기후변화 완화 국제개발협력사업은 온실가스 감축이라는 직접편익 외에도 환경·사회·경제·건강 등 다양한 공편익(co-benefits)을 창출할 수 있으나, 공편익은 사업 설계와 평가에서 개념적 경계와 증빙 기준이 불명확하여 부수적 효과로 취급되거나 정성적 언급에 그치는 경우가 많다. 특히 공편익은 표현 방식과 분석 단위가 문서마다 상이하여 사업 간 비교·축적이 어렵고, 평가보고서에서도 핵심 결론이나 등급 판단의 근거로 연결되지 못하는 한계가 지속되어 왔다. 본 연구는 이러한 문제의식 하에 공편익을 직접편익과 구별되는 간접효과로 조작적으로 정의하고, 문서 분석에 적용 가능한 분류체계·핵심용어·판별기준을 확립한 뒤, 공편익 반영 정도와 사업 성과 간 경험적 관계를 실증적으로 검토하며, 나아가 우리나라 기후변화 완화 국제개발협력사업 추진 과정에서 공편익이 평가·성과관리 체계에 내재화되기 위한 제도적 경로를 제안하는 것을 목적으로 한다.
본 연구는 기후변화 완화 국제개발협력사업에서 공편익이 설계와 평가 과정에서 반복적으로 누락되거나 형식적으로 다루어지는 문제를 해소하기 위해 개념 정립, 실증 분석, 사례 연구 및 제도화 방안 제시에 이르는 단계적 연구체계를 구성하였다. 먼저 공편익을 온실가스 감축과 구별되는 간접적 성과로 조작적으로 정의하고 분류체계와 판별기준을 구축하였으며, 국제기구 사전평가문서를 대상으로 공편익의 반영 수준을 정량화하여 최종 성과와의 경험적 연계를 분석하였다. 이어 우리나라 ODA 종료평가보고서를 변화이론(Theory of Change)에 기반해 재구성한 영향경로에 따라 재검토함으로써 공편익의 평가·관리 체계가 부실하거나 제대로 작동되지 않는 양상을 분석하고, 해외 실제 사업추진 사례를 통해 문서 기반 분석 결과를 현장 맥락에서 보완적으로 점검하였다. 이러한 분석을 토대로, OECD DAC 6대 평가기준을 활용하는 우리나라 국제개발협력 평가체계의 제도적 현실을 고려하여 공편익 세부질문 체계를 도출하고, 공편익의 내재화 수준과 근거의 엄밀성을 종합적으로 진단할 수 있는 복합형 공편익 지수와 제도적 내재화 방안을 제시하였다.
먼저, 기후변화 완화 국제개발협력사업에서 공편익이 온실가스 감축이나 재무적 성과와 혼재되거나 문서 표현의 다양성으로 인해 체계적으로 식별·평가되지 못해온 문제를 인식하고, 공편익을 사업의 직접목표 달성과 구별되는 간접적·외생적 성과로 조작적으로 정의하였다. 이를 토대로 국제 문헌과 국제기구 사업·평가문서에 나타난 공편익 표현을 체계적으로 검토하여, 공편익을 환경·건강·사회·경제·젠더·인권의 여섯 개 영역으로 구조화한 분류체계를 구축하였다. 이러한 영역 설정은 선행 공편익 연구에서 축적된 환경·사회·경제·건강 중심의 성과 논의를 기반으로 하되, 우리나라 ODA 평가제도가 OECD DAC 6대 평가기준과 함께 젠더·인권을 범분야 이슈로 명시적으로 요구하고 있다는 제도적 준거를 반영한 것이다. 나아가 본 연구는 공편익이 사업문서에서 단일한 표제어가 아니라 삶의 질 개선, 취약계층 포용, 생태계 보전, 지역경제 활성화 등 분산된 표현으로 제시된다는 점에 착안하여, 각 영역별 핵심용어 목록과 정규표현식, 정성·정량 판단 기준, 오탐 방지 규칙을 함께 설계함으로써 텍스트 기반 분석에서의 자의성을 최소화하고 평가의 재현성과 일관성을 제고하고자 하였다.
이후 세계은행과 지구환경기금의 사업 사전평가문서 186건을 대상으로 공편익을 환경·사회·경제·건강·젠더·인권 6개 영역에서 각각 점수화하고, 순서형 회귀분석을 통해 공편익 점수와 종료 성과등급 간의 관계를 분석하였다. 그 결과 환경·사회·경제 공편익은 성과평가와의 연계가 상대적으로 안정적으로 관찰된 반면, 건강·젠더·인권 공편익은 통계적으로 식별되기 어려운 경향을 보였다.
아울러 우리나라 ODA 종료평가보고서 27건을 분석하여 에너지·인프라, 수자원·환경위생, 산림·생태복원 3개 부문으로 구분하고, 투입–활동–산출–성과–영향 사슬에 따른 공편익 영향경로를 재구성하였다. 그 결과 변화이론 관점에서 점검되어야 할 인과 경로가 평가질문·평가매트릭스에서 누락되거나 특정 영역에 편중되어, 공편익의 평가·관리 체계가 부실하거나 제대로 작동되지 않는 양상이 확인되었다. 이러한 진단을 바탕으로 본 연구는 OECD DAC 6대 평가기준을 기반으로 공편익을 점검할 수 있는 세부질문 18문항을 도출하였다. 한국국제협력단(Korea International Coopearation Agency, KOICA)과 대외경제협력기금(Economic Development Cooperation Fund, EDCF) 등 우리나라 국제개발협력사업의 평가가 DAC 기준을 공통의 상위 틀로 활용한다는 제도적 현실을 고려하여, 공편익을 ‘확장 요소’로 접목하여 적용 가능성과 수용성을 제고하기 위한 접근이다.
또한 본 연구는 공편익 반영 수준을 단순한 언급 여부가 아니라 성과관리체계 내 내재화 여부, 범주 포괄성, 근거의 검증가능성이라는 서로 다른 차원에서 진단하기 위해 복합형 공편익 지수를 제안하였다. 관심도·내재화(A)는 공편익이 결과프레임워크(Results Framework) 등 성과관리 체계에 포함되었는지, 다양성(V)은 6개 영역 중 공편익이 확인된 영역 수를 6으로 정규화하여 산정하며, 엄밀성(D)은 각 영역의 서술 수준을 점수화하여 정량 근거의 동반 정도를 반영한다. 나아가 A·V·D를 가중합으로 통합하되 가중치는 계층분석법(Analytic Hierarchy Process, AHP) 기반 전문가 판단을 통해 추정한 결과, 관심도(A), 다양성(V), 엄밀성(D) 중 엄밀성(D)의 가중치가 전체 가중치의 약 59%를 차지하며, 다양성(V) 대비 약 3.4배, 관심도(A) 대비 약 2.5배 큰 수준이었다. 즉, 전문가 집단은 공편익 고려·반영 수준을 평가할 때, 공편익이 각 영역에서 수치·단위·비율 등 정량 근거를 동반하여 검증 가능하게 제시되는지를 상대적으로 더 중요한 정보로 판단한 것으로 해석된다.
특히 제도적 측면에서 본 연구는 공편익의 평가·관리 체계 약화의 원인을 기준이 없어서가 아니라, 평가체계의 위임·구체화 구조 속에서 세부 평가질문·지표·자료수집·검증절차가 표준 구성요소로 고정되지 않은 운영 공백에서 찾았다. 상위 법령이 원칙을 규정하더라도 실제 평가는 예규, 기관 내부규정 및 평가계획서에서 평가범위(평가기준별 검토대상, 세부 평가질문·지표, 자료수집·검증의 근거요건)가 확정되므로, 공편익이 질문·근거요건으로 명시되지 않으면 평가보고서에서 정성적 언급으로 축소되거나 영향력·범분야 이슈에 흡수될 수 있다. 이에 따라 본 연구는 법·시행령에 공편익 관련 사항을 직접 추가하기보다 평가가 작동하는 예규 수준에서 범분야 이슈 항목을 명시하고, 기준별 세부평가질문과 질문별 확인기준·수행절차를 평가계획서에 의무적으로 기재하도록 하는 운영 규칙을 신설하며, 국무조정실 평가매뉴얼, KOICA「사업평가 규정」및 EDCF 평가매뉴얼에 공편익 통합 세부질문을 반영해 평가계획, 평가매트릭스 및 보고서 근거 제시가 연동되도록 하는 단계적 내재화 경로를 제안하였다.
본 연구는 공편익을 기후변화 완화 사업의 수사적 부가효과가 아닌 분석·평가가 필요하고 가능한 성과요소로 조작화하고, 국제기구 설계문서 기반 정량화와 성과등급과의 연관성을 탐색적으로 제시함으로써 공편익 논의를 성과관리·평가체계 개선 논의로 확장할 수 있는 분석 경로를 제시하였다. 또한 공편익의 평가 누락 문제를 질문체계 및 근거요건의 결손으로 진단하고, 평가 수행을 규율하는 운영규정·평가매뉴얼·평가계획서·평가매트릭스·부록 서식 등 평가운영 문서체계에 반영 가능한 구체적 개선방안을 제시함으로써 우리나라 국제개발협력사업 평가 환경에서 공편익의 체계적 검토와 제도적 활용 가능성을 제고하는 데 기여한다.

Climate change mitigation projects in international development cooperation can generate co-benefits beyond greenhouse gas (GHG) reductions, including environmental, social, economic, and health-related gains. In practice, however, co-benefits are often treated as ancillary effects in project design and evaluation, partly because their conceptual boundaries and evidentiary standards are inconsistently defined and expressed in heterogeneous terms across documents. This limits cross-project comparison and weakens the connection between co-benefits and evaluative conclusions or outcome ratings. This dissertation responds by operationally defining co-benefits as indirect and external outcomes distinct from direct mitigation benefits and financial performance, developing a document-applicable taxonomy and coding criteria, empirically examining how ex ante co-benefit articulation relates to final outcome ratings, and proposing an institutional pathway for embedding co-benefits into evaluation and performance management systems for international development cooperation in Korea.
First, the study establishes a classification scheme that enables consistent identification of co-benefits in text-based analysis. Based on international literature and expressions observed in multilateral organizations’ project and evaluation documents, co-benefits are structured into six domains: environment, health, society, economy, gender, and human rights. This structure builds on accumulated co-benefit scholarship while incorporating gender and human rights to reflect institutional expectations in Korea’s evaluation environment, where these issues are treated as cross-cutting concerns under the OECD DAC framework. To address dispersed and non-standardized expressions of co-benefits, the study designs domain-specific keyword lists and regular-expression patterns, rules to distinguish qualitative from quantitative/measurable statements, and procedures to reduce false positives, thereby enhancing analytical reproducibility and comparability.
Second, the dissertation conducts a quantitative analysis of 186 ex ante appraisal documents from major multilateral organizations—125 World Bank Project Appraisal Documents (PADs) and 61 Global Environment Facility (GEF) Requests for Endorsement (RfEs). Each document is scored across domains on a three-level scale: 0 (no mention), 1 (qualitative articulation), and 2 (quantitative or measurable articulation). Using ordinal regression, the study finds that environmental, social, and economic co-benefits show a relatively stable positive association with final outcome ratings, whereas health, gender, and human-rights co-benefits are statistically harder to detect within conventional significance thresholds. This domain-level difference suggests that some co-benefit categories are more consistently articulated and evidenced in design-stage documents in ways that align with outcome-rating practices, while others remain under-specified or weakly evidenced.
Third, the dissertation examines ex post evaluation reports of Korea-implemented international development cooperation projects (n=32) through a Theory of Change (ToC) lens to reconstruct co-benefit pathways and diagnose evaluation weaknesses. Reports are categorized into energy infrastructure, water and environmental sanitation, and forest and ecosystem restoration. For each sector, co-benefit pathways are reconstructed along the input–activity–output–outcome–impact chain and used to re-review existing evaluation reports. The analysis identifies recurring patterns of weakness, omission, and imbalance: causal links that should be examined from a ToC perspective are missing from evaluation questions and matrices, or are addressed selectively in a limited set of domains, leaving parts of the pathway insufficiently examined.
Building on these findings, the dissertation proposes two complementary instruments for practical uptake. The first is a set of 18 co-benefit sub-questions aligned with the OECD DAC six evaluation criteria. Because Korea’s international development cooperation evaluation system—across institutions such as KOICA and EDCF—already uses the DAC criteria as a common overarching framework, the study adopts an internal-expansion strategy that preserves DAC-based evaluation logic while integrating co-benefit-specific sub-questions as an extension of existing criteria, thereby improving feasibility and institutional acceptance. The second instrument is a composite co-benefit index integrating Attention/Embeddedness (A), Variety (V), and Detail/Rigor (D). A captures whether co-benefits are explicitly embedded in performance management tools (e.g., Results Frameworks, ToC models, M&E plans); V measures the breadth of co-benefit coverage across domains; and D measures evidentiary rigor based on qualitative versus quantitative articulation. These dimensions are aggregated through a weighted scheme, with weights derived from an Analytic Hierarchy Process (AHP), which assigns greater importance to evidentiary rigor than to the breadth of domains mentioned.
Finally, the dissertation advances an institutional pathway for embedding co-benefit evaluation into evaluation and performance management systems for international development cooperation in Korea. It argues that co-benefits erode not primarily due to a lack of high-level principles, but because operational instruments—guidelines, manuals, evaluation plans, and reporting templates—do not systematically require co-benefit-related questions, evidence standards, or verification procedures. Accordingly, the study proposes an incremental integration strategy that aligns evaluation guidelines, matrices, and templates so that co-benefits are examined consistently from planning through reporting stages, and suggests using the composite index not only in ex post evaluations but also as a diagnostic tool during earlier stages of project appraisal and selection.
Overall, this dissertation operationalizes co-benefits as evaluable outcomes, empirically examines their relationship with project performance, and proposes implementable mechanisms for their systematic integration into evaluation systems for international development cooperation.
