가축 전염병은 단일 농장이나 개별 지역의 문제가 아니라, 가축 이동, 공간 구조, 환경 조건, 인간의 관리 행태가 복합적으로 작용하는 국가적·공간적 위험관리 문제로 이해될 수 있다. 특히 돼지유행성설사(Porcine Epidemic Diarrhea Virus, PEDV)는 높은 전파력과 반복적 발생 특성으로 인해, 기존의 사후 대응 중심 가축 전염병 방역체계만으로는 지속적인 관리에 한계가 있음을 보여준다. 그럼에도 불구하고 기존 연구들은 개별 위험 요인 분석이나 단일 예측 모형에 주로 초점을 맞추어 왔으며, 공간 기반 위험 지수와 이를 실제 정책과 연결하는 위험 기반 의사결정 구조는 충분히 제시하지 못하였다.
본 연구는 이러한 한계를 보완하기 위해, PEDV 발생 데이터를 중심으로 공간·시계열·이동성 정보를 통합한 위험 지수 산정 체계와 인공지능 기반 예측 모형을 결합한 분석 프레임워크를 제안한다. GIS 기반 공간 분석을 통해 PEDV 발생의 비무작위성과 군집 특성을 확인하고, 시계열 누적 위험, 거리감쇠 기반 확산 효과, 농장 밀도 및 지역 이질성을 반영한 수식 기반 위험 지수를 설계하였다. 이어서 Random Forest와 XGBoost를 활용한 기계학습 모형을 구축하여, 복잡한 비선형 상호작용과 불균형 데이터를 반영한 예측 확률을 산출하고 이를 수식 기반 지표와 통합하였다.
더 나아가 본 연구는 분석 결과를 단순한 예측 산출에 그치지 않고, 질병 위험관리 플랫폼으로 확장하였다. 제안된 플랫폼은 위험 기반 의사결정 계층, 데이터 통합 계층, 사용자 인터페이스 계층으로 구성되며, 농장주, 지방자치단체, 중앙정부 등 다양한 주체가 동일한 위험 정보를 각자의 역할에 맞게 활용할 수 있도록 설계되었다. 이러한 구조는 가축 전염병 대응을 사후적 방역 중심에서 벗어나, 국토·도시계획 차원의 사전적 위험관리와 공간 기반 예방 전략으로 연결할 수 있는 분석적 기반을 제공한다.
본 연구는 가축 전염병 대응을 단순한 예측의 문제를 넘어, 공간 기반 위험관리와 위험 기반 의사결정의 문제로 재정의하였다는 점에서 학문적 의의를 지닌다. 데이터와 인공지능을 활용한 분석 체계를 통해 방역이 사후 대응을 보완하는 차원을 넘어, 위험을 이해하고 관리하는 체계로 확장될 수 있음을 보여주며, 이는 가축 전염병 방역·관리 체계와 국토·도시계획 분야에서 인공지능 전환(AX)을 논의하는 데 하나의 분석적 출발점을 제시한다.

Livestock infectious diseases have evolved beyond isolated farm-level incidents into complex challenges of spatial risk management, shaped by animal mobility, spatial structures, environmental conditions, and human management practices. In particular, Porcine Epidemic Diarrhea Virus (PEDV), characterized by high transmissibility and recurrent outbreaks, has revealed the limitations of conventional response-oriented approaches to livestock disease control. Despite extensive prior research, critical gaps remain in translating spatial risk indicators and predictive outputs into actionable, risk-based decision-making frameworks.
This dissertation addresses these gaps by proposing an integrated analytical framework that combines AI-based prediction with spatially explicit risk assessment. Using nationwide PEDV outbreak data, the study identifies spatial non-randomness and clustering patterns through GIS-based analysis and develops a formula-based risk index incorporating temporal accumulation, distance-decay diffusion effects, farm density, and regional heterogeneity. In parallel, machine learning models based on Random Forest and XGBoost are employed to generate predictive probabilities that capture complex nonlinear interactions and class imbalance. The integration of these approaches balances interpretability with predictive performance.
Beyond methodological contributions, the proposed framework is operationalized as a disease risk management platform composed of a decision intelligence layer, a data integration layer, and a user interface layer. This platform enables heterogeneous stakeholders—including farmers, local governments, and central authorities—to access and utilize risk information in accordance with their institutional roles. Such an architecture supports a shift from reactive disease control toward proactive, spatially informed risk governance aligned with land-use and urban planning perspectives.
By reframing livestock disease management as a problem of spatial risk management and risk-based decision-making rather than isolated prediction, this dissertation provides a foundational basis for artificial intelligence transformation (AX) in livestock disease control and spatial planning at national and regional scales.
