    본 논문은 다양한 제도적 환경에서의 공정한 배분 문제와 이분적 공공의사결정을 위한 메커니즘 설계를 연구한 네 편의 논문으로 구성된다. 제1장과 제2장은 위계 구조를 가지는 환경에서의 배분 문제를 분석하며, 제3장은 정부 간 재정 이전과 재정 형평화 제도를 다룬다. 마지막으로 제4장은 금전적 이전을 수반하는 이분적 공공의사결정 문제에서의 메커니즘 설계를 연구한다.

    This collection of essays investigates fair allocation in several institutional environments and mechanism design for binary public decisions. The first two chapters study allocation problems in hierarchical settings, where agents are connected through directed relations of claims or responsibilities. The third chapter examines intergovernmental fiscal transfers and fiscal equalization. The final chapter considers mechanism design for binary public decisions with monetary transfers.

    Chapter 1 considers a model of a joint venture in which returns are generated through collaboration with superiors in a hierarchical organization (a directed network without undirected cycles). A coalition that contains all of its members’ superiors (as well as the members themselves) is regarded as having collective ownership of the coalition’s returns. The main axiom for allocating these returns is monotonicity with respect to collective ownership. Axiomatic characterizations of monotonic allocation rules are established, and these rules are represented as hierarchical transfers of returns at each position to superiors. When transfer rates are symmetric, the rules coincide with geometric rules, in which ownership rates form a geometric sequence moving up the hierarchy. Other fair allocation rules arise under asymmetric transfer rates; a focal example is the hierarchical equal sharing rule, which is shown to be the unique rule satisfying equal treatment.

    Chapter 2 extends the model of Chapter 1 by generalizing hierarchies to directed networks without directed cycles. Within this broader class of hierarchies, we further investigate coalition monotonicity. We show that it is equivalent to several axioms of non-manipulability and independence. Among the rules satisfying coalition monotonicity, we characterize hierarchical ownership rules, which allocate an agent’s returns to his superiors according to predetermined ownership rights. Licensing rules of Harless (2020) and the hierarchical equal sharing rule of Ni and Wang (2007) are examples within this class. We pin down these rules by imposing equal treatment of agents with equal source and aggregate contribution invariance.

    Chapter 3 investigates fair intergovernmental fiscal transfers aimed at rectifying regional imbalances. Large disparities in income, development, and public service provision weaken both economic performance and social cohesion. Some countries, such as Korea and Japan, use shortfall-based fiscal equalization schemes in which only local governments with fiscal shortfalls receive some transfers, while local governments with fiscal surpluses neither receive nor contribute to the system. This chapter proposes and characterizes a class of such shortfall-based transfer rules. The rules are axiomatized by rational-bounds axioms designed to promote solidarity. The main axiom, individual rationality, requires that every local government be made better off after transfers. We evaluate the inequality-reducing effects of these rules theoretically using Lorenz order comparisons and empirically using Gini indices computed from Korean fiscal data. The chapter contributes to the normative foundations of equitable and disciplined fiscal equalization.

    Chapter 4 revisits binary public decision problems with monetary transfers. The analysis focuses on (probabilistic) mechanisms in which a social planner chooses the probability of implementing one of two alternatives and assigns monetary transfers based on agents’ reported valuations, assuming quasi-linear preferences. In this setting, no feasible mechanism can simultaneously satisfy Pareto efficiency and strategy-proofness (Green and Laffont, 1979). As second-best solutions, we characterize mechanisms that are Pareto undominated within the class of feasible and strategy-proof mechanisms. We show that, within the class of anonymous, strategy-proof, deterministic, and feasible mechanisms, those satisfying winner-pay principle are undominated if and only if they satisfy the axioms of robust unanimity and approximate local budget balance. Among these undominated mechanisms, those that remain undominated even when compared with all strategy-proof and feasible mechanisms are identified by imposing an additional no-edge condition. Within this refined class, the pivotal mechanism emerges as the unique mechanism satisfying decision efficiency, while decisive majority voting mechanisms are the unique ones satisfying budget balance.
