도시 교통 혼잡과 환경 문제가 심화함에 따라 공유 전동킥보드가 친환경 단거리 이동수단으로 주목받고 있으나, 이용 확산에는한계가 있다. 기존 연구는 이용자와 비이용자를 구분하여 수용 저해 요인을 식별하였으나, 이용을 중단한 과거 이용자에 대한 연구는 부족하다. 또한 관측할 수 있는 개인 특성과 물리적 환경에 초점을 맞춰, 인식 요인이 수용 저해에 미치는 영향 분석은 제한적이었다.
이에 본 연구는 이용자 유형을 이용자·과거 이용자·비이용자로 구분하고, 인식 요인을 잠재변수로 모형화하여 유형별 수용 저해 결정 요인을 규명하였다. 개인의 사회경제적 및 통근·통학 특성이 인식 요인에 미치는 영향과 응답자별 인식 요인 수준은 다중지표-다중원인(Multiple-Indicators Multiple-Causes, MIMIC) 모형으로추정하였고, 추정된 인식 요인을 다항 로지스틱 회귀분석의 독립
변수로 하여 이용자 유형별 수용 저해 결정 요인을 분석하였다.
분석 결과, 과거 이용자와 비이용자의 수용 저해 결정 요인은 상이하였다. 비이용자의 이용 기피에는 사고 위험 인식이 주요 결정 요인으로 작용하였으며, 여성과 도보 이용자가 사고 위험을 더 크게 인식하여 이들을 고려한 안전성 개선이 필요함을 시사한다. 반면 과거 이용자의 이용 중단에는 요금 적정성 인식이 주요 결정 요인으로 나타났다. 상대적으로 저렴한 도보 및 대중교통 이용자가 요금이 적정하지 않다고 인식하였으며, 대중교통 요금 수준을 고려한 요금 체계 개선이 필요함을 의미한다. 환경 개선 인식은 두집단 모두에서 공통 요인으로 작용하였으며, 마이크로 모빌리티 외 수단 이용자가 환경 개선 효과가 크지 않다고 인식하였다. 수단 전환을 위해서는 전 수단 이용자를 대상으로 환경 개선 효과 인식 제고가 필요하다.
본 연구는 과거 이용자를 독립적 분석 집단으로 구분하고, 개인 특성–인식 요인–수용 저해의 구조적 관계를 통합 분석하였다. 이를 통해 이용자 유형별 수용 저해 요인이 상이함을 밝히고, 차별화된 정책 수립의 필요성을 제시하였다는 점에서 학술적 의의가 있다.

Shared e-scooters have gained attention as first-mile and last-mile transportation solutions, yet concerns about their sustainability have emerged due to negative externalities accompanying their expansion. Previous research has been limited to a binary classification of users and never-users, failing to identify the factors hindering acceptance among former-users who discontinued using shared e-scooters. Based on 545 survey responses, this study classifies users into three groups—
current users, former-users, and never-users—and employs a Multiple-Indicators Multiple-Causes (MIMIC) model and multinomial logistic regression to identify the determinants hindering the acceptance of shared e-scooters, encompassing both discontinuation by former-users and avoidance by never-users.
The results showed that women and pedestrians perceived higher accident risks, while pedestrians and public transit users perceived fare levels as unaffordable. The determinants hindering acceptance differed between former-users and never-users. Fare affordability perception was the primary determinant of discontinuation among former-users, while accident risk perception was the key factor in avoidance among never-users. Environmental improvement perception significantly affected both groups.
This study makes an academic contribution by identifying former-users as an independent analytical group and analyzing the structural relationship through which individual characteristics affect acceptance barriers via perception factors using the MIMIC model. The findings suggest that differentiated policy approaches are needed by user type, prioritizing safety improvements for never-users and fare restructuring for former-users. Additionally, as environmental improvement perception affects both groups, strategies to enhance awareness of environmental benefits should be developed.
