    본 논문은 몽골의 조드(Dzud)로 인한 이주 현상을 단순한 환경 재해의 결과가 아닌 거버넌스 실패의 산물로 규명한다. 기후재해인 조드는 몽골 목축경제에 오래전부터 영향을 미쳐왔지만, 1990년대 이후 사회주의 집단농장(negdel)의 해체와 급격한 신자유주의적 탈중앙화로 인한 국가 주도의 재해관리체계 붕괴 속에서 사회‧경제적 재난으로 변모하였다. 이러한 전환은 국가 차원의 거버넌스 공백(Governance Vacuum)을 초래하여 재해 위험을 개인과 지역정부에 전가 시켰으나, 이에 대응할 제도적 역량은 충분히 구축되지 못했다.

    본 연구는 질적 연구방법과 다층적 거버넌스 분석틀을 활용하여, 국가(거시)–지방정부(중간)–가구(미시) 수준 간의 ‘취약성 전이(vulnerability transfer)’ 과정을 추적하였다. 진스트(Jinst), 체체를렉(Tsetserleg), 차간울(Tsagaan-Uul) 솜(soum)을 비교한 사례분석 결과, 조드 피해의 규모는 기후의 강도보다 지방정부의 역량에 따라 달라짐이 확인되었다. 지역정부가 사료 비축 및 재난 대응체계를 통해 상위 수준에서 전이된 취약성을 흡수할 경우, 목축민의 생계는 유지되었으나, 이를 수행하지 못한 지역에서는 가계의 전면적 붕괴와 도시로의 강제 이주가 발생하였다.

    따라서 본 연구는 조드로 인한 농촌의 기후충격과 울란바토르의 도시빈곤 위기가 국가 주도의 취약성 전이를 통해 구조적으로 연결되어 있음을 밝힌다. 이는 몽골의 도시화 위기를 단순한 자연재해의 결과가 아닌 거버넌스 실패의 결과로 재해석하며, 재난 위험 거버넌스, 기후이주, 탈사회주의 국가 전환에 관한 학문적 논의에 기여한다.

    This thesis examines dzud-induced migration in Mongolia as a consequence not merely of environmental stress but of institutional failure. While dzud—a cyclical climatic disaster combining summer drought and harsh winter—has long affected Mongolian pastoralism, its transformation into a socio-economic catastrophe after the 1990s reflects the collapse of state-led disaster governance. The dismantling of socialist collectives (negdel) and rapid neoliberal decentralization produced a governance vacuum that privatized disaster risk without providing adequate institutional capacity at national or local levels.

    Using a qualitative, multi-level governance framework, this study traces how vulnerability was transferred from the state (macro) to local governments (meso) and finally to herding households (micro). Comparative case studies—Jinst, Tsetserleg, and Tsagaan-Uul soums—reveal that dzud outcomes vary not by climate severity but by local governance capacity. Where local institutions absorbed transferred vulnerability through effective fodder management and coordination, herders preserved livelihoods; where they failed, households faced total livestock loss and were forced into urban migration. The study thus conceptualizes Mongolia’s urban crisis as a product of state-led vulnerability transfer, linking rural ecological collapse with urban poverty. By identifying governance, rather than climate alone, as the critical variable shaping migration, this research contributes to broader debates on disaster risk governance, climate migration, and post-socialist state transformation.
