This study examines the mediating role of ethical climate in the relationship between ethical leadership and organizational commitment among public employees in Ecuador’s Office of the Comptroller General. Ethical leadership, characterized by integrity, fairness, and accountability, plays a critical role in shaping the ethical climate of public institutions, which, in turn, influences employees’ affective and commitment to their organization. While prior research has explored these relationships in Western and corporate contexts, limited empirical evidence exists from Latin American public sector organizations.
Drawing on survey data from 695 employees across multiple departments and institutional levels, this study employed validated measurement scales and statistical analyses, including mediation models, to test three core hypotheses, The results reveal that ethical leadership positively affects both ethical climate and organizational commitment and that ethical climate partially mediates this relationship. These findings highlight the importance of fostering ethical leadership and a supportive climate to develop of committed and engaged public workforce.
By bridging theoretical insights with practical strategies, this research contributes to the growing literature on public sector ethics and provides evidence-based recommendations for strengthening integrity, trust, and accountability in public auditing institutions. These lessons derived from this study extend beyond Ecuador and are relevant to oversight bodies and public organizations operating in similar governance contexts.
