디지털 전환은 경제 발전과 공공 거버넌스를 형성하는 핵심 요인으로 부상하였으나, 기존 연구에서는 디지털 기술의 도입 여부에 초점을 맞춘 협소한 접근이 주를 이루어 왔다. 이에 본 연구는 디지털 전환을 기술 채택을 넘어서는 체계적(systemic) 과정으로 재정의하고, 디지털 기반(digital foundations)이 국가 디지털 인프라 성과에 어떠한 방식으로 연관되는지를 사이버-물리 시스템과 회복탄력성 관점에서 분석한다.
본 연구는 사이버-물리 시스템 위험 이론, 시스템 회복탄력성 이론, 디지털 회복탄력성 이론의 이론적 결합을 통해 국가 디지털 인프라를 디지털 요소와 물리적 요소가 긴밀히 결합된 통합 시스템으로 개념화한다. 디지털 기반은 광대역 연결성과 인프라, 클라우드 컴퓨팅 및 데이터 센터, 디지털 공공 인프라의 세 구성요소로 정의되며, 국가 디지털 인프라 성과는 성숙도, 안정성, 회복탄력성을 포괄하는 네 가지 지표—전자정부 발전지수(EGDI), 네트워크 준비도 지수(NRI), 글로벌 사이버보안 지수(GCI), INFORM 인프라 대응역량 지수—를 통해 측정된다.
실증분석을 위해 본 연구는 2015–2024년 기간 동안 193개국을 포괄하는 국가–연도 패널 자료를 구축하였다. 원자료 기반의 기술통계 분석 결과, 디지털 기반과 인프라 성과 모두에서 국가 간 이질성이 매우 크며, 인터넷 교환 지점과 데이터 센터와 같은 핵심 백본 인프라가 소수 국가에 집중되어 있음을 확인하였다. 이는 높은 디지털 발전 수준이 반드시 사이버 또는 물리적 회복탄력성과 동반되지 않음을 시사한다. 이러한 기술통계 결과를 보완하기 위해, 본 연구는 연도 고정효과를 포함한 랜덤효과 패널 회귀모형을 추정하였으며, 설명변수에 대해서만 국가 내 보간법을 적용하고 종속변수는 보간하지 않았다.
분석 결과, 디지털 기반과 국가 디지털 인프라 성과 간의 관계는 성과의 유형에 따라 상이하게 나타났다. 전자정부 성숙도는 인터넷 이용률, 모바일 광대역 보급률, 그리고 공공 부문의 디지털 역량과 밀접하게 연관되어 있는 반면, 네트워크 준비도는 고정형 광대역 인프라와 디지털 경제 역량과의 관련성이 더 강하게 나타났다. 사이버 회복탄력성은 연결성의 규모보다는 제도적 역량과 거버넌스 품질과의 연관성이 두드러졌으며, 물리적 인프라 대응역량은 디지털 연결성과 디지털 기반 공공 시스템과 음의 관계를 보여, 위기 상황에서의 조정 능력과 접근성 개선을 통한 회복 효과 가능성을 시사한다. 이러한 결과는 디지털 기반이 국가 디지털 인프라의 성숙성과 회복탄력성을 위한 필요조건이지만 충분조건은 아님을 실증적으로 뒷받침한다.
한국 사례 분석은 첨단 디지털 기반을 갖춘 국가에서도 인프라 구조가 중앙집중적이고 지리적으로 편중될 경우 시스템적 취약성이 발생할 수 있음을 보여준다. 본 연구는 국가 디지털 인프라 성과가 단순한 기술 수준이 아니라, 디지털 기반이 어떠한 시스템 구조와 거버넌스 체계 속에 내재화되어 있는지에 의해 결정된다는 점을 강조한다. 사이버와 물리적 위험의 결합을 전면에 제시함으로써, 본 연구는 지속 가능하고 회복탄력적인 국가 디지털 인프라 설계를 위한 분석 틀을 제공한다.

Digital transformation has become a central driver of economic development and public governance, yet its analytical treatment often remains narrowly focused on the adoption of digital technologies rather than on the structural conditions that shape system-level performance and resilience. This study reframes digital transformation as a systemic process and examines the role of digital foundations in shaping national digital infrastructure performance from a cyber-physical and resilience-oriented perspective.
Building on the theoretical convergence of cyber-physical systems risk, systemic resilience theory, and digital resilience theory, the study conceptualizes national digital infrastructure as an integrated system in which digital and physical layers are tightly interdependent. Digital foundations are defined as a set of three core components: broadband connectivity and infrastructure, cloud computing and data centers, and digital public infrastructure. National digital infrastructure performance is operationalized through four widely used indices capturing complementary dimensions of maturity, stability, and resilience: the E-Government Development Index, the Network Readiness Index, the Global Cybersecurity Index, and the INFORM Risk Index component on lack of coping capacity in infrastructure.
Empirically, the study constructs an unbalanced country–year panel covering 193 countries over the period 2015–2024. Descriptive statistics based on raw data reveal substantial cross-country heterogeneity and strong concentration of advanced backbone infrastructure, indicating that high levels of digital development do not necessarily coincide with strong cyber or physical resilience. To examine conditional associations, the study estimates panel regression models using random effects with year fixed effects and country-clustered standard errors. Missing values in explanatory variables are addressed through within-country imputation, while dependent variables are not imputed.
The regression results indicate that the relationship between digital foundations and infrastructure performance varies systematically across outcome dimensions. E-government development is most closely associated with user-level connectivity and public-sector digital capability, while network readiness depends more strongly on fixed broadband infrastructure and digital economy capacity. Cyber resilience is primarily associated with institutional and governance capacity rather than with the scale of connectivity, and physical infrastructure coping capacity is negatively associated with digital connectivity and digitally enabled public systems, suggesting potential resilience-enhancing effects through improved coordination and access. These findings support the central argument that digital foundations are necessary but not sufficient conditions for mature, stable, and resilient national digital infrastructure systems.
A discussion of South Korea illustrates how advanced digital foundations can coexist with systemic vulnerability when infrastructure architectures are highly centralized and geographically concentrated. The study concludes that national digital infrastructure performance depends critically on how foundational digital capacities are embedded within system architectures and governance arrangements that shape redundancy, diversification, and recovery capacity. By foregrounding the coupled nature of cyber and physical risks, the study contributes to the literature by offering a resilience-oriented analytical framework for assessing and designing sustainable national digital infrastructures.
