    The COVID-19 pandemic revealed global disparities in healthcare system capacity, institutional preparedness, and social unity. Despite constrained medical infrastructure and close proximity to severely impacted countries, Bhutan navigated the pandemic with remarkable efficacy. This thesis analyzes Bhutan's disaster response via the framework of social capital, emphasizing the Desuung program, a national volunteer corps founded in 2011 under the auspices of His Majesty The King. Informed by Putnam’s definition of social capital as trust, networks, and norms of reciprocity, the study examines how Desuung operates as both a civic institution and a mechanism for crisis management.

    This research employs a retrospective mixed-methods approach, integrating descriptive analysis from a survey with qualitative data derived from government documents, Desuung publications, and secondary sources. The survey does not demonstrate a causal relationship between Desuung activities and epidemiological outcomes; however, the results indicate significant public trust in the program and a consistent acknowledgment of its contributions to compliance, logistics, and frontline operations, especially in quarantine management, border monitoring, lockdown enforcement, and the expedited vaccination campaign. The analysis reveals that Bhutan's success depended not alone on biomedical interventions but also on the engagement of skilled volunteers, elevated institutional trust, and robust state-society collaboration. The Desuung program exemplifies the institutionalization of social capital into an efficient disaster-response framework that bolsters national resilience and provides insights for future public health preparedness.

    전 세계적 격차가 드러났다. 부탄은 의료 인프라가 제한적이고 심각한 피해를 입은
    국가들과 인접했음에도 놀라운 효율성으로 팬데믹을 극복했다. 본 논문은 사회적 자본
    프레임워크를 통해 부탄의 재난 대응을 분석하며, 특히 국왕의 후원으로 2011년 설립된
    국가 자원봉사단인 Desuung 프로그램을 중점적으로 조명한다. 본 연구는 퍼트넘이
    정의한 사회적 자본(신뢰, 네트워크, 상호성의 규범)을 바탕으로 Desuung 이 시민사회
    제도이자 위기 관리 메커니즘으로 어떻게 기능하는지 고찰한다.
    본 연구는 회고적 혼합방법론 접근을 채택하여, 설문조사 데이터에 대한 기술적 분석에
    정부 문서 및 Desuung 간행물 및 2차 자료에서 도출된 질적 데이터를 통합하였다.
    설문조사 결과에서 Desuung 활동과 역학적 결과 간 인과관계는 입증되지 않았으나,
    해당 프로그램에 대한 대중의 신뢰도가 높았으며 특히 격리 관리, 국경 감시, 봉쇄 조치
    시행, 신속한 백신 접종 캠페인 등에 대한 규정 준수, 물류, 현장 운영에 기여한 점을
    일관되게 인정하는 것으로 나타났다. 부탄의 성공 배경에는 생의학적 개입뿐만 아니라
    숙련된 자원봉사자의 참여, 강한 제도적 신뢰, 그리고 탄탄한 국가-사회 협력이
    있었다. Desuung 프로그램은 사회적 자본을 효율적인 재난 대응 체계로 제도화하여
    국가적 회복탄력성을 강화하고 향후 공중보건 대비에 대한 통찰력을 제공하는 모범
    사례라고 할 수 있다.
