기후변화로 인해 국지성 호우에 따른 도시 침수와 여름철 폭염이 동시에 심화되면서, 도시가 직면하는 재난 위험은 단일 재해로 설명하기 어려운 양상을 보이고 있다. 그럼에도 불구하고 기존의 도시 취약성 평가는 단일 재해에 초점을 두거나 자치구 등 비교적 거친 행정단위에 기반하는 경우가 많아, 도시 내부에서 나타나는 미세한 위험 격차를 충분히 포착하지 못한다. 서울은 지난 10년간 침수와 폭염이 반복적으로 발생한 대표적 대도시이며, 불투수면 확대와 지하공간 이용 증가, 사회·공간적 불평등의 심화 등이 위험의 공간적 편차를 더욱 증폭시키는 조건으로 작용해 왔다. 이러한 맥락에서 본 연구는 서울을 대상으로, 수문(침수)–열(폭염) 위험이 연계되어 나타나는 복합 취약성을 행정동 단위에서 정량화할 수 있는 다위험 프레임을 구축하고자 한다.
본 논문은 서울 518개 행정동을 대상으로 침수 발생가능성(H*_i), 폭염 관련 영향(T*_i), 구조적 적응능력(C*_i)을 통합한 다위험 수문–열 취약성 지수(Multi-Hazard Hydrothermal Vulnerability, MHHV)를 제안한다. 침수 발생가능성은 2014–2023년 침수흔적도와 환경예측변수(DEM, 경사, 토지이용, 하천거리, 지형습윤지수, NDVI 등)를 활용하여 MaxEnt 모형으로 30 m 해상도에서 추정하였으며, 검증자료 기준 AUC는 0.824로 양호한 분별력을 보였다. 폭염 관련 영향은 10년 평균 여름철 지표면온도(LST), LST 임계값 기반 분석을 통해 산출한 폭염 핫스팟 누적면적, 그리고 국가 응급실 감시체계에 기반한 온열질환 발생지표(자치구 단위)를 결합하여 구성하였다. 구조적 적응능력은 빗물저류량, 펌핑능력, 우수시설 밀도, 저영향개발(LID) 면적, 녹지비율 등을 활용하여 산정하였으며, 이는 도시 인프라와 회색–녹색 기반이 침수 및 열 스트레스를 완충하는 정도를 반영한다.
각 지표는 0–1 범위로 정규화한 뒤 30 m 격자 결과를 행정동 단위로 집계하였다. 최종 MHHV는 두 재해 위험과 적응능력 결핍을 곱셈 구조로 결합한 기하평균으로 정의된다.

이 구조에서는 침수와 폭염이 동시에 높고 구조적 역량이 낮은 지역에서 MHHV가 크게 산출되며, 반대로 어느 한 축의 위험이 낮거나 역량이 충분한 경우 전체 취약성이 낮아지도록 설계된다. 분석 결과, H*는 불투수면이 높고 저지대·하천 인접성이 큰 하천변 및 분지 지형에서 상대적으로 높게 나타났고, T*는 폭염 핫스팟이 광범위하게 분포하며 온열질환 발생이 높게 보고된 고밀 상업·주거 지역에서 두드러졌다. C*는 우수 인프라와 녹지 기반이 비교적 잘 갖춰진 행정동에서 높게 나타나는 경향을 보였으며, 그 결과 H*와 T*가 중첩되는 동시에 C*가 낮은 지역에서 MHHV 핫스팟이 형성되어 단일 재해 지도만으로는 확인하기 어려운 복합 위험 군집이 드러났다.
또한 H*, T*, C*의 상·하 조합(2³)에 따라 8개 유형의 다위험 취약성 유형화를 제시함으로써, 침수 우세형·폭염 우세형·다위험 고위험/저역량형·저위험/고역량형 등을 구분하였다. 이 유형화는 서울 내부에서의 상대적 패턴을 비교·해석하기 위한 분류로서, 절대적 위험등급을 의미하지 않는다. 종합하면 본 연구는 원격탐사 자료, 재해모형, 인프라 통계를 통합하여 행정동 단위 다위험 수문–열 취약성을 정량화하는 방법을 제시하였으며, 서울 내에서 복합 취약성이 상대적으로 높은 지역을 선별하고 후속 정밀평가 필요 지점을 제시하는 1차 선별을 위한 참고지표로 활용될 수 있다.

Compound flood and heatwave risks are intensifying under climate change, yet most urban vulnerability assessments still concentrate on single hazards or rely on coarse administrative units such as districts or cities. This limitation is particularly consequential for dense megacities, where fine-scale differences in built form, infrastructure, and greenness can produce highly uneven risk patterns within the same jurisdiction. Seoul, one of the most densely populated cities in East Asia, has repeatedly experienced intense pluvial flooding and severe summer heat during the past decade, while impervious surface area, underground space, and socio-spatial inequality have continued to grow. Taken together, these conditions make Seoul a representative case for developing and testing a multi-hazard framework that captures linked hydrothermal risks at a neighborhood scale.
This dissertation develops a Multi-Hazard Hydrothermal Vulnerability (MHHV) index for 518 administrative dongs in Seoul by integrating flood susceptibility (H*_i), heat-related impact (T*_i), and structural adaptive capacity (C*_i). Flood susceptibility is modeled using a MaxEnt approach based on flood trace maps from 2014–2023 and environmental predictors including elevation (DEM), slope, land use, distance to river, topographic wetness index, and NDVI. All variables are prepared at 30 m resolution, and the model achieves an AUC of 0.824 for the test data, indicating good discriminatory performance. Heat-related impact combines 10-year mean summer land surface temperature (LST), cumulative heat hotspot area derived from a threshold-based analysis of LST, and district-level heat-related illness incidence from national emergency-room surveillance data. Structural adaptive capacity is quantified using indicators of rainwater storage volume, pumping capacity, stormwater facility density, low-impact development (LID) area, and green-area ratio, representing the extent to which urban infrastructure and green–blue networks buffer flood and heat stresses.
Each indicators are normalized to a 0–1 range and aggregated from 30 m grids to the administrative-dong level. The MHHV index is then defined as the geometric mean of the two hazard components and the lack of adaptive capacity:

With this multiplicative structure, high values arise primarily where flood and heat hazards are simultaneously high and structural capacity is low; conversely, strong capacity or low hazard in any dimension suppresses overall vulnerability. Spatial analysis shows that H* is highest in low-lying riverfront and basin areas with high imperviousness, whereas T* peaks in dense commercial and residential zones with extensive heat hotspots and high heat-related illness incidence. By contrast, C* tends to be higher in dongs with well-developed stormwater infrastructure and abundant green space. As a result, MHHV hotspots emerge where high H* and high T* overlap and C* remains low, revealing compound-risk clusters that single-hazard maps may not capture.
An eight-type classification based on high/low combinations of H*, T*, and C* further distinguishes flood-dominated, heat-dominated, multi-hazard high-risk with low capacity, and low-risk/high-capacity neighborhoods. Importantly, this typology is intended to represent relative patterns within the study area (Seoul), rather than an absolute risk grading scheme. Overall, the proposed framework demonstrates how remote-sensing products, hazard modeling, and infrastructure statistics can be integrated to evaluate multi-hazard hydrothermal vulnerability at a policy-relevant neighborhood scale. The MHHV index and typology are presented as a screening-level reference to support interpretation and communication of where compound vulnerability may be relatively higher within Seoul and to indicate where more detailed follow-up assessment may be warranted.
