    인도네시아는 환태평양 조산대(일명 '불의 고리')에 위치한 지리적 특성상 광범위한 자연 재해 위험에 노출되어 있어, 현대적이고 통합된 다중 재해 조기 경보 시스템(MHEWS)의 구축이 필수적이다. 그러나 쓰나미 이후 감시 기술에 대한 상당한 투자에도 불구하고, 현재 국가 조기 경보 아키텍처는 여전히 여러 기관과 법적 권한, 기술 플랫폼 전반에 걸쳐 파편화되어 있다.
    본 논문은 설명적 순차 혼합 연구 방법(Explanatory Sequential Mixed-Methods design)을 적용하여 거버넌스 구조, 법적 프레임워크, 기술적 역량이 어떻게 상호작용하여 인도네시아 MHEWS의 효과성을 결정짓는지 고찰한다. 재난 관리 실무자 100명을 대상으로 한 설문 조사 결과, 거버넌스·법률·기술의 세 가지 측면에서 시스템의 효과성은 보통 수준으로 나타났으나, 부처 간 조정, 규제 집행, 시스템 상호운용성에서는 지속적인 격차가 확인되었다.
    국가 및 지방 당국과의 심층 인터뷰를 통해 도출된 정성적 분석 결과는 부처 이기주의(sectoral ego), 취약한 데이터 거버넌스, 유지보수 예산 부족, 그리고 입증된 효과성에도 불구하고 저조한 지역사회 구조의 활용 등이 문제의 근본 원인임을 보여주었다. 지진 및 화산 감시와 같은 상류(upstream) 단계의 위험 탐지 역량은 견고한 반면, 하류(downstream) 단계의 정보 전파와 지역사회 참여는 일관성이 부족하여 취약 계층이 적절히 보호받지 못하고 있는 실정이다.
    분석 결과, 현행 법적 프레임워크는 재해별 시스템을 통합하는 데 요구되는 구체성과 강제성이 결여되어 있으며, 지역 수준의 정치적 의지 또한 불균형한 것으로 나타났다. 본 연구는 인도네시아의 MHEWS가 직면한 난관이 거버넌스, 법률, 기술 간의 불일치에서 기인하는 근본적이고 시스템적인 문제라고 결론짓는다. 이에 따라 제도적 조정을 강화하고, 데이터 상호운용성을 의무화하며, 사람 중심의 접근법을 내재화하는 3대 통합 프레임워크를 제안함으로써, 인도네시아가 보다 회복력 있고 포용적인 조기 경보 생태계로 나아갈 수 있는 방향을 제시한다.

Qualitative interviews with national and provincial authorities further illuminate root causes, including sectoral ego, weak data governance, limited maintenance budgets, and the underutilization of community structures despite their proven effectiveness. While upstream hazard detection such as seismic and volcanic monitoring is robust, downstream dissemination and community engagement remain inconsistent, leaving vulnerable groups inadequately protected. The analysis demonstrates that legal frameworks lack the specificity and enforceability required to integrate hazard-specific systems, while political will at regional levels remains uneven. The study concludes that Indonesia’s MHEWS challenges are fundamentally systemic, arising from misalignment among governance, law, and technology. It proposes a three-pillar integrated framework to strengthen institutional coordination, mandate data interoperability, and embed people-centered approaches, positioning Indonesia to advance toward a more resilient and inclusive early warning ecosystem.
