studies have evaluated the long-term effects of local exhaust ventilation (LEV), cleaning methods, and regulatory changes on occupational TCE exposure using extended monitoring data from small-scale workplaces.
Methods
This study analyzed 178 work environment monitoring reports collected between 2013 and August 2025 from nine small-scale (1-49 employees) electronics manufacturing workplaces (A–I). Cleaning methods were classified into three categories based on task characteristics and tools used: local manual cleaning, extended manual cleaning, and equipment-assisted cleaning (e.g., ultrasonic cleaning). Statistical analyses were conducted using R (version 4.3.1). Given the non-normal distribution of exposure data, log-transformed TCE concentrations were examined, and group differences were evaluated using nonparametric methods and Welch’s t-test. Linear mixed-effects models including workplace as a random effect were additionally applied to account for between-workplace variability.
Results
No statistically significant differences in TCE exposure concentrations were observed either before and after LEV installation or according to LEV presence (p > 0.05). In contrast, cleaning method was significantly associated with exposure levels, with the equipment-assisted cleaning group showing higher TCE concentrations (GM: 1.45 ppm; GSD: 2.83) than the local manual cleaning group (p < 0.05); this association remained significant in mixed-effects models. Following the strengthened occupational exposure limit (OEL) in 2016 (50 ppm → 10 ppm), TCE exposure concentrations were significantly lower compared with the pre-regulation period (GM: 0.43 ppm vs. 1.71 ppm, p < 0.05), and a clear downward trend was observed in temporal analyses.
Conclusions
These findings suggest that occupational TCE exposure in small-scale electronics manufacturing is more closely related to process-related characteristics of cleaning operations than to the mere presence of LEV. While the strengthened OEL appears to have contributed to an overall reduction in average exposure levels, relatively elevated exposures persisted in some workplaces. This indicates that effective exposure management requires not only regulatory compliance but also process-specific control strategies that consider cleaning methods, equipment performance, and workplace management conditions.
