본 논문은 기존 미국 외교로부터의 단절로 주로 해석되어 온 트럼프 시기를 보다 입체적으로 이해하고자 하는 문제의식에서 출발한다. 이를 위해 레이건 시기 ‘악의 제국(Evil Empire)’, 부시 시기의 ‘악의 축(Axis of Evil)’, 그리고 트럼프 시기에 이르기까지 반복적으로 호출되어 온 ‘악’ 담론에 주목한다. 미국 외교에서 ‘악’ 담론이 반복적으로 호출된다는 사실은, 해당 담론이 각 시기에만 해당하는 단발적 수사가 아니라 미국이 규범을 설정하고 판단할 수 있는 주체라는 사상적 전제를 바탕으로 발화되어 왔음을 시사한다. 따라서 본 논문은 ‘악’ 담론의 발화 자체가 규범적 패권(normative hegemony)을 전제하고 있음을 이론화한다.
이를 통해 본 논문은 트럼프의 외교가 기존 미국 외교와 연속되는 사상적 전제를 공유하고 있음을 밝히는 동시에, 해당 연속성이 왜 ‘담론’의 차원에서 단절처럼 읽히게 되었는지를 설명한다. 트럼프의 ‘악’ 담론은 대상의 범위를 확장하고 자유주의적 보편주의와의 전면적 단절을 선언함으로써, ‘악’이라는 개념이 지니는 보편적 의미를 축소시키는 양상을 보인다. 이로 인해 트럼프의 ‘악’ 담론은 기존 ‘악’ 담론과의 급격한 단절처럼 인식될 수 있다. 그러나 본 논문은 이러한 인식에도 불구하고, ‘악’의 가시화 방식과 ‘악’ 발화 자체가 수행하는 규범 설정 기능에 주목할 때, 기존 미국 외교에서 규범을 보편적 가치로 포장하던 담론적 매개가 제거되었고, 그 결과 미국이 규범을 설정하고 판단할 수 있는 주체라는 전제가 오히려 더 직접적이고 노골적인 형태로 가시화된 미국 중심의 규범적 패권이 트럼프 시기에도 지속적으로 작동해왔다는 시각에서 트럼프 시기를 이해한다.
본 논문은 담론 분석을 주된 방법론으로 삼아 트럼프의 대통령 연설문, 국가안보전략(National Security Strategy), 트위터 발언, 언론 인터뷰 등 1차 텍스트 자료를 분석함으로써, 규범적 패권이 담론 차원에서 어떻게 표현되고 수행되는지를 검토한다. 이를 통해 트럼프 시기의 외교가 기존 미국 외교와 연속되는 지점을 규범적 패권의 작동이라는 관점에서 설명하고, 트럼프 외교에 대한 재해석의 분석적 시사점을 제시한다.

This thesis begins from the problematique of reinterpreting the Trump presidency, which has largely been understood as a rupture from previous U.S. foreign policy, in a more multidimensional manner. To this end, it focuses on the recurring invocation of the discourse of “evil” from the Reagan administration’s “Evil Empire,” through the Bush administration’s “Axis of Evil,” to the Trump era. The repetition of “evil” discourse in U.S. foreign policy suggests that it is not a series of episodic rhetorical choices specific to particular administrations, but rather a form of discourse articulated on the basis of a shared ideological premise – normative hegemony. Accordingly, this thesis theorizes the very articulation of “evil” discourse as presupposing normative hegemony.
Building on this framework, the thesis demonstrates that Trump’s era shares an ideological continuity with earlier U.S. foreign policy, while simultaneously explaining why this continuity has been read as a rupture at the level of discourse. Trump’s “evil” discourse expands the range of its targets and explicitly declares a break with liberalism, thereby narrowing the universal meaning traditionally associated with the concept of “evil.” For this reason, Trump’s use of “evil” appears as a radical departure from earlier iterations of the discourse. Nevertheless, this thesis argues that, when attention is paid to the modes through which “evil” is made visible and to the norm-setting function performed by the act of articulating “evil” itself, normative hegemony which the United States aim to reserve for centering its norms continues to operate during the Trump era. In particular, by removing the discursive mediation that had previously framed U.S. norms as universal values, the Trump era exposes the United States’ position as a norm-setting within the structure of normative hegemony.
Methodologically, this thesis employs discourse analysis and examines primary textual sources, including presidential speeches, National Security Strategy documents, social media statements, and media interviews from the Trump administration. Through this analysis, it investigates how normative hegemony is expressed and performed at the discursive level. By doing so, the thesis explains the points of continuity between Trump-era foreign policy and earlier U.S. foreign policy through the lens of normative hegemony, and offers analytical insights that contribute to a reinterpretation of Trump’s foreign policy.
