    세계 여러 도시들은 교통 혼잡, 분산형 도시 개발, 기후 변화에 대응하기
    위해 다양한 도시계획 개념을 도입해 왔다. 특히 코로나 19 팬데믹 이후에는
    적극적인 이동수단을 통해 접근성을 개선하고 자동차 의존적 생활방식을
    줄이려는 움직임이 전 세계적으로 더욱 주목받고 있다. 미얀마 역시 이와
    같은 문제에 직면해 있으며, 양곤 도심(Yangon’s Central Business District,
    CBD)의 남쪽에 위치한 달라(Dala) 지역은 그 대표적 사례이다. 이 지역은
    CBD 와 지리적으로 매우 가깝지만, 필수 생활편의시설 접근성이 부족해
    공간적 불평등이 심화되어 왔다. 향후 CBD 과 달라를 연결하는 신규 교량이
    완공되면 이 지역은 2023 년 약 18 만명에서 2050 년 35 만 명으로 인구가
    급증할 것으로 예상되며, 이는 기존의 도시계획 문제를 더욱 가중시킬 수
    있다. 그럼에도 불구하고 ‘15 분 도시(15-minute city)’ 개념은 미얀마
    교외 지역에서 아직 충분히 검토된 바가 없다. 본 연구는 GIS 기반
    공간분석과 15 분 도시 프레임워크를 활용하여 달라 타운십의 기본
    생활편의시설 접근성을 평가하였다. 네트워크 서비스 영역 분석(NetworkService Area Analysis)과 커널 밀도 추정(Kernel Density Estimation)을
    결합해 공공시설의 공간적 분포를 파악하였으며, 가중선형결합(WLC)에
    기반한 다기준 의사결정(MCDA)을 적용해 시민 선호와 공간요인을 모두
    고려한 신규 시설 입지의 적합성을 도출했다. 연구 결과, 교육시설은 전체
    주민의 99.7%의 영향권 안에 있는 반면 병원, 공원, 놀이터 등은 40% 미만의
    주민만이 이용할 수 있으며, 시장과 식료품점은 약 66.7%의 주민에게만 접근
    가능한 것으로 나타나 큰 격차가 존재함을 확인했다. MCDA 분석 결과는
    특히 서비스 소외가 심하고 빠르게 도시화되고 있는 지역 내에서 우선적으로
    개발해야 할 구역을 제시하였다. 종합적으로, 본 연구는 GIS–MCDA 통합
    접근법이 15 분 도시 개념에 부합하는 근접성 기반의 공평한 도시계획을

    The world has witnessed various concepts of urban planning around cities aimed at addressing issues of traffic congestion, dispersed development, and climate change. Following the COVID-19 pandemic, the attention of the world to enhancing accessibility through active mobility and minimizing car-dependent living conditions has been heightened. The same case is evident in Myanmar, where Dala Town is a section found south of the Central Business District of Yangon. A lack of access to the required amenities makes this town underserved, yet it is too close and increasingly spatially unequal. As another future bridge would link Dala to the CBD, the town is expected to experience high population growth, increasing from 182,713 residents in 2023 to 350,000 residents by 2050, which would intensify the planning issues. Nevertheless, the 15- minute city is not introduced in suburban Myanmar. This study evaluates the availability of fundamental facilities in the Dala Township, with reference to a spatial analysis of the GIS and to the 15-minute city model. Network Service Area Analysis was integrated with Kernel Density Estimation to examine the spatial distribution of the public amenities, whereas MCDA was implemented using a weighted linear combination to demonstrate where the best location would be developed to provide new facilities based on the citizen preferences and the geospatial concerns. It has been found that there are huge variations in the fact that the schools are reaching almost 100% of the population, whereas the hospital, parks, and playgrounds reach below 40 %, and markets and grocery stores reach approximately 66.7%. The results of MCDA have provided the areas of new development to be prioritized, which are found in the underserved and fast-urbanizing areas. A combined GIS-MCDA model is quite useful in aiding proximity-based and fair urban planning that is appropriate to the 15-minute city model.
