한국은 현재 ‘초저출산’ 현상을 직면하고 있다. 이는 단순히 인
구감소의 문제를 넘어 국가 재정 약화 문제와 사회 전반의 지속가
능성에 구조적인 부담을 초래하고 있다. 출산율 하락은 장기적으
로 세입 기반 약화와 고령화에 따른 복지지출 증가를 동반하며,
그 결과 국가 재정 건전성의 약화, 채무 확대에 더해 젊은 세대에
대한 조세 부담 전가 문제로 이어질 가능성이 크다. 이러한 배경
속에서 정부는 다양한 저출산 대응 정책을 추진해 왔으나, 소득
지원, 경제적 여력 확대와 같은 거시적 시각에 초점을 둔 기존 정
책들은 출산율 반등이라는 목표 달성에 뚜렷한 성과를 보이지 못
하고 있다.
본 연구는 이러한 문제의식에서 출발하여, 기존의 거시적·합리
성 중심 접근에서 벗어나 미시적 측면인 개인 수준의 분석을 시행
한다. 특히, 위험 인식이라는 행동경제학적 요인이 개인의 출산 결
정에 어떠한 영향력을 미치는지를 분석한다. 이론적 틀로는
Becker(1960, 1981)의 가족경제학을 활용하는 동시에 출산을 경제
적 자원의 직접적 결과가 아닌 경제적 자원과 개인의 위험회피성
향이 결합된 조건부 선택으로 재해석한다. 이를 위해 한국조세재
정연구원의 재정패널 6개년도 자료를 활용하여, 개인의 소득·자산
특성과 위험회피성향이 출산 여부에 미치는 영향을 임의효과 패널
로지스틱 회귀모형을 통해 실증적으로 분석하였다.
분석 결과를 요약하면 첫째로, 가구의 연간소득과 자산은 출산
여부에 대해 일관되거나 강한 직접적 주 효과를 보이지 않았으며,
단순한 경제적 상황의 개선이 출산 증가로 자동적으로 이어지지
않는 것으로 나타났다. 둘째, 본 연구의 가장 핵심적인 분석 결과는 개인의 위험회피성향이 경제적 자원과 출산 간의 관계를 조건
부로 조절한다는 점이다. 자산총액과 부동산자산의 경우 주 효과
는 제한적인 반면, 위험회피성향과의 상호작용항은 음(–)의 방향
으로 유의하게 나타나 위험회피성향이 높을수록 해당 자산이 출산
으로 전환되는 효과가 체계적으로 약화되었다. 반면 금융자산은
출산에 대한 주 효과는 나타나지 않았으나, 위험회피성향과의 상
호작용항은 양(+)의 방향으로 유의하게 나타나, 금융자산이 위험회
피적인 개인에게서 출산과 관련된 불확실성을 완화하는 조건부 완
충 자원으로 기능함을 시사한다.
이러한 결과는 출산이 단순히 경제적 상황만의 문제가 아니라,
경제적 자원에 더해 개인의 위험 인식이라는 심리적 요인이 결합
된 복합적 효용 과정의 산물임을 보여준다. 이에 더해, 행동경제학
과 Becker의 가족경제학을 한국의 고비용·고불확실성 환경에 적용
하여, 출산 결정을 ‘경제적 자원 × 위험회피 성향’의 상호작용 구
조로 확장하였다는 점에서 학술적 의의를 갖는다. 더 나아가 본
연구는 저출산 대응 정책이 단순한 소득지원 중심의 접근을 넘어,
주거·노후·교육비 등 생애주기 전반에 걸친 불확실성을 제도적으
로 분담하는 방향으로 설계될 필요성을 시사한다.

South Korea is currently facing a phenomenon of ultra-low
fertility, which poses structural challenges not only in terms of
population decline but also to national fiscal sustainability and
long-term social viability. A declining fertility rate is
accompanied by a weakening tax base and rising welfare
expenditures driven by population aging, which in turn may
lead to fiscal deterioration, expanding public debt, and an
increasing transfer of tax burdens to younger generations. In
response, the government has implemented various pronatalist
policies; however, existing approaches—largely focused on- 96 -
income support and the expansion of economic capacity from a
macro-level perspective—have failed to produce a meaningful
rebound in fertility rates.
Against this backdrop, this study moves beyond conventional
macroeconomic and rational-choice approaches and conducts a
micro-level analysis at the individual level. In particular, it
examines how behavioral factors—specifically risk perception—
shape individual fertility decisions. Drawing on Becker’s (1960,
1981) family economics framework, fertility is reinterpreted not
as a direct outcome of economic resources, but as a conditional
choice arising from the interaction between economic resources
and individual risk aversion. Using six waves of the National
Fiscal Panel data compiled by the Korea Institute of Public
Finance, this study empirically analyzes the effects of individual
income and asset characteristics, along with risk aversion, on
childbirth decisions through a random-effects panel logistic
regression model.
The empirical findings can be summarized as follows. First,
household annual income and asset holdings do not exhibit
strong or consistent direct effects on childbirth, indicating that
improvements in economic conditions alone do not automatically
translate into higher fertility. Second, the central finding of this
study is that individual risk aversion systematically moderates
the relationship between economic resources and fertility. While
the direct effects of total household assets and real estate
assets are limited, their interaction terms with risk aversion are
negative and statistically significant, suggesting that the- 97 -
positive effects of these assets on childbirth weaken as
individuals become more risk-averse. In contrast, financial
assets show no significant direct effect on fertility, but their
interaction with risk aversion is positive and statistically
significant, implying that financial assets function as a
conditional buffer that mitigates fertility-related uncertainty
among risk-averse individuals.
These findings demonstrate that fertility decisions are not
solely determined by economic conditions, but rather emerge
from a complex utility process in which economic resources
interact with individual risk perceptions. By integrating
behavioral economics with Becker’s family economics in the
context of South Korea’s high-cost and high-uncertainty
environment, this study extends the analytical framework of
fertility research by conceptualizing childbirth as a function of
the interaction between economic resources and risk aversion.
Furthermore, the results suggest that fertility policies should
move beyond income-centered support schemes and instead be
designed to institutionally share and reduce life-cycle
uncertainties—such as those related to housing, old-age
security, and education costs—that individuals face when
making fertility decisions.
