본 연구는 미국 연방정부의 재난지원 프로그램인 Public Assistance(PA)와 Hazard Mitigation(HM) 투자가 미국 카운티 단위의 사회‧경제적 지표에 어떠한 영향을 미치는지를 실증적으로 분석함으로써, 재난지원 정책이 지역적 취약성과 제도적역량에 따라 상이하게 작동한다는 점을 규명한다. 기존 문헌에서는 연방 재난지원이 지역경제 활성화, 고용 회복, 복구 속도개선에 기여한다는 긍정적 서술이 존재하는 반면, 인종, 계급, 행정역량, 제도적 기반과 같은 구조적 요인이 재난 지원의 효과를 심각하게 제약할 수 있다는 비판적 접근 또한 꾸준히 제기되어 왔다. 이러한 이론적 논쟁을 바탕으로 본 연구는 미국전역의 카운티 수준 패널 데이터를 구축하고, 연방 재난 지원금의 지급이 실업률, 1인당 소득, 무보험자 비율이라는 세 가지핵심 사회‧경제적 성과 지표에 미치는 영향을 계량적 인과추정 기법을 통해 추정하였다.
분석에는 고정효과를 포함한 최소자승법(OLS), 성향점수매칭(PSM), 그리고 일반화 랜덤 포레스트(GRF) 기법을 병행하여 적용함으로써, 전통적 선형 모형에서 포착되지 않는 비선형적 관계와 이질적 처리효과(Heterogeneous Treatment Effects)를 함께 검증하였다. 이러한 다층적 분석 전략은 단일 모형에 의존할 때 발생할 수 있는 식별상의 편향을 줄이고, 재난지원 효과가 사회경제적 취약성 수준에 따라 어떻게 달라지는지를 보다 정교하게 드러내는 데 목적이 있다. 그 결과, 평균적 효과 수준에서는 PA와 HM 모두 전반적으로 실업률 감소를 통한 고용 개선, 1인당 소득 증가, 무보험자 비율 감소와 같은긍정적 영향을 미치는 것으로 나타났다. 특히 PA는 단기간의 고용 안정과 소득 개입 효과가 강하게 나타났으며, HM은 예방적 재난 투자인 특성에도 불구하고 소득 증가 및 무보험자 비율 감소에 유의미한 효과를 보였다. 이는 재난 지원이 단순한복구를 넘어 지역경제의 안정성과 주민의 사회적 안전망에 기여할 가능성을 시사한다.
그러나 GRF를 활용한 이질적 효과 분석은 이러한 평균적 효과가 모든 지역에 동일하게 적용되지 않음을 명확히 보여준다. 중간 수준의 취약성을 가진 카운티에서는 PA와 HM이 상당한 긍정적 효과를 창출하지만, 취약성이 매우 높은 카운티—특히 무보험자 비율이 높고 행정역량이 낮으며 노동시장이 취약한 지역—에서는 유의미한 개선이 나타나지 않거나, 일부경우에는 소득 감소 혹은 고용 악화와 같은 부정적 효과가 나타났다. 반대로 경제적·제도적 기반이 비교적 안정된 카운티에서는 동일한 액수의 연방 지원도 더 큰 효과를 발휘하였다. 이러한 패턴은 구조적 취약성이 지원금의 전환 능력을 제약하여, 정책적 자원이 동일하게 투입되더라도 지역 간 결과의 불평등이 지속될 수 있음을 시사한다.
이러한 결과는 재난 지원의 효과가 단순히 재정투입의 규모에 의해 결정되는 것이 아니라, 투입된 지원금을 지역사회가 얼마나 효과적으로 흡수하고 활용할 수 있는지, 즉 제도적 역량과 사회경제적 구조가 결정적 요인임을 보여준다. 구조적취약성이 심한 지역에서는 반복되는 재난 충격과 불충분한 복구가 결합되어 지속적인 “빈곤 함정(poverty traps)”을 형성하며, 이러한 조건에서는 동일한 재난 지원이 기대한 효과를 발휘하기 어렵다. 이 점에서 본 연구의 결과는 전통적 복구 중심재난정책이 가진 한계를 비판하고, 제도적·사회적 기반을 강화하는 방향으로 정책이 전환될 필요성을 강조한다.
또한 본 연구는 재난정책의 효과가 행정 역량, 사회보장 제도, 건강보험 범위, 노동시장 안정성 등 복지국가적 조건과밀접히 연관된다는 점을 실증적으로 보여줌으로써, 재난정책을 사회정책·경제정책·보건정책 등과 통합적으로 이해해야 한다는 이론적 함의를 제시한다. “정상(normal)”으로의 복귀는 구조적 취약성이 존재하는 사회환경에서는 충분하지 않으며, 오히려 재난 경험은 취약성을 재생산하는 기존 구조를 개혁하고 장기적 회복력(resilience)을 구축하는 계기로 활용되어야한다는 점이 논의된다.
이러한 함의는 미국에 국한되지 않으며, 한국의 재난정책에도 중요한 시사점을 제공한다. 한국은 중앙정부 중심의 법·제도적 재난관리 체계를 갖추고 있으나, 실제 정책 집행과 복구 과정은 지방정부의 행정역량, 재정 여력, 지역사회 기반에크게 의존한다. 인구 고령화, 지역 간 경제 격차, 비수도권의 재정·행정 역량 약화와 같은 구조적 문제를 고려할 때, 본 연구에서 확인된 재난지원 효과의 이질성은 한국에서도 유사하게 나타날 가능성이 크다. 따라서 재난정책은 단순한 피해 복구나 일회성 지원을 넘어, 사회보장 제도, 행정역량 강화, 지역 개발 정책과 연계된 통합적 접근으로 설계될 필요가 있다.
본 연구는 실증적 기여와 함께 몇 가지 한계를 지니며, 이는 향후 연구 과제를 제시한다. 첫째, 본 연구는 재난 강도의 미세한 차이를 반영하는 세부 물리적 노출 지표(침수 깊이, 바람 강도, 손상 평가 등)를 포함하지 못했다. 둘째, 5년이라는 짧은패널 기간은 HM과 같은 장기적 투자 프로그램의 중·장기 효과를 충분히 포착하기 어렵다. 셋째, 행정역량, 정치적 환경, 사회자본 등 지역의 제도적 특성은 정량적 변수로 제한적으로만 측정되었으며, 향후 연구는 정성적 자료나 복합지표 구축을통해 이를 보완할 수 있을 것이다.
그럼에도 본 연구는 재난지원이 지역사회에 미치는 영향을 종합적으로 분석함으로써, 재난정책이 구조적 취약성을 고려하지 않을 경우 불평등을 완화하기보다 재생산할 수 있음을 보여준다. 재난은 단순한 물리적 충격이 아니라 기존 사회 구조를 시험하는 사건이며, 재난정책의 궁극적 목표는 단기적 복구가 아니라 장기적·구조적 회복력의 증진에 있다. 이러한관점에서 본 연구는 미국과 한국을 포함한 여러 국가에서 재난정책을 재정투입, 제도적 역량 강화, 취약성 저감 전략이 통합된 방향으로 발전시켜야 하는 것을 시사하며, 본 연구는 그러한 정책적 전환의 필요성을 실증적으로 뒷받침하는 자료를 제공한다.

Climate-related disasters are becoming more frequent and severe, yet little is known about whether large-scale federal assistance genuinely improves the socioeconomic conditions of affected communities. Although substantial research highlights inequalities in exposure, preparedness, and household recovery, far less evidence explains how disaster spending shapes community-level labor markets, income, or resilience capacity. Existing studies typically focus on individual programs, single disaster events, or household surveys with limited national scope or temporal depth. This study addresses this gap by providing a nationwide, multi-year causal assessment of how major federal disaster assistance—both post-disaster recovery spending and pre-disaster mitigation investment—affects socioeconomic vulnerability across U.S. communities.
Using a comprehensive dataset covering all U.S. counties from 2014 to 2018, merged with granular Social Vulnerability Index indicators and federal disaster spending records, the analysis examines the effects of key assistance programs on unemployment, per-capita income, and resilience capacity (measured through uninsurance rates). In this context, Federal Emergency Management Agency’s Public Assistance and Hazard Mitigation programs function as the primary channels for distributing post-disaster reconstruction funds and pre-disaster risk-reduction investments. As the largest sources of federal disaster spending at the community level, they offer a critical test of whether national policy alleviates or reinforces socioeconomic vulnerability. To address the high dimensionality and endogeneity inherent in disaster policy, the study employs a triangulated estimation strategy that combines fixed-effects ordinary least squares (OLS), propensity score matching (PSM) with regression adjustment, and generalized random forests (GRF). The GRF framework additionally identifies heterogeneous treatment effects across populations with differing levels of structural vulnerability.
Three core findings emerge. First, Public Assistance funding consistently reduces unemployment, raises income, and lowers uninsurance rates, indicating robust short-run improvements in socioeconomic conditions. Second, Hazard Mitigation funding increases income and resilience capacity, suggesting that proactive mitigation strengthens communities even absent a disaster. Third, the benefits of both programs are unevenly distributed: GRF results show that counties with moderate baseline vulnerability experience the greatest gains, while those at the extremes, especially counties with very high uninsurance rates, see limited or sometimes negative effects.
Together, these findings show that federal disaster assistance can enhance community well-being, but its effectiveness depends critically on underlying social and institutional conditions. Monetary aid alone is insufficient for the most structurally vulnerable communities. Instead, disaster assistance must be integrated with stronger social protection, insurance coverage, administrative capacity, and local governance to produce equitable and resilient outcomes. Although the analysis focuses on the United States, the results speak to a broader global challenge. As climate-related hazards intensify worldwide, disaster policy will increasingly hinge on whether aid systems are embedded within broader welfare-state and development frameworks that enable public resources to be translated into long-term resilience rather than merely short-term recovery.
