Reinforced concrete (RC) columns serve as primary structural members that support gravity loads and resist lateral forces induced by seismic events, thereby ensuring overall structural stability. However, under strong ground motions, their behavior becomes highly nonlinear and exhibits distinct hysteretic characteristics. Thus, a clear understanding of their seismic behavior is fundamental to achieving reliable structural design. However, because earthquakes have inherently three-dimensional and dynamic characteristics, accurately simulating them in experiments requires precise control of both the axial load and multi-directional lateral displacements. Achieving such control, however, poses significant technical challenges, and as a result, most previous tests have been limited to unidirectional or quasi-static conditions. Consequently, the actual structural behavior under seismic loading has not yet been fully understood. In this study, a new control strategy was developed to address the previously identified technical challenges in controlling axial load and multi-directional lateral displacements by using the Adaptive Time Series (ATS) compensator and a new Flexible Loading Beam (FLB). By employing these techniques, the existing limitations were effectively overcome, enabling a more accurate and realistic investigation of the seismic behavior of RC columns. The experimental program was validated through cyclic loading tests on six RC column specimens representing various combinations of loading rates (fast and slow), lateral loading directions (unidirectional and bi-directional), and the first stirrup location. Based on the test results, this study analyzed several response parameters, including the lateral load–drift ratio relationships, deformation capacity, rebar strain, energy dissipation capacity, and equivalent viscous damping. Consequently, the proposed control strategy achieved stable and accurate control of both the axial load and multi-directional lateral displacements. Furthermore, it was observed that the shear strength increased under fast cyclic loading compared with slow cyclic loading, and that failure progressed more rapidly under bi-directional lateral loading than under unidirectional lateral loading. These analyses indicate that loading rate and lateral loading direction significantly affect the seismic performance of RC columns, suggesting that these factors should be appropriately considered in future performance evaluations and design provisions.
