본 연구는 광산유산의 가치를 총체적으로 이해하기 위해 문화경관의 방법론으로 광산유산을 분석하는 해석틀을 제시하고, 한국의 대표적인 탄광도시인 태백시를 사례로 적용해 모형을 검증하는 것을 목적으로 한다. 특히, 1989년 석탄산업합리화정책 이후 급격한 쇠퇴와 함께 유산화가 체계적으로 진행되지 못하고 있는 태백시 탄광유산의 복합적 가치를 문화경관 관점에서 해석하는 것이 시의적절하다고 판단하였다.
이를 위해 산업유산 및 광산유산의 개념을 확립하고 유네스코 세계유산 문화경관의 이론적 배경과 전개 과정을 고찰하여 광산유산과 문화경관의 연결점을 분석하였다. 이어서 세계유산 문화경관으로 등재된 광산유산의 사례를 선정하고, 광산유산 요소 관련 선행연구와 문화지리학의 이론적 배경, 「아시아에서 최선의 보존 실천을 위한 호이안 의정서」의 진정성 속성을 결합하여 사례 분석을 위한 PATH 모형(형태적, 활동적, 변화적, 해석적 가치)을 고안하였다. PATH 모형은 등재신청서와 국제자문기구의 평가 문서를 심층 분석하여 도출한 광산유산의 문화경관 요소를 유형화하는 데 핵심적으로 기능하였다. 분석을 통해 PATH 모형의 형태적, 활동적, 변화적, 해석적 요소는 상호작용을 하면서 형성됨을 확인하였다.
국내 사례연구로는 강원특별자치도 태백시를 선정하여 현장조사, 문헌분석, 반구조화 인터뷰를 통해 산업시설, 도시공간 구조, 환경적 변화, 공동체의 의례와 기억 양상을 분석하였다. 태백시 탄광유산은 형태적 요소(수갱 및 선탄시설 등), 활동적 요소(철도 운송망 및 광부 사택단지 등), 변화적 요소(폐석더미, 산성광산배수, 생태적 천이의 흔적 등), 해석적 요소(위령탑, 사찰, 공동체의 의례와 안전 문화 등)가 복합적으로 나타남을 확인하였다. 이러한 요소들은 태백이 고지대의 지리적 특성을 극복하고, 국가 에너지 확보를 위한 전략적 운송망 및 단일 산업에 기반한 고유한 공동체 문화를 형성해 왔음을 입증하였다.
연구 결과 태백시 탄광유산은 산업활동이 급격히 종식된 이후의 물리적 흔적을 담는 잔존 경관이자, 환경적, 사회적 변화를 지속하는 지속 경관, 그리고 인접한 강원 남부 탄광도시들과의 기능적, 사회적 네트워크로 연결된 연속 경관의 복합적 특성을 보인다. 이는 광산유산의 가치가 비물질적 특성과 시간성이 중심이 되는 진정성과 맥락적 완전성 유지에 달려 있음을 시사한다. 본 연구의 성과로 세계유산 문화경관은 서사적 완전성과 소멸적 경관의 가치화, 적응적 회복탄력성의 개념으로 확장될 수 있음을 확인하였다.
PATH 모형을 통한 탄광유산의 총체적 해석은 광산유산의 학술적 지평을 확장하고, 근현대 산업유산의 해석과 보존관리 전략 수립을 위한 학문적 기반을 마련했다는 점에서 의의를 갖는다.

The purpose of this study is to propose an interpretive framework to holistically understand the value of mining heritage through the lens of cultural landscapes and to verify this model by applying it to the case of Taebaek City, a representative coal-mining city in South Korea. Specifically, this study deems it timely to interpret the complex values of Taebaek’s coal-mining heritage―which has faced rapid decline and stalled heritagization following the Coal Industry Rationalization Policy of 1989―from a cultural landscape perspective.
To achieve this, the concepts of industrial and mining heritage were established, and the theoretical background and evolution of UNESCO World Heritage Cultural Landscapes were examined to analyze the nexus between mining heritage and cultural landscapes. Subsequently, by selecting mining heritage sites inscribed as World Heritage Cultural Landscapes and integrating theories from cultural geography, the authenticity attributes of the Hoi An Protocols for Best Conservation Practice in Asia, and prior research on mining heritage components, the PATH Model―consisting of Physical, Actional, Transformative, and Hermeneutic values―was devised. The PATH Model served as a core tool for categorizing the cultural landscape components of mining heritage, derived from an in-depth analysis of nomination dossiers and advisory bodies’ evaluation reports. The analysis confirmed that the Physical, Actional, Transformative, and Hermeneutic components of the PATH Model form through mutual interaction.
For the domestic case study, Taebaek City in Gangwon Special Self-Governing Province was selected. Through field surveys, literature review, and semi-structured interviews, the study analyzed industrial facilities, urban spatial structures, environmental changes, and the community’s rituals and memory patterns. The analysis of Taebaek’s coal-mining heritage revealed a complex manifestation of: Physical components (shafts, coal preparation facilities); Actional components (railway transport networks, miners’ housing complexes); Transformative components (waste heaps, acid mine drainage, traces of ecological succession); and Hermeneutic components (memorial towers, temples, community rituals, safety culture). These components demonstrated that Taebaek overcame the geographical constraints of a high-altitude region and formed a unique community culture based on a mono-industry and a strategic transport network for national energy security.
The results indicate that the coal-mining heritage of Taebaek City possesses complex characteristics as a relict landscape containing physical traces after the abrupt cessation of industrial activities, a continuing landscape undergoing persistent environmental and social changes, and a serial landscape connected functionally and socially with adjacent mining cities in southern Gangwon Province. This implies that the value of mining heritage depends on maintaining authenticity, centered on intangible characteristics and temporality, as well as contextual integrity. In conclusion, this study confirms that the concept of World Heritage Cultural Landscapes can be expanded to include narrative integrity, the valorization of vanishing landscapes, and adaptive resilience.
The holistic interpretation of coal-mining heritage through the PATH Model is significant in that it expands the academic horizons of mining heritage and provides a scholarly foundation for establishing interpretation and conservation management strategies for modern industrial heritage.
