Evaluating Philippine E-Governance : Assessing the Impact of Socio-Economic Conditions on E-Participation through the eGovPH Super App = 필리핀 전자 정부 평가: eGovPH Super App을 통한 사회경제적 조건이 전자 참여에 미치는 영향 평가

This paper seeks to evaluate the impact of various socio-economic conditions, namely age, educational attainment and income level, on e-participation among Filipinos. With a growing population of internet and mobile users, the Philippines has been steadily streamlining and enhancing the delivery of its services to Filipinos all over the country. The study utilizes a capabilities approach to explain how specific socio-economic conditions can impact the levels of e-participation among Filipino citizens through the use of the eGov PH Super App, a mobile application developed by the Philippine government in order to provide a more efficient and convenient platform for the delivery of government services. Utilizing a mixed-methods approach, the paper seeks to evaluate how age, educational attainment, income level and location impact the perception and levels of e-participation within the Philippines. The study seeks to provide discussion and analysis to develop sound policy recommendations in addressing gaps and challenges faced by Philippine e-government systems, as well as develop means of encouraging citizen engagement and participation through digital government platforms.

국문 초록 (Abstract)

본 논문은 연령, 교육 수준, 소득 수준 등 다양한 사회경제적 조건이 필리핀 국민의 전자정부 참여에 미치는 영향을 평가하고자 합니다. 인터넷 및 모바일 사용자 수가 증가함에 따라 필리핀은 전국 국민에게 더욱 효율적이고 편리한 정부 서비스 제공을 위해 지속적으로 서비스 제공 방식을 개선해 왔습니다. 본 연구는 역량 접근법을 활용하여 필리핀 정부가 효율적이고 편리한 정부 서비스 제공 플랫폼으로 개발한 모바일 애플리케이션인 eGov PH 슈퍼 앱을 통해 특정 사회경제적 조건이 필리핀 시민의 전자정부 참여 수준에 미치는 영향을 분석합니다. 또한, 혼합 연구 방법을 사용하여 연령, 교육 수준, 소득 수준, 거주 지역이 필리핀 국민의 전자정부 참여에 대한 인식과 수준에 미치는 영향을 평가합니다. 본 연구는 필리핀 전자정부 시스템이 직면한 격차와 과제를 해결하고, 디지털 정부 플랫폼을 통해 시민 참여를 증진하는 방안을 모색하기 위한 정책 제안을 제시하는 데 기여하고자 합니다.
