Growing global attention to sustainability and the circular economy underscores the urgent need to move beyond the linear “produce-consume-dispose” model. This study examines Vietnam’s transition toward a plastic circular economy by assessing how stakeholder dynamics and barriers shape circular practices across the value chain. Drawing on stakeholder theory and the stakeholder engagement framework, it analyzes the roles, relationships, and barriers that shape collaboration among stakeholders such as government agencies, private firms, and universities.
Based on qualitative interviews, the study identifies patterns of cooperation, communication, and learning among actors involved in Vietnam’s circular transition. Engagement is strongest in the upstream and bridge stages, supported by policy frameworks and formal coordination, but weaker downstream where informal workers dominate and institutional integration remains limited. Stakeholder participation is constrained by behavioral and cultural norms, funding and incentive limitations, awareness and knowledge gaps, and governance weaknesses in integrating informal labor. These barriers hinder the development of long-term trust and collaborative capacity across the value chain.
The study highlights how stakeholder dynamics and governance influence circular economy transitions in developing contexts and emphasizes the need for inclusive, trust-based, multi-actor governance to strengthen Vietnam’s institutional foundation for a sustainable plastic circular economy.

지속가능성과 순환경제에 대한 전 세계적 관심이 높아지면서 선형적 “생산-소비-폐기” 모델을 넘어서는 전환의 필요성이 강조되고 있다. 본 연구는 베트남의 플라스틱 순환경제 전환 과정을 분석하며, 플라스틱 가치사슬 전반에서 이해관계자들의 상호작용과 구조적 장애 요인이 순환 실천에 어떤 영향을 미치는지를 탐구한다.
이해관계자이론(Stakeholder Theory)과 이해관계자 참여 프레임워크(Stakeholder Engagement Framework)를 토대로, 정부기관, 민간기업, 대학 등 다양한 행위자 간의 역할, 관계, 그리고 협력에 영향을 미치는 요인을 분석하였다.
정성적 연구 접근을 통해 수행된 반구조화 인터뷰 결과, 베트남의 순환경제 전환 과정에서 협력, 소통, 학습의 양상이 나타났다. 정책적 기반과 공식적 협력이 비교적 잘 구축된 상류 및 연결 단계에서는 참여가 활발하였으나, 비공식 노동자가 주로 활동하는 하류 단계에서는 제도적 통합이 미흡하였다. 특히 순환경제 이행을 제약하는 요인으로는 행동 및 문화적 규범, 재정 및 인센티브 제약, 인식 및 지식 격차, 그리고 비공식 노동 통합의 거버넌스 격차가 확인되었다. 이러한 제약은 이해관계자 간의 신뢰 구축과 장기적 협력의 형성을 어렵게 하였다.
본 연구는 개발도상국 맥락에서 이해관계자 역학과 거버넌스가 순환경제 전환에 미치는 영향을 규명하고, 포용적이며 신뢰 기반의 다행위자 거버넌스 구축이 베트남의 지속가능한 플라스틱 순환경제로의 전환을 강화하는 핵심 조건임을 강조한다.
