본 연구쟁점은 정부와 비영리민간단체 관계의 복합적 구조화 필요 아래 정부 이념과 정책지향에 따른 정부의 비영리민간단체에 대한 재정지원 정책의 변화와 비영리민간단체의 전략적 변화를 아울러 살펴보는데 목적이 있다.
행정안전부 공익활동 지원사업을 검토 대상으로 선정한 이유는 비영리민간단체에게 필수적이고 중요한 사안이며 단체의 규모, 매출 등 상당한 요인을 통제할 수 있기 때문이다.
정치적 요소와 비정치적 요소를 준별하는 정책결정요인론에 입각하여, 지원사업의 분야별로 구분하여 비영리민간단체에 대한 재정적 지원에 양자가 미치는 영향을 살펴보았다. 종속변수는 공익활동 지원사업의 비영리민간단체에 대한 측정기간 반복선정 횟수를 선정하였다. 반복선정이 많은 분야는 그 분야 대한 정부의 지원 목적이 뚜렷하고 상대 당사자인 비영리민간단체도 그 정책 목적을 뚜렷이 뒷받침하므로 고착된 신뢰관계가 측정될 수 있기 때문이다.
구체적인 가설은 4가지로 설정하였으며 연구결과는 아래와 같다.
첫째 정치인과 관료의 지지획득 등 정책순응을 유도하기 위해 정부비판적 분야에 대한 지원이 클 것이라는 가설에 대해서는 대체로 정부에 덜 비판적인 분야에 있어 지원 정도가 낮음이 관찰되나 환경보전 분야를 제외하면 지원 정도의 차이가 통계적으로 유의하지 않다.
둘째 정치이념의 정책 영향 관련, 반복선정횟수가 큰 개별단체 수준에서 살펴보면 비영리민간단체들을 반복지원하는 경향은 진보정권 시기에 보수정권 시기보다 유의하게 강한 것으로 나타났다. 정부 비판에 대해 보다 수용적인 진보 정부에서 정부 비판적 단체들이나 활동 목적이 선명한 단체에 대해 보수정부보다 더 지원하는 경향이 있다고 볼 수 있다.
셋째, 비영리민간단체의 전략변경(=선정사업 변화)과 관련해서는 설립목적이 뚜렷하지 않아 추상적이고 모호하게 해석되어 사업변경이 용이한 단체들이 보수정권 시기에 더 많이 선정된다고 보기는 어려웠다.
넷째, 비영리민간단체의 전략 변경이 대체로 지원사업 반복선정에 유리한 효과를 가져오는 것으로 해석된다.
전반적으로 행정안전부의 비영리민간단체 공익활동지원사업은 정부의 분야별 정책적 선호에 의한 영향보다는 정치이념에 의한 영향이 더 크다. 종합적으로 공익활동지원사업은 정부의 정책지원목적, 비영리민간단체의 운영목적과 당해 지원사업과의 정합성에 의해 선정되는 경향이 크며 비영리민간단체의 전략변경 등 능동적인 작용이 자원획득이라는 점에서 효과를 발휘할 수 있음을 나타낸다.

This study examines the changes in government financial support policies for nonprofit private organizations and the strategic responses of these organizations within the complexly structured relationship between the government and the nonprofit sector. The Public Activity Support Program of the Ministry of Public Administration and Safety was selected as the subject of analysis because it represents an essential funding source for nonprofit organizations and allows substantial control over factors such as organizational size and revenue.
Drawing on the Policy Determinants Theory, which distinguishes political from non-political factors, the study analyzes how government ideology and policy orientation influence financial support across different program categories. Four hypotheses were tested.
First, it was hypothesized that the government would provide greater support to organizations critical of the government to induce policy compliance or secure support from politicians and bureaucrats. The results show that fields less critical of the government tend to receive lower levels of support, although the effect is not statistically significant.
Second, regarding ideological influences, progressive governments—being more receptive to criticism—tend to provide more support than conservative governments to organizations that are critical of the government or whose program objectives align with their policy goals.
Third, it is difficult to conclude that nonprofit organizations with ambiguous founding purposes, and thus greater strategic flexibility, are more likely to be selected during conservative administrations
Fourth, strategic changes made by nonprofit organizations were found to increase the likelihood of being selected repeatedly for government support.
Overall, the findings indicate that political ideology exerts a stronger influence on support decisions than program-specific policy preferences. Nevertheless, alignment between an organization’s activities or mission and the objectives of the support program remains the primary determinant of selection, and the strategic actions of nonprofit organizations—such as shifting program fields—can effectively enhance their chances of receiving continued support.
