    농촌지역개발사업의 유형은 과거 물적투자 중심에서, 최근 사회적 가치를 강조하는 비물적·인적투자 중심의 방향으로 확장되었다. 사업이 유·무형의 다양한 가치를 포함하게 되면서 파급효과가 발생하는 경로와 귀속 구조는 한층 복잡해졌다. 반면 기존 연구들은 단순히 투입에 따른 성과의 총량이나 영향 요인 분석에 치중하여, 어떤 자원이 어디로 얼마나 배분되고 파급되는지에 대한 구조적인 변화를 충분히 반영하지 못했다.
    본 연구는 위와 같은 한계를 보완하고자 사회계정행렬(Social Accounting Matrix, SAM)을 구축한다. SAM을 통해 사업유형별로 투입된 자원과 노력이, 주민집단과 산업에 얼마나, 어떻게 분배되는지 확인하고, 그 배분이 다시 지역 경제 전반에 유발하는 파급효과와 경로를 분석하고자 한다. 이를 위해 2021년부터 2024년까지 추진된 충청북도 청주시 농촌신활력플러스사업을 물적·비물적·인적 투자 중심의 세 유형으로 구분하고, 참여 주민을 연령대별로 세분화해 주요 분석 계정을 설정하였다. 또한 사업별 지출구조와 주민참여·공간 제공의 사회·경제적 가치를 반영한 SAM을 구축하여 농촌지역개발사업의 파급 구조를 하나의 분석틀로 정리하였다.
    분석 결과, 농촌신활력플러스사업은 유형에 따라 약 1.8배에서 최대 2.7배 수준의 높은 사회경제적 파급효과를 지역 경제에 유발하는 것으로 나타났으며, 파급효과의 규모는 주민에게 돌아가는 귀속의 차이에 의해 좌우되었다. 구체적으로 ‘비물적투자 중심 사업’은 동일한 자원을 투입하더라도 타 유형 대비 지역 내 배분이 가장 효과적인 것으로 나타났다. ‘물적투자 중심 사업’의 경우 농촌 내 청년집단에 유의미한 효과를 유발해 기존의 성과 총량만으로는 포착할 수 없었던, 특정 연령집단에서 분배 특성이 발생 되는 것을 확인했다. ‘인적투자 중심 사업’은 주민 참여 시간 등 사회적 가치를 상향해 평가할수록, 다른 사업유형에 비해 파급효과가 크게 증가했다. 이는 정책 설계에 있어, 사회적 기여에 대한 가치 평가 방식에 따라 사업유형 간 우선순위가 달라질 수 있음을 시사한다. 연령별 분석에서는 청년층의 참여 비중이 낮았지만, 일부 사업에서 파급효과가 높게 나타났으며, 유사연령 집단임에도 세부 연령대별 파급효과의 차이가 확인되었다. 이를 통해 참여 규모와 파급효과가 반드시 비례하지 않음을 알 수 있었으며, 연령대별 단위 투입 효용을 고려한 정밀한 분석의 필요성을 확인하였다.

    Rural development programs have evolved from an earlier focus on physical investment toward a broader orientation that emphasizes social value through non-physical and human-centered investment. As projects increasingly encompass diverse tangible and intangible values, the pathways through which spillover effects emerge and benefits accrue have become more complex. However, much of the existing literature has concentrated on aggregate outcomes or on identifying determinants of performance, with limited attention to structural changes in how resources are allocated and how impacts propagate across groups and sectors.
    To address these limitations, this study constructs a Social Accounting Matrix (SAM). Using the SAM, the study examines how resources and efforts invested by project type are distributed across resident groups and industries, and analyzes the resulting ripple effects and transmission pathways throughout the local economy. The empirical case is the Rural New Vitality Plus Project implemented in Cheongju-si, Chungcheongbuk-do, during 2021–2024. The project is classified into three types centered on physical, non-physical, and human investment, and participating residents are disaggregated into detailed age cohorts as key accounts. The SAM is built by integrating project-specific expenditure structures and by reflecting the socioeconomic value of resident participation and space provision, thereby organizing the impact structure of rural development programs within a unified analytical framework.
    The results indicate that the Rural New Vitality Plus Project generates substantial local socioeconomic spillovers, ranging from approximately 1.8 to 2.7 times the initial inputs depending on project type, and that the magnitude of spillovers is largely driven by differences in how benefits accrue to residents. In particular, non-physical investment–oriented projects show the most effective local distribution compared to other types, even with the same level of input. Physical investment–oriented projects produce notable effects for rural youth groups, revealing age-specific distributional characteristics that are not captured by aggregate performance indicators alone. For human investment–oriented projects, spillover effects increase markedly as the social value of resident participation time is valued more highly, implying that the prioritization across project types may vary according to the chosen valuation approach for social contributions. In the age-based analysis, although youth participation is relatively low, some projects exhibit high spillover effects for youth, and differences are also observed across finer age cohorts within similar age groups. These findings suggest that participation scale does not necessarily translate proportionally into spillover magnitude and highlight the need for more granular analysis that considers marginal effectiveness by age cohort.
    This study classifies rural development programs into physical, non-physical, and human investment–oriented types and, from the perspective of policy reach and intergenerational spillovers, identifies the socioeconomic impacts, beneficiary groups, and distribution pathways through which effects spread. By doing so, it aims to contribute to more accurate diagnosis of rural development interventions and to the design of efficient resource allocation strategies and policies that account for differences across project types and resident age cohorts in an environment where the values embedded in such programs continue to diversify.
