    본 논문은 공공 부문의 인적 자본과 국가의 디지털 전환 준비도 간의 관계를 검토한다. 2010년부터 2024년까지의 유엔 전자정부 발전지수(EGDI) 및 유로스타트 데이터를 기반으로 한 패널 분석을 통해 27개 EU 회원국을 비교하여 국가 차원의 디지털 준비도에서 인적 자본 개발 차이의 역할을 규명한다. 고등교육 수준, 직원 교육 과정 참여도, 인력 개발에 대한 국가 투자가 전자정부 성과 향상에 미치는 영향을 분석한다. 패널 회귀 및 상관관계 분석을 보완하여 정량적 결과를 연구 대상 집단 맥락에 위치시키기 위해 슬로바키아 공무원 10명을 대상으로 질적 인터뷰를 실시하였다. 연구 결과 전자정부 준비도, 직원 지속적 교육, 인적 자본 투자는 긍정적 상관관계를 보인다. 개선 속도가 더딘 슬로바키아는 관리층 간 조율 부재와 공공행정 분야 체계적·지원형 교육 정책 부재로 EU 평균을 밑도는 수준이다. 본 논문은 디지털 전환이 단순히 인프라에만 의존하지 않으며, 근본적으로 인적 요소, 특히 문화·리더십·특정 역량 구축에 달려 있음을 지적한다. 공공 부문의 유연성 제고와 국가 생산적 업무에 기술 혁신을 지속적으로 도입하기 위한 정책 권고사항으로는 개인 맞춤형 학습 기회, 전략적 커뮤니케이션, 리더십 교육이 제시된다.

    This thesis examines the relationship between human capital within the public sector and a country’s readiness for digital transformation. The panel analysis, based on the United Nations E-Government Development Index (EGDI) and Eurostat data covering 2010-2024, compares 27 EU member states to determine the role of differences in human capital development in digital readiness at the national level. It examines the impact of higher education levels, employee engagement in the training process, and the state investment in workforce development on the better results on e-governance. To supplement the panel regression and correlation analysis to place the quantitative results in the context of the population under study, qualitative interviews were conducted with ten Slovak public officials. The results indicate that e-governance readiness, continuous training of employees, and investment in human capital are positively related. Despite the slow improvement, Slovakia remains below the EU average due to the inability to coordinate managers and the absence of the systematic and supported training policy in the sphere of the public administration. The paper observes that digital transformation does not merely depend on infrastructure alone, but fundamentally it is dependent on people, and more so the culture, leadership, and certain capacity building. Individualized learning opportunities, strategic communication, and training as leaders are the policies recommendations that are aimed at the enhancement of the flexibility of the public sector and the continuous implementation of technological innovations into the productive work of the states.

    This thesis examines the relationship between human capital within the public sector and a country’s readiness for digital transformation. The panel analysis, based on the United Nations E-Government Development Index (EGDI) and Eurostat data covering 2010-2024, compares 27 EU member states to determine the role of differences in human capital development in digital readiness at the national level.
