본 연구는 한국 사회의 통일 인식에 내재된 세대 간 차이를 실증적으로 분석하였다. 특히 MZ세대의 통일에 대한 부정적 인식이 단순히 민족주의의 약화로 인한 탈민족주의(post-nationalism) 현상인지, 아니면 외집단에 대한 일반적 배타성으로 설명되는 반(反)이민 정서(anti-immigration sentiment)의 연장선상에 있는지를 검증하는 데 초점을 맞추었다.
본 연구는 러스텐바흐(Rustenbach, 2010)가 제시한 반이민 정서 모형을 통해 2020년부터 2024년까지의 서울대 통일평화연구원의「통일의식조사」 자료를 횡단면분석 기법으로 분석하였다. 주요 분석 결과는 아래와 같다.
첫째, MZ세대의 부정적 통일 인식은 민족주의의 약화보다 반이민 정서의 작동 논리에 더 가깝다. 단일민족 정서의 핵심 요인인 민족적 유대감은 통일의 필요성 인식에는 긍정적인 영향을 미쳤으나, 통일의 이익 인식에는 제한적으로만 작용하였다. 반면, 범죄위협 인식과 경제적 불만족은 지속적으로 부정적 영향을 미쳤으며, 민족적 유대감보다 크게 작용하였다.
둘째, 반이민 정서 모형의 구성요인 중 범죄위협 인식이 MZ세대의 통일 태도를 가장 강하게 규정하는 변수로 나타났다. 그다음으로는 경제적 불만족과 보수적 정치성향이 부정적 영향을 미쳤다. 반면, 탈북민과의 개인적 접촉은 모든 모델에서 안정적으로 긍정적 영향을 보여, 인적 교류가 배타적 의식을 완화하는 매개요인으로 작용함을 시사한다. 종합적으로 볼 때, MZ세대의 통일 인식은 공정성과 안정성에 대한 합리적 판단을 중심으로 형성되며, 이는 반이민 정서의 확장된 형태로 이해할 수 있다.
셋째, 세대 간 상호작용 분석 결과는 일부 요인에서 뚜렷한 세대차를 확인시켜 주었다. 민족적 유대감의 긍정적 효과와 범죄위협 인식의 부정적 효과는 MZ세대에서 더 강하게 나타났고, 성별 효과는 약화되었다. MZ세대는 이념적 민족주의는 약화되었으나, 여전히 북한 주민에 대한 감정적 공감(emotional empathy)을 유지하며, 동시에 통일 이후의 사회불안과 위험에 대한 현실적 우려를 함께 지니는 이중적 인식 구조(ambivalence)를 보인다. 반면, 정치적 성향·사회신뢰·경제불만 등 이념적·사회적 요인은 세대 간 큰 차이를 보이지 않아, 세대 공통의 태도 틀로 작용하고 있다.
이 연구는 통일정책 설계에 있어 과거의 이념적·역사주의적 당위성을 넘어 미래세대가 공감할 수 있는 실용적이고 신뢰 기반의 접근이 필요함을 강조한다. 포용적인 정책 프로세스 구축을 통해 통일을 ‘부담’이 아닌 ‘공감과 협력의 기회’로 재구성하는 데 기여하리라 기대한다.

This study empirically analyzes generational differences embedded in perceptions of Korean unification. In particular, it focuses on whether the MZ generation’s negative view of unification stems from post-nationalist tendencies driven by weakened nationalism, or from general exclusivity toward outgroups resembling anti-immigration sentiment.
Using Rustenbach’s (2010) anti-immigration sentiment model, this study conducts a cross-sectional analysis of data from the Unification Awareness Survey conducted by the Institute for Peace and Unification Studies at Seoul National University between 2020 and 2024. The main findings are as follows.
First, the MZ generation’s negative perception of unification aligns more closely with the logic of anti-immigration sentiment than with a decline in nationalism. Cultural affinity—the key component of single-ethnicity sentiment—positively influenced the perceived necessity of unification but had only a limited effect on perceived benefits. In contrast, perceptions of crime threat and economic dissatisfaction consistently exerted strong negative effects, outweighing the influence of cultural affinity.
Second, among the components of the anti-immigration sentiment model, the perception of crime threat emerged as the most powerful determinant of the MZ generation’s unification attitudes, followed by economic dissatisfaction and political conservatism. Conversely, personal contact with North Korean defectors had a consistently positive effect across all models, suggesting that interpersonal exchange serves as a mediating factor that mitigates exclusionary attitudes.
Third, interaction analysis revealed distinct generational differences in several determinants. The positive effect of cultural affinity and the negative effect of perceived crime threat were both stronger among MZ respondents, while gender effects weakened. Although ideological nationalism has declined, the MZ generation maintains emotional empathy toward North Koreans while simultaneously harboring realistic concerns about potential instability after unification, exhibiting an ambivalent structure of perception. In contrast, ideological and social factors such as political orientation, social trust, and economic dissatisfaction showed no significant generational differences, indicating a shared attitudinal framework across generations.
These findings suggest that unification policy must move beyond historical or ideological imperatives and instead respond directly to the concerns revealed in the analysis. A pragmatic roadmap can help reduce younger generations’ sense of uncertainty. By providing a clear and positive vision of post-unification society, supported by transparent and evidence-based communication, policymakers can reframe unification not as a source of anxiety but as a feasible and beneficial long-term project that younger generations can support.
