This study aims to analyze the influence of exterior design in public architectural design competitions on winning outcomes and to clarify the interrelationship through which submitted proposals gradually converge toward similar exterior design tendencies as a result of learning from winning entries and the structural characteristics of the design competition system. Participants in architectural design competitions typically develop their proposals with winning as the highest priority, and within an evaluation framework characterized by short review periods and image-oriented assessment, the intuitively perceived exterior design of a building is highly likely to function as a decisive factor in selection. In this process, winning proposals tend to exhibit certain shared characteristics when compared to non-winning entries, and the exterior design of public architecture increasingly converges toward similar typologies. Focusing on this phenomenon, the present study examines which exterior design elements have a statistically significant influence on winning outcomes and explores how these elements contribute to similarities among submitted proposals and the typification of public architectural design.

Following the enforcement of the Act on the Promotion of Building Service Industry in 2014, a policy was introduced that prioritizes the use of design competitions in the selection of designers for public buildings. As a result, the application of design competitions expanded significantly to include small-scale public architecture. From this point onward, small architectural firms actively entered the public architectural design market, and the proposals they submitted formed a representative sample through which contemporary trends in the exterior design of small-scale public buildings can be examined.

The research sample consists of public architecture design competition cases in which Yul Architecture, a small-scale architectural firm, participated between 2014 and 2024. A total of 24 design proposals were selected, including winning, shortlisted, and non-winning entries from each competition. For each case, visual materials depicting the exterior—such as aerial views and perspective renderings—were collected. Exterior design characteristics were classified into three categories: overall form, exterior elements, and exterior materials. These characteristics were quantitatively analyzed to derive average values and distributions for winning and non-winning proposals. Furthermore, by dividing the period after 2014 into chronological phases, this study analyzes the tendency of exterior designs in submitted proposals to converge toward similar typologies over time, thereby examining the relationship between exterior design and winning outcomes in public architecture design competitions.

The analysis reveals that the winning proposals share several common characteristics. First, winning entries composed the overall building form using an average of approximately 3.4 masses. While exterior forms were generated through horizontal and vertical segmentation and three-dimensional mass composition, the number of primary masses ultimately perceived tended to be consolidated at around three to four. This degree of segmentation did not show meaningful variation according to building use and can be interpreted as an attempt to strike a balance between a single monolithic mass and excessive fragmentation in order to achieve visual harmony and formal stability.

Second, winning proposals incorporated an average of approximately 1.3 exterior vertical circulation elements, 2.5 three-dimensional exterior spaces, and one rooftop or roof garden, forming the category of exterior elements. Exterior vertical circulation elements, such as stairs, were directly placed on the building exterior to secure pedestrian circulation and enhance formal expression, while exterior balconies and terraces were introduced to promote integrated indoor–outdoor use. Rooftop gardens and roof forms were primarily intended to provide visual diversity in aerial perspectives. These exterior elements function not merely as evacuation routes or auxiliary spaces but also as representations of architectural imagery and publicness perceived from the exterior, serving as devices through which the strengths of the design can be intuitively recognized during the evaluation process.

Third, an average of two primary exterior materials were employed, accompanied by approximately 0.7 types of secondary materials—such as louvers, shading devices, and double-skin systems—indicating a tendency to emphasize formal articulation and visual diversity in conjunction with mass segmentation. Primary exterior materials commonly included brick, stone, metal or wood panels, and exposed concrete, which allow for familiar yet diverse architectural expressions. In addition, a substantial number of cases employed secondary materials such as translucent, transparent, or permeable materials and double-skin façades to enhance façade effects and environmentally responsive concepts, resulting in complex and layered exterior designs.

Compared to the initial phase following the implementation of the design competition system, recent winning entries demonstrate a more pronounced convergence toward the exterior design typologies described above, and proposals submitted by other participants have similarly adopted comparable exterior design strategies. The prevalence of such shared tendencies among winning entries in public architecture design competitions can be interpreted as a consequence of the evaluation structure, which is characterized by short review periods and majority-based decision-making by juries. Under these conditions, proposals that clearly communicate design intentions and highlight their strengths in a visually intuitive manner are more likely to gain a comparative advantage, resulting in a concentration of winning cases that emphasize exterior design elements.

To realize more diverse and higher-quality public architecture in the future, it is necessary to refine evaluation criteria for exterior design through greater diversification of competition guidelines and jury processes, while increasing the weight assigned to the assessment of interior spaces and programmatic composition. Such institutional adjustments would create conditions that enable designers to propose more creative and user-centered architectural solutions.
