전력 송전 시스템은 그 구조와 작동 메커니즘에 대해 충분한 이해가 이루어지지 않은 대표적인 복잡 시스템이다. 기존 연구들은 전력 계통의 계획과 운영, 그리고 복구에 많은 시간과 비용이 소요되는 계통 전반적 정전 을 유발할 수 있는 고장을 예방하기 위해 전력 조류 분석, 계통 고장 분석, 사고 시나리오(컨틴전시) 분석, 안정도 분석 등 다양한 방법론을 활용해 왔다. 그러나 송전 시스템을 대상으로 사회연결망분석 (SNA) 의 매개 중심성에 기반한 전력 중개력 개념을 적용한 연구는 상대적으로 제한적이다. 이에 본 연구는 영향력 있는 전력 중개 노드와 엣지의 개념을 적용하여 캄보디아 송전 시스템 (CTS) 을 분석·평가한다. 캄보디아 전력망을 분석 사례로 선정한 근거는 해당 시스템이 아직 성숙 단계에 이르지 않았음에도 불구하고, 지난 20년간 급속한 구조적 변화를 겪어 왔으며 전력 판매 및 송전 부문에서 민영 부문의 활발한 투자가 이루어졌기 때문이다. 내전 이후 캄보디아는 세계 최저 수준의 전력 보급률을 보이던 국영에서 벗어나, 현재는 국영 전반에 걸쳐 광범위한 전력 송·배전 인프라를 구축한 국영로 전환되었다. 더 나아가 공공 전력 유틸리티 기업의 민영화와 민영 부문의 참여 및 투자를 장려하는 제도적 개편에 따라, 현재 캄보디아 송전 시스템은 상당 비중의 민영 소유 자산으로 구성되어 있다.
본 연구는 2005년부터 2025년까지 캄보디아 전력청 (EAC) 이 제공한 주요 설비 데이터와 캄보디아 전력공사 (EDC) 국영제어센터 (NCC) 의 공간 매핑 데이터를 활용하여, 차수 중심성 과 매개 중심성 을 통해 송전 네트워크의 동태적 진화를 분석하였다. 또한 국영 기업과 민영 기업 간의 중심성 지표를 지역 수준과 전체 네트워크 수준에서 비교하였다. 아울러 네트워크의 집중도를 평가하기 위해 중심화 지표를 적용하였으며, 분석 결과의 강건성과 신뢰성을 확보하기 위해 기존의 거리 기반 매개 중심성뿐만 아니라 전력 조류 기반 매개 중심성 을 함께 활용하였다. 분석 결과, 국영 전력 유틸리티 기업인 EDC는 전체 네트워크 연결성과 중심성 측면에서 가장 지배적이고 영향력 있는 주체로 나타났다. 이러한 지배력과 영향력의 수준은 연구 기간이 경과함에 따라 점진적으로 증가하는 경향을 보였다. 반면, 물리적 자산의 수는 상대적으로 적음에도 불구하고, 민영 소유 기업들은 일부 핵심적인 송전선로와 변전소 등 높은 영향력을 지닌 자산을 보유하고 있는 것으로 분석되었다.
본 연구는 분석 결과와 캄보디아 왕국 정부의 향후 전력 개발 계획을 바탕으로 두 가지 사례 시나리오를 추가적으로 검토하였다. 첫째, 현재 230kV 로 운영 중인 남부 500kV 송전선로를 설계된 최대 송전 용량 수준으로 상향 운전하는 경우를 분석하였다. 그 결과, 해당 송전선로의 중심성과 중요도가 증가하였으며, 이는 전압 상향 이후 중앙 급전 기관이 해당 선로에 대해 보다 높은 수준의 관리와 주의를 기울여야 함을 시사한다. 또한 향후 준공 예정인 여러 500kV 송전선로 역시 안정적인 전력 공급을 위해 우선적인 관리 대상이 되어야 할 필요성이 제기되었다. 둘째, 현재 가장 높은 중개 중심성을 보유한 민영 소유 230kV 송전선로와 병렬로 건설이 계획된 국영 송전선로를 대상으로 시나리오 분석을 수행하였다. 분석 결과, 국영 송전선로가 대체 경로로 기능함에 따라 기존 민영 송전선로의 중요도와 지배력은 크게 감소하였으며, 향후 태양광 발전 및 배터리 에너지 저장 시스템 (BESS) 발전소 연계를 위한 계통 혼잡 완화 효과도 함께 나타났다. 그러나 해당 송전선로 건설 이후 국영 전력 유틸리티 기업의 지배력이 더욱 강화되는 결과가 도출되었으며, 이는 법률에서 명시하고 있는 경쟁 촉진의 취지와는 상충되는 함의를 내포한다.
본 연구는 마지막으로 재난 대응을 위한 부문 간 협력 (PPP) 체계의 강화(명확한 역할과 규칙의 설정), 투명한 계통 접근을 보장하는 규제 설계(경쟁 촉진 및 시장 지배력 완화), 전략적 송전 투자 계획 수립, 그리고 계통 복원력 강화를 위한 충분한 자원 유치(민영 부문 참여 및 투자 촉진)와 같은 정책적 시사점을 제시하며 결론을 맺는다.

An electric power transmission system is a complex system of which we have little knowledge. Many studies have used various methods to employ transmission systems for planning, operating, and avoiding faults that could lead to system-wide blackouts, which are time-consuming and costly to recover from, such as power flow, system faults, contingency, and stability analysis. However, only a few previous studies have employed the concept of betweenness power brokerage in the social network analysis of transmission systems. Therefore, this study applies the concept of influential power brokerage nodes and edges to assess the Cambodian Transmission System (CTS). The rationale for selecting the Cambodian power grid as the analysis case is its immaturity; however, it has undergone rapid transformation over the last 20 years, with fascinating private-sector investment in the power merchandising business. As a country that has just emerged from the flames of war, Cambodia has transformed from one of the lowest rates of electrification to one with electric power transmission and distribution infrastructure covering a large area of the country. Moreover, in accordance with its regulations on privatizing public electric utility companies and encouraging private-sector involvement and investment, the Cambodian transmission system now comprises a significant share of privately owned assets.
Using salient feature data from the Electricity Authority of Cambodia (EAC) from 2005 to 2025 and spatial mapping data from the National Control Center (NCC) of Electricité du Cambodge (EDC), this study analyzed the dynamic evolution of the network using degree and betweenness centrality. Moreover, the study compares these metrics between state-owned and privately owned firms at both the local and network levels. In addition, the study assessed the network's concentration level using the centralization metric. It employed the novel power-flow-based betweenness centrality, in addition to the conventional distance-based betweenness centrality, to ensure robust, reliable results. The findings reveal that the state-owned utility company (EDC) is the most dominant and influential entity in terms of overall network connectivity and centrality. The levels of dominance and influence increased over the years during the study. However, despite having fewer physical assets, privately owned companies hold some of the most influential assets (e.g., transmission lines and substations).
Two case scenarios were selected for further analysis based on the results and the Royal Government of Cambodia's future development plan. First, the southern 500 kV line, currently operated at 230 kV, is upgraded to its full transmission capacity. The results showed that centrality and criticality increased, indicating that the line received more attention from the central dispatcher after the voltage upgrade. Moreover, a few more 500 kV transmission lines are under development and will be put into operation in the near future. They should be given greater attention for secure power delivery. Second, a state-owned 230 kV line that is planned to be built in parallel to the current highest brokerage centrality privately owned line is tested and shows an impactful result. The level of criticality and dominance of the privately owned line is significantly reduced because the state-owned line now serves as an alternative route, collectively reducing congestion for future solar and BESS station development. The results show that greater power will be given to the state-owned utility company after the line is built, which contradicts the law's encouragement of competitiveness.
The study concludes with policy recommendations, such as improving cross-sector coordination (PPP) for disaster response (giving clear roles and rules), regulatory design for transparent network access (encouraging competition and reducing market power), strategic investment planning, and attracting adequate resources for resilience (encouraging private sector involvement and investment).
