    Climate change necessitates adaptive planning approaches that account for evolving risks and objectives. This study proposes a goal-oriented adaptation pathway for urban heat mitigation by incorporating the dynamics of human heat tolerance into stepwise objective setting. Using the Non-dominated Sorting Genetic Algorithm II (NSGA-II), we derived four pathways corresponding to no, low, medium, and high increases in the threshold temperature at which heat-related mortality occurs. Green infrastructure (GI) technologies—semi-intensive green roofs, street trees, and greenways—were optimized for a vulnerable district in Seoul, Korea, considering trade-offs between cost and cooling effects. Results indicate that pathways with fixed objectives (no adaptation) require substantially greater GI deployment and incur higher long-term costs compared to stepwise pathways that incorporate evolving adaptation levels. For instance, by 2050 the total cost of the no-adaptation pathway was more than twice that of the medium-adaptation pathway. These findings demonstrate that embedding dynamic, stepwise objectives into adaptation pathways not only improves fiscal efficiency but also supports more sustainable and resilient planning. This study contributes a methodological framework that explicitly links health-based adaptation targets with urban cooling strategies, while emphasizing the need for stronger evidence on heat tolerance trajectories to reduce planning uncertainty.

Non-dominated Sorting Genetic Algorithm II(NSGA-II)를 활용하여, 열 관련 사망이 급증하는 임계온도의 증가 수준(없음, 낮음, 중간, 높음)에 대응하는 네 가지 적응 경로를 도출하였다. 서울의 한 취약 지역을 대상으로, 옥상녹화 및 가로녹화 등의 녹색 인프라(Green Infrastructure, GI) 기술을 비용과 냉각 효과 간의 상충 관계(trade-off)를 고려하여 최적화하였다. 분석 결과, 고정된 목표(비적응 경로)를 유지하는 경우, 단계적 목표를 반영한 적응 경로에 비해 훨씬 더 많은 녹색 인프라 구축이 필요하며 장기 비용도 높게 나타났다. 예를 들어, 2050년 기준으로 비적응 경로의 총비용은 중간 수준 적응 경로보다 두 배 이상이었다. 이러한 결과는 동태적이며 단계적으로 발전하는 목표를 적응 경로에 내재화하는 것이 재정 효율성을 높일 뿐 아니라, 보다 지속가능하고 회복력 있는 계획 수립을 지원함을 보여준다. 본 연구는 건강 기반의 적응 목표를 도시 냉각 전략과 명시적으로 연계하는 방법론적 틀을 제시하며, 계획상의 불확실성을 줄이기 위해 열 내성 변화 경향에 대한 보다 확실한 근거 확보의 필요성을 강조한다.
