본 연구는 우리나라 국회에서 관찰되는 국회의원 법안발의 건수의 급격한 증가 현상을 정당 차원의 제도 변화라는 관점에서 분석하였다. 기존 연구들이 주로 의원 개인의 특성에 초점을 맞추어 입법행태를 설명해 온 것과 달리, 본 연구는 정당이 의원을 평가하는 공식적 기준의 변화가 국회의원의 법안발의 행태에 어떠한 영향을 미쳤는지를 실증적으로 검토하는 데 목적을 둔다.
이를 위해 제17대부터 제21대 국회까지의 국회의원–반기 단위 패널자료를 구축하고, 정당 평가제도에 법안발의 실적이 반영된 이후 나타난 변화를 중심으로 이중차분(Difference-in-Differences)과 고정효과 패널회귀분석(Fixed-Effects Panel Regression Analysis)을 수행하였다. 분석 과정에서는 정당계열과 평가 제도 도입 여부를 나타내는 상호작용항을 핵심 설명변수로 설정하고, 의원의 선수, 대표 유형(지역구·비례 여부), 여야 소속 여부, 국회 대수, 임기 내 시점, 정치적 충격 변수 등을 통제하였다. 또한, 무작위효과(RE) 모형과의 비교 및 Hausman 검정을 통해 모형 선택의 적절성을 점검하였다.
분석 결과, 특정 정당계열에서 국회의원에 대한 평가제도에 법안발의 실적이 반영된 이후 해당 정당계열 소속 국회의원들의 법안발의 건수가 다른 정당계열에 비해 상대적으로 높은 수준을 보인다는 점이 통계적으로 확인되었다. 이는 정당 차원의 평가 기준 변화가 의원들의 입법활동 수준에 영향을 미칠 수 있음을 시사하는 것이다.
한편 국회의원의 선수, 대표 유형, 여야 소속 여부 등 개별적 특성에 관한 분석 결과, 다선의원일수록 법안발의가 감소하거나, 비례대표 의원 및 야당 의원이 상대적으로 더 많은 법안을 발의한다는 기존 연구결과와 달리 해당 변수가 통계적으로 유의하지 않거나 오히려 여당 소속일 때 법안발의 건수가 증가한다는 상반된 결과가 도출되기도 하였다. 이는 최근 국회의 입법 환경 및 정당 전략의 변화, 여당의 정책 주도적 입법 확대 등 구조적 요인이 국회의원의 법안발의 행태에 변화를 가져왔을 가능성을 의미할 수 있으나, 보다 명확한 검증을 위해서는 추가적인 연구가 필요할 것으로 보인다.
본 연구는 국회의원의 법안발의 활동이 제도적 인센티브, 정당의 특성, 시간적 요인 등이 복합적으로 작용한 결과임을 보여주며, 특히 국회의원의 의정활동 평가와 같은 정당 차원의 성과중심 제도변화가 의원의 입법행태에 중요한 영향을 미칠 수 있음을 실증적으로 제시하였다는 점에서 의의를 가진다. 또한, 정책적으로 국회의원의 법안발의가 양적 확대에 치우치지 않고 법안의 질적 수준이 균형있게 제고될 수 있도록 정당의 국회의원 평가제도를 비롯한 제도개선 노력이 필요하다는 점을 시사한다.

This study analyzes the sharp increase in the number of bills sponsored by Members of the National Assembly in Korea from the perspective of party-level institutional change. While existing studies have primarily explained legislative behavior by focusing on individual legislators’ characteristics, this study aims to empirically examine how changes in the formal evaluation criteria adopted by political parties affect legislators’ bill-sponsorship behavior.
To this end, this study constructs a legislator–half-year panel dataset covering the 17th through the 21st National Assemblies and conducts Difference-in-Differences (DID) and Fixed-Effects Panel Regression analyses, focusing on changes observed after bill-sponsorship performance was incorporated into party evaluation systems. The key explanatory variable is an interaction term between party affiliation and the adoption of the evaluation system. The analysis controls for legislators’ seniority, type of representation (district or proportional representation), governing-party status, National Assembly term, intra-term timing, and political shock variables. In addition, Random-Effects (RE) models and Hausman tests are employed to assess the appropriateness of model selection.
The results indicate that, after bill-sponsorship performance was incorporated into the evaluation system for a specific party group, legislators belonging to that party group exhibited a statistically significantly higher number of sponsored bills compared to legislators from other party groups. This finding suggests that changes in party-level evaluation criteria may influence the level of legislators’ legislative activity.
With respect to individual legislators’ characteristics—such as seniority, type of representation, and governing-party status—the results differ from those reported in previous studies. Contrary to earlier findings that senior legislators sponsor fewer bills or that proportional-representation members and opposition legislators are more active in bill sponsorship, these variables are either statistically insignificant or, in some cases, show the opposite pattern, with governing-party legislators sponsoring more bills. These findings may reflect structural changes in the legislative environment, shifts in party strategies, and the expansion of policy-driven legislative initiatives by governing parties in recent National Assemblies, although further research is required to more clearly identify these mechanisms.
This study demonstrates that legislators’ bill-sponsorship behavior is shaped by a combination of institutional incentives, party characteristics, and temporal factors. In particular, it provides empirical evidence that party-level, performance-oriented institutional reforms—such as the incorporation of legislative activity into member evaluations—can play an important role in influencing legislative behavior. From a policy perspective, the findings also suggest the need for institutional reforms, including party evaluation systems, that encourage not only quantitative expansion but also a balanced improvement in the qualitative aspects of legislative activity.
