    This thesis investigates how Korean consumers value prospective mobility services under joint variation in vehicle ownership models, automation levels, and requirements for personal data provision. To empirically examine trade-offs, a nationwide discrete choice experiment involving 1,020 adults evaluated preferences across three ownership modes (private ownership, vehicle subscription, and car sharing), four Society of Automotive Engineers (SAE) automation levels, and three tiers of personal data provision reflecting prevailing regulatory practice. Preferences are estimated using a hierarchical Bayesian rank-ordered logit model, and K-means clustering is employed to identify four latent consumer segments. These segments inform policy scenario simulations that evaluate the introduction of SAE Level 3 (L3) and Level 4 (L4) fleets and alternative data-dividend schemes. The results indicate that higher levels of automation are generally valued; however, their net benefits remain modest and highly segment-specific once prices and personal data requirements are considered. The introduction of an L3 shared fleet yields the largest increase in uptake relative to the current L2 market, while L4 services yield smaller but positive gains. In contrast, fully automated L5 services offer little additional appeal. Meanwhile, requirements for personal data provision constitute a major source of disutility, particularly among privacy-conscious traditional owners, whereas an L2 subscription model with moderate data collection emerges as a robust “middle ground” between private ownership and fully shared autonomous services. Scenario analyses further suggest that expanding multi-tier data control options produces larger welfare gains than cash compensation alone, while a modest data-tax-funded dividend can increase consumer surplus and reduce welfare gaps across segments with minimal revenue loss. Overall, the findings support a stepwise transition toward higher automation levels in Korea, complemented by multi-tier data options and targeted data-dividend policies to better align autonomous mobility with privacy preferences and distributional equity.
