도시 홍수 저감을 위한 저영향개발(LID)의 최적배치는 유출 저감 효과와 비용을 동시에 고려해야 하는 복잡한 문제이다. 기존 LID 최적화 연구는 대부분 정적 방법에 의존해 서로 다른 대상지에 대한 적용성이 제한적이다. 본 연구에서는 PySWMM을 활용해 SWMM과 심층강화학습(DRL)을 통합한 DRL 기반 프레임워크인 RLID-Net을 제안한다. RLID-Net은 유출 저감 효과와 생애 주기 비용을 고려한 순차적 의사결정을 통해 LID 조합과 면적을 최적화한다. 도시 계획 목표에 따라 상이한 LID 전략을 도출하며, 비용 중심 시나리오에서는 Rooftop Disconnection과 Rain Barrels이, 성능 중심 시나리오에서는 Bio-Retention Cells과 Rain Gardens이 선호 된다. 또한 LID 유형 간의 시너지와 경쟁 관계를 효과적으로 학습해 반영한다. 서울시 서초2동 사례 연구에서 총 유출량 43% 감소, 첨두 유출량40% 감소, 약 3시간의 첨두 지연 효과를 달성했으며, 생애 주기 비용은 약 45억 원으로 산정되어 프레임워크의 실무적 적용 가능성을 입증하였다.

The optimal allocation of Low Impact Development (LID) for urban flood mitigation is a complex problem that requires consideration of runoff reduction and cost. However, most existing research for LID optimization relies on static methods and has limited adaptability to different sites. This study proposes RLID-Net, a Deep Reinforcement Learning–based framework that integrates SWMM and DRL via PySWMM. RLID-Net optimizes LID combinations via sequential decisions considering runoff reduction and LCC. The framework generates different LID strategies according to planning priorities: cost-oriented scenarios favor Rooftop Disconnection and Rain Barrels, while performance-oriented scenarios select Bio-Retention Cells and Rain Gardens, capturing synergies and competition among LID types. A case study in Seocho 2-dong, Seoul, under the 2022 extreme rainfall achieved a 43% reduction in total runoff, a 40% reduction in peak runoff, and a peak delay of approximately 3 hours with a LCC of about 4.5 billion KRW, demonstrating its practical applicability.
