온실가스 배출량 감축을 위해서는 인벤토리를 구축하여 배출 특성을 파악하는 과정이 선행되어야 한다. 우리나라는 IPCC 지침에 따라 국가 온실가스 인벤토리를 구축하고 있으나, 배출이 여러 부문에 분산되어 발생하는 산업의 경우 국가 인벤토리만으로는 산업 전반의 배출 특성을 파악하기 어렵다는 한계가 있다. 특히 배출 규모가 큰 산업에서는 산업 특성을 반영한 인벤토리 구축과 배출 특성 분석을 기반으로 감축 전략을 수립할 필요가 있다. 이에 본 연구는 다수의 부문에 걸쳐 배출이 발생하며 배출 규모가 큰 외식업에 주목한다.
외식업은 IPCC 부문 중 건물, 수송, 농업 등 여러 부문에서 배출이 발생하는 대표적인 산업이다. 선행연구에 따르면 외식업에서 발생하는 온실가스 배출량은 상당한 수준인 것으로 보고되고 있다. 우리나라의 경우 식품시스템 온실가스 배출량 중 외식업이 차지하는 비중은 40.2%로 가장 높다(KREI, 2022). 해외에서는 외식업의 배출량 감축을 위한 배출 특성 연구가 이루어지고 있지만, 국내에서는 관련 연구가 이루어지고 있지 않은 실정이다.
이에 본 연구에서는 외식업 온실가스 인벤토리를 구축하여 배출 특성을 파악하고, 이를 통해 배출 감축 방안을 제시하고자 한다. 외식업의 온실가스 배출량은 GHG Protocol 가이드라인에 따라 산정하였으며, 외식업체별 매입 세금계산서 데이터를 활동자료(activity data)로 활용하였다. 배출 부문은 매입 세금계산서 검토를 통해 경험적으로 설정하였고, 활동자료의 배출 부문 구분 과정에서 비정형적이며 방대한 데이터를 분류하기 위해 머신러닝 기반의 자연어 처리 기술인 KLUE-BERT 모델을 활용하였다. 7개 배출 부문과 56개 세부 배출 부문으로 구분된 학습 데이터셋을 통해 KLUE -BERT 모델을 파인튜닝(Fine-Tuning)한 결과, 전체 부문에 대해 98%의 추정 정확도를 보였다. 이후 매입 금액을 기반으로 사용량을 역산하여 외식업체별 배출량을 산정하였다.
연구 결과, 외식업체의 평균 온실가스 배출량은 33.1tCO2eq/yr로 산정되었다. 외식업의 Scope 1 배출량과 Scope 2 배출량은 2023년 기준 서울시 전체 건물 배출량의 각각 12.2%와 12.3%를 차지하였다. 대상 기간 내 전체 배출량 중 Scope 3의 식자재 부문에 대한 배출량이 전체의 44%로 가장 높게 나타났으며, Scope 2 33%, Scope 1 15% 순으로 높은 비율을 보였다. 시계열 분석 결과, Scope 1(LNG 사용) 배출량과 Scope 2 배출량의 냉난방 수요 기반 배출 특성을 알 수 있었으며, 업종별 분석 결과 업종 특성에 따라 부문별 배출량 비중에 큰 차이가 존재함을 알 수 있었다. 또한 탄소 집약도를 산출하여, 고탄소 지출 업체와 저탄소 지출 업체의 지출 구조를 파악하였다.
본 연구는 머신러닝을 활용하여 특정 산업 전반의 인벤토리를 구축하고, 탄소배출 특성을 분석했다는 점에서 의의가 있다. 이러한 점은 특정 업체 또는 배출 부문만을 타겟으로 한 선행연구와 차별화된다. 본 연구에서 도출된 외식업의 배출 부문별·지역별·업종별 배출 구조는 향후 외식업 온실가스 배출량 감축 전략 수립을 뒷받침하는 기초자료로 활용될 수 있을 것으로 기대된다.

To reduce greenhouse gas (GHG) emissions, it is necessary to first build an emissions inventory and identify sector-specific emission characteristics. Although Korea compiles a national GHG inventory in accordance with the IPCC Guidelines, for industries whose emissions are dispersed across multiple sectors, the national inventory alone has limitations in capturing comprehensive industry-wide emission patterns. In particular, for high-emitting industries, it is essential to develop an inventory that reflects sectoral characteristics and to establish mitigation strategies based on a detailed analysis of emission profiles. Accordingly, this study focuses on the restaurant industry, which generates substantial emissions across multiple sectors.
The restaurant industry is a representative case in which emissions occur across several IPCC sectors, including buildings, transport, and agriculture. Prior studies have reported that GHG emissions from the restaurant industry are considerable. In Korea, restaurants account for the largest share of food-system GHG emissions at 40.2% (KREI, 2022). While international research has examined emission characteristics to support mitigation in the restaurant sector, comparable studies remain limited in Korea.
This study aims to construct a GHG inventory for the restaurant industry, characterize its emissions, and propose mitigation implications. Emissions were quantified in accordance with the GHG Protocol, using purchase tax invoice data from individual restaurants as activity data. Emission categories were empirically defined through a review of purchase tax invoices. To classify large-scale, unstructured invoice data into emission categories, we employed a machine-learning–based natural language processing approach using the KLUE-BERT model. The model was fine-tuned on a labeled dataset consisting of seven emission categories and 56 subcategories, achieving an overall classification accuracy of 98%. Restaurant-level emissions were then estimated by back-calculating physical quantities from expenditure data and applying corresponding emission factors.
The results indicate that the average annual GHG emissions per restaurant were estimated at 33.1 tCO₂eq/yr. In 2023, Scope 1 and Scope 2 emissions from the restaurant industry accounted for 12.2% and 12.3%, respectively, of total building-sector emissions in Seoul. Among total emissions during the study period, Scope 3 emissions associated with food ingredients were the largest contributor, accounting for 44%, followed by Scope 2 (33%) and Scope 1 (15%). Time-series analyses revealed heating- and cooling-demand-driven seasonal patterns in Scope 1 (LNG use) and Scope 2 emissions. Industry-type analyses further showed substantial differences in the composition of emissions by category across restaurant types. In addition, carbon intensity metrics were calculated to compare expenditure structures between high-carbon and low-carbon spenders.
This study contributes by leveraging machine learning to develop an industry-wide emissions inventory and to analyze carbon emission characteristics at scale, distinguishing it from prior research that focuses on specific facilities or individual emission sources. The resulting emission structures by category, region, and restaurant type are expected to serve as foundational evidence to support the development of GHG mitigation strategies for the restaurant industry.
