    이 시대의 정보기술은 그 어느 때보다도 뜨거운 관심을 받으며, 인공지능, 빅데이터, 사물인터넷, 블록체인 등 새롭고도 다양한 이름을 통해 정부 및 공공의 영역 속으로 깊숙이 스며들고 있다. 행정의 효율성을 높이고, 정부와 시민 간의 접근성을 향상시키며, 투명하고 참여적인 거버넌스를 구현할 수 있게 하는 정보기술은, 정부의 표준을 전자정부로써 재구성하였다. 정부는 발전해 가는 정보기술을 공공 문제의 해결 도구로써 구현해 가며 전자정부, 디지털 정부, AI 정부 등의 다양한 이름으로써 앞으로도 역동적으로 변화해 나갈 것이다.
    한편, 전자정부의 중요성과 대비할 때, 전자정부가 어떠한 양상으로 성숙하며 그것의 동인이 무엇인지에 대해서는 아직 이론적인 미지의 영역으로 남겨져 있다. 특히, 우리나라의 경우 2000년 이후로 세계적인 수준으로 전자정부가 성장했다는 평을 받아왔지만, 그것이 어떻게 가능했는지에 대한 설명은 한정되었으며, 주로 대통령의 리더십이나 정부 외부의 행정 환경에 대해 집중한 설명이 주를 이뤄왔다. 또한, 이는 전자정부 성숙모형의 문헌을 통해서도 설명이 어려운 부분이 있다. 관련한 기존 선행 연구는 정보기술의 성숙 양상에 대한 단계, 규범적인 논의의 성격이 강했으며, 국가 수준에서의 비교 연구가 주를 이뤘다. 그리고 성숙의 모형에 대한 선형적인 가정에 기반하고, 시간을 고려하지 않는 정태적인 연구가 주를 이뤄왔기 때문이다.
    이 연구는 이러한 공백을 메우기 위하여, 전자정부가 어떻게 그리고 왜 성숙해 올 수 있었는지에 대하여 살펴본다. 기술구현의 개념틀(Technology Enactment Framework)에 따르면, 정부 내에 도입되는 정보기술은 조직형태와 제도적 배열을 통해 새롭게 해석되어 구현된다. 따라서, 기관의 이러한 특성에 따라 정보기술의 성숙 양상은 달라질 수 있다. 또한, 단절균형이론에서는 시스템에 안정성을 유지하는 심층 구조에 균열을 만들어내는 요인에 따라, 변화의 속도에 급격한 차이가 생겨난다고 설명한다. 이러한 이론적 배경을 종합할 때, 기관 내 심층 구조라 할 수 있는 조직형태, 제도적 배열의 변화에 따라 정보기술의 구현 양상이 변화하여 더욱 빠른 속도로 전자정부가 성숙하는 것을 설명할 수 있다. 이를 통해, 이 연구는 왜 전자정부 정보시스템의 성숙 수준과 그 속도의 변화 차이가 나타나는지를 설명하려는 목적을 가진다. 이를 위해 한국 중앙행정기관의 정보시스템 수준에서 그 성숙의 수준과 양상을 검토하고 동인을 파악하기 위한 종단적인 연구를 구성한다.
    연구 목적을 달성하기 위한 3가지 연구 질문에 상응하는 3가지 연구 과제가 수행되었으며, 그 결과는 다음과 같다. 첫 번째 연구 질문인 “전자정부의 정보시스템은 어떠한 양상으로 성숙해 왔는가?”에 대한 답을 위해 연구 대상이 되는 정보시스템을 식별하고 시스템들의 성숙 추세를 기술적으로 파악하였다. 그 결과, 우리나라 중앙행정기관의 정보시스템의 성숙은 균등한 양상으로 이루어지지 않았으며 기관 및 정보시스템 유형별 성숙 수준의 이질성이 나타났다. 두 번째 연구 질문인 “전자정부 정보시스템의 성숙 궤적, 그 속도의 차이가 어떻게 나타나는가?”에 대한 답을 위해 정보시스템 성숙궤적의 구성 개념과 조작적 정의를 구체화하여, 중앙행정기관의 정보시스템이 성숙해 온 속도를 반영하는 정보시스템의 3가지 궤적을 유형화하였다. 유형을 통해 정보시스템들을 분석한 결과, 우리나라 중앙행정기관의 정보시스템의 다수는 점진적으로 성숙해 왔으며, 성숙 궤적이 후기 단절성을 가질수록 성숙의 정도가 높은 정보시스템이 된다는 것이 나타났다. 세 번째 연구 질문인 “전자정부 정보시스템의 성숙 수준과 성숙궤적의 양상 차이는 왜 발생하는가?”를 해결하기 위해 이를 설명하기 위한 기술구현 개념틀에 기반한 요인의 정보시스템 성숙에 대한 영향력을 검토하였다. 그 결과, 네트워크적 연계성, 관료제 위계성, 기관의 서열이 정보시스템의 성숙 차이를 설명하는 요인으로 드러났다. 구체적으로, 기관의 네트워크적 연계성은 기관 간 교류·책무성·조정(BPR·ISP) 및 성과관리 기준을 통해 정보시스템 성숙 수준을 높이고 성숙 궤적의 점진성을 높이며 단절적 성숙을 가능하게 한다. 반면, 기관의 관료제적 위계성은 의사결정 복잡성과 안정성에 기반한 관성으로 인해 미시적 수준의 단절적 성숙을 억제한다. 제도적 배열인 기관의 서열은 자원 접근성과 의사결정자와의 거리, 핵심 업무 수행이라는 조건을 통해 거시적 단절성을 촉진한다.
    이러한 연구 결과를 통해 이 연구는 기존 전자정부 연구를 보완하는 다음의 함의를 제시한다. 첫째, 정보시스템의 성숙 양상을 빠르기와 시점의 차원에서 유형화하여, 성숙의 단절이 어떻게 발생하는지 동태적인 관점에서 논의한다. 이를 통해 지속적으로 제기되어 오던 기존 성숙모형 논의 정태적 한계성을 보완한다. 둘째, 전자정부 성숙의 양상 변화에 대한 관심을 한 국가 내의 정보시스템 수준으로, 마찬가지로 설명 수준도 기관 내부로 구체화하였다. 더불어 한국 정부 기관의 정보시스템을 통하여 실증적으로 분석하였다는 점에서 우리나라의 전자정부 선행 연구가 전자정부의 발전을 대통령 리더십 및 정부를 둘러싼 거시 행정 변수를 통해 주로 설명해 왔다는 한계를 보완한다. 셋째, 이 연구는 정보시스템의 성숙 수준과 궤적의 양상의 차이가 왜 발생하는 지를, 기술구현 분석틀에 근거하여 설명하며 구체적인 정보기술 구현 문헌에 기여한다. 이 연구를 통해 정보시스템의 성숙에 대하여 유의미한 변수로 드러난 네트워크적 연계성, 관료제의 위계성, 기관의 서열 등은 선행 연구를 통해서 그 영향력의 검증이 요청되어 왔다는 점에서 연구의 기여점을 찾을 수 있다. 특히, 기관의 네트워크적 연계성이 정보시스템의 성숙 수준, 성숙궤적의 단절성, 단절적 변화 등 연구의 관심변수들에 모두 유의한 영향력을 가진다는 점은 정부의 정보기술 구현에 대하여 관료제적 조직 형태의 한계를 보완하는 네트워크적 조직 관리 형태의 자원, 지식, 역량의 교류와 시너지 창출 등의 중요성을 나타낸다. 이는 전자정부의 실제적인 운용이 관료제를 기본적인 틀로 하여 조직 내부 및 조직 간 네트워크가 덧씌워지며 형성되는 전자정부로써 구현되고 있다는 기술구현 개념틀의 설명을 실증하여 보이는 것이라 할 수 있다.

    Information technology (IT) is attracting unprecedented attention in this era and is permeating deeply into governmental and public domains under new and diverse labels such as artificial intelligence, big data, the Internet of Things, and blockchain. IT that enhances administrative efficiency, improves accessibility between government and citizens, and enables transparent and participatory governance has reconstituted the standard of government as e-government. As governments enact advancing IT as a tool for addressing public problems, they will continue to change dynamically under various labels, including e-government, digital government, and AI government.
    Meanwhile, despite the recognized importance of e-government, how e-government matures and what drives this process remain a largely uncharted theoretical domain. In particular, South Korea has been widely regarded as having developed e-government to a world-class level since the early 2000s; however, explanations of how such advancement became possible have remained limited. Existing accounts have tended to focus primarily on presidential leadership or on administrative environments external to government. Moreover, this gap is also evident in the e-government maturity literature. Much of the prior research has been characterized by stage-based and normative discussions of e-government maturity and has relied predominantly on cross-national comparisons at the national level. In addition, maturity models have largely been grounded in linear assumptions and have treated time in a static manner, offering limited insight into the dynamic processes through which e-government maturity unfolds.
    To address this gap, this study examines how and why e-government has been able to mature. According to the Technology Enactment Framework (TEF), IT introduced within government is reinterpreted and enacted through organizational forms and institutional arrangements. Accordingly, the patterns of IT maturity may vary depending on these organizational characteristics. In addition, punctuated equilibrium theory explains that the pace of change can differ sharply depending on the factors that create fissures in the deep structure that sustains system stability. Taken together, these theoretical foundations suggest that changes in organizational forms and institutional arrangements—understood as the deep structure within agencies—can alter the ways in which IT is enacted, thereby explaining why e-government may mature at a faster pace. Building on this reasoning, this study aims to explain why differences emerge in both the maturity levels of e-government information systems (IS) and changes in the pace of maturation. To this end, it conducts a longitudinal analysis at the IS level within South Korea’s central administrative agencies, examining maturity levels and maturity trajectories and identifying the drivers of change over time.
    Three research tasks corresponding to three research questions were undertaken to achieve the study’s objectives, and the results are as follows. To answer the first research question—How have e-government IS matured over time?—this study identified the target IS and descriptively examined their maturity trends. The findings show that the maturity of IS in South Korea’s central administrative agencies did not proceed in a uniform manner; instead, heterogeneity in maturity levels emerged across agencies and across IS types. To answer the second research question—How do differences in e-government IS maturity trajectories and the pace of maturity manifest”— this study clarified the construct and operational definition of IS maturity trajectories and developed a three-type trajectory typology that reflects the pace at which IS in central administrative agencies have matured. The results indicate that a substantial proportion of IS in South Korea’s central administrative agencies have matured in a gradual manner and that IS with more late-punctuated maturity trajectories tend to reach higher levels of maturity. To address the third research question—Why do differences arise in the maturity levels of e-government IS and in the patterns of maturity trajectories?—this study examined the effects of factors derived from the TEF on IS maturity. The analysis shows that network linkage, bureaucratic hierarchy, and agency ranking are key factors explaining differences in IS maturity. Specifically, an agency’s network linkage enhances IS maturity levels and increases the gradualness of maturity trajectories while also enabling punctuated maturity through inter-agency exchange, accountability, coordination mechanisms (such as BPR and ISP), and performance-management standards. In contrast, bureaucratic hierarchy within agencies suppresses micro-level punctuated maturity due to inertia rooted in decision-making complexity and organizational stability. By comparison, institutional arrangements in the form of agency ranking promote macro-level punctuatedness by shaping conditions of resource accessibility, proximity to key decision-makers, and the performance of core governmental functions.
    Based on these findings, this study derives the following implications to extend and supplement prior e-government research. First, by classifying patterns of IS maturity in terms of differences in pace and timing, the study discusses how punctuation in maturity emerges from a dynamic perspective. In doing so, it helps address the long-standing critique that existing maturity-model debates rest on static assumptions. Second, this study shifts attention to within-country variation by examining e-government maturity at the IS level and, likewise, specifies the explanatory level within agencies. Moreover, by empirically analyzing IS in South Korea’s government agencies, this study addresses a limitation of prior e-government research in South Korea, which has primarily explained e-government development through presidential leadership and macro-level administrative variables surrounding government. Third, this study explains why differences arise in both IS maturity levels and patterns of maturity trajectories on the basis of the TEF, thereby contributing to the broader literature on government technology enactment. This study finds its contribution in the fact that network linkage, bureaucratic hierarchy, and agency ranking—identified as significant variables shaping IS maturity—have long been highlighted in prior research as factors whose effects required empirical validation. In particular, the finding that an agency’s network linkage exerts significant effects across all key outcome variables examined in this study, including IS maturity levels, the punctuatedness of maturity trajectories, and punctuated change, underscores the importance of network-based organizational management in complementing the limitations of bureaucratic structures in government IT enactment. Such network-based arrangements facilitate the exchange of resources, knowledge, and capabilities, as well as the creation of synergistic effects. In this sense, the findings empirically substantiate the TEF, which conceptualizes e-government practice as being enacted through a bureaucratic foundation overlaid with intraorganizational and interorganizational networks.
    In sum, this study bridges and fills theoretical and empirical gaps across three streams of research—e-government maturity studies, the literature on government technology enactment, and punctuated equilibrium theory—while providing organizational and institutional explanations for the maturity of South Korea’s e-government IS. In particular, it reveals that an agency’s network linkage is a key factor shaping both IS maturity levels and changes in maturity trajectories in South Korea’s e-government. Building on these findings, the study presents policy implications and directions for future research.

In addition, punctuated equilibrium theory explains that the pace of change can differ sharply depending on the factors that create fissures in the deep structure that sustains system stability. Taken together, these theoretical foundations suggest that changes in organizational forms and institutional arrangements—understood as the deep structure within agencies—can alter the ways in which IT is enacted, thereby explaining why e-government may mature at a faster pace. Building on this reasoning, this study aims to explain why differences emerge in both the maturity levels of e-government information systems (IS) and changes in the pace of maturation. To this end, it conducts a longitudinal analysis at the IS level within South Korea’s central administrative agencies, examining maturity levels and maturity trajectories and identifying the drivers of change over time.
    Three research tasks corresponding to three research questions were undertaken to achieve the study’s objectives, and the results are as follows. To answer the first research question—How have e-government IS matured over time?—this study identified the target IS and descriptively examined their maturity trends. The findings show that the maturity of IS in South Korea’s central administrative agencies did not proceed in a uniform manner; instead, heterogeneity in maturity levels emerged across agencies and across IS types. To answer the second research question—How do differences in e-government IS maturity trajectories and the pace of maturity manifest”— this study clarified the construct and operational definition of IS maturity trajectories and developed a three-type trajectory typology that reflects the pace at which IS in central administrative agencies have matured. The results indicate that a substantial proportion of IS in South Korea’s central administrative agencies have matured in a gradual manner and that IS with more late-punctuated maturity trajectories tend to reach higher levels of maturity. To address the third research question—Why do differences arise in the maturity levels of e-government IS and in the patterns of maturity trajectories?—this study examined the effects of factors derived from the TEF on IS maturity. The analysis shows that network linkage, bureaucratic hierarchy, and agency ranking are key factors explaining differences in IS maturity. Specifically, an agency’s network linkage enhances IS maturity levels and increases the gradualness of maturity trajectories while also enabling punctuated maturity through inter-agency exchange, accountability, coordination mechanisms (such as BPR and ISP), and performance-management standards. In contrast, bureaucratic hierarchy within agencies suppresses micro-level punctuated maturity due to inertia rooted in decision-making complexity and organizational stability. By comparison, institutional arrangements in the form of agency ranking promote macro-level punctuatedness by shaping conditions of resource accessibility, proximity to key decision-makers, and the performance of core governmental functions.
    Based on these findings, this study derives the following implications to extend and supplement prior e-government research. First, by classifying patterns of IS maturity in terms of differences in pace and timing, the study discusses how punctuation in maturity emerges from a dynamic perspective. In doing so, it helps address the long-standing critique that existing maturity-model debates rest on static assumptions. Second, this study shifts attention to within-country variation by examining e-government maturity at the IS level and, likewise, specifies the explanatory level within agencies. Moreover, by empirically analyzing IS in South Korea’s government agencies, this study addresses a limitation of prior e-government research in South Korea, which has primarily explained e-government development through presidential leadership and macro-level administrative variables surrounding government. Third, this study explains why differences arise in both IS maturity levels and patterns of maturity trajectories on the basis of the TEF, thereby contributing to the broader literature on government technology enactment. This study finds its contribution in the fact that network linkage, bureaucratic hierarchy, and agency ranking—identified as significant variables shaping IS maturity—have long been highlighted in prior research as factors whose effects required empirical validation. In particular, the finding that an agency’s network linkage exerts significant effects across all key outcome variables examined in this study, including IS maturity levels, the punctuatedness of maturity trajectories, and punctuated change, underscores the importance of network-based organizational management in complementing the limitations of bureaucratic structures in government IT enactment. Such network-based arrangements facilitate the exchange of resources, knowledge, and capabilities, as well as the creation of synergistic effects. In this sense, the findings empirically substantiate the TEF, which conceptualizes e-government practice as being enacted through a bureaucratic foundation overlaid with intraorganizational and interorganizational networks.
    In sum, this study bridges and fills theoretical and empirical gaps across three streams of research—e-government maturity studies, the literature on government technology enactment, and punctuated equilibrium theory—while providing organizational and institutional explanations for the maturity of South Korea’s e-government IS. In particular, it reveals that an agency’s network linkage is a key factor shaping both IS maturity levels and changes in maturity trajectories in South Korea’s e-government. Building on these findings, the study presents policy implications and directions for future research.
