본 연구는 세계시민성교육(Global Citizenship Education, GCED)을 둘러싼 지배적인 이론적 전제와 담론 구조를 비판적으로 검토하고, 세계시민성교육이 전제하고 있는 시민성 개념을 관계적·생성적 관점에서 재사유하고자 하는 개념적·이론적 연구이다. 연구의 출발점은 21세기에 접어들며 사회를 구성하는 조건이 20세기 근대 학문이 전제해 온 세계와 질적으로 달라졌다는 문제의식에 있다. 근대 학문 체계는 오랫동안 사회를 상징, 언어, 의미를 중심으로 비교적 안정적으로 구조화된 체계로 이해해 왔으며, 행위자의 실천 역시 제도화된 상징 질서와 규범을 통해 설명되어 왔다. 국민국가, 국어, 제도화된 문화 규범과 같은 견고한 상징적 기반은 사회 질서를 이해하는 핵심 참조점으로 기능해 왔고, 이러한 인식론은 일정한 역사적 조건 아래에서는 설득력을 지녀 왔다.
그러나 오늘날의 사회는 이러한 전제 위에서 설명되기 어려운 불확실성과 예측 불가능성을 핵심적 특징으로 한다. 환경 위기, 경제 불안정, 기술 변화, 정치적 갈등이 중첩된 현대 사회에서 사회를 떠받쳐 왔던 상징적·제도적 기반은 더 이상 안정적인 질서를 보장하지 못하고 있으며, 사회적 변화는 선형적이거나 통제 가능한 방식으로 전개되지 않는다. 다시 말해, 상징계의 틀을 깨는 일들이 빈번하게 발생하는 사회가 도래하면서, 상징적 구조와 제도적 안정성에 의존해 사회를 설명해 온 패러다임은 점차 현실 감각을 상실하고 있다.
이러한 변화는 인간 주체에 대한 이해에도 근본적인 재검토를 요구한다. 근대 사회는 인간을 사회 변화를 이끄는 핵심 행위자로 상정하며, 지식과 기술을 통해 환경의 제약을 극복하고 더 나은 세계를 건설할 수 있다는 낙관적 전망을 부여해 왔다. 그러나 반복되는 위기 속에서 이러한 근대성의 약속은 더 이상 유지되지 않고 있으며, 인간은 세계를 완전히 통제하거나 예측 가능한 대상으로 경험하기보다, 오히려 세계로부터 영향을 받는 존재로서의 경험을 점점 더 빈번하게 마주하고 있다. 이로 인해 사람들이 세계를 이해하고 감각하는 방식 자체가 변화하고 있으며, 교육 역시 기존의 전제와 모델만으로는 이러한 조건 변화에 충분히 응답하기 어려운 국면에 놓여 있다.
이러한 맥락에서 본 연구는 변화된 세계의 조건이 교육, 특히 세계시민성교육에 어떠한 방식으로 반영되고 있는지를 비판적으로 조명한다. 세계시민성교육은 국제사회가 직면한 전지구적 문제에 대응하기 위한 교육적 해법으로 지난 십여 년간 국제기구와 국가 교육정책의 핵심 의제로 부상해 왔다. 유네스코를 중심으로 형성된 세계시민성교육 담론은 국제이해교육, 인권교육, 평화교육, 지속가능발전교육 등과 긴밀히 결합되며, 인류 공동의 평화와 공존, 책임과 연대를 지향하는 교육적 흐름으로 확장되어 왔다. 이 과정에서 세계시민성교육의 필요성과 정당성, 교육과정과 교수·학습 방법, 교사교육과 정책 이행 전략에 관한 논의는 비교적 풍부하게 축적되어 왔다.
그러나 이러한 연구 축적에도 불구하고, 세계시민성교육을 둘러싼 핵심적인 이론적 질문은 충분히 해명되지 않았다고 본다. 다수의 연구에서 시민성은 이미 규정된 교육 목표로 전제되며, 문제는 그 목표를 어떻게 효과적으로 가르칠 것인가로 설정된다. 시민성은 학습자가 도달해야 할 바람직한 태도, 가치, 역량의 집합으로 제시되고, 교육은 그 성취를 위한 수단으로 위치 지워진다. 이 과정에서 시민성이 어떠한 사회적·정치적 조건 속에서 형성되어 왔는지, 그리고 그러한 조건이 세계시민성교육 담론 속에서 어떻게 재구성되고 있는지에 대한 질문은 상대적으로 주변화되어 왔다.
비판적 세계시민교육 논의들 역시 세계시민성교육이 탈정치화되거나 서구 중심적 가치관을 재생산할 위험을 지닌다는 점을 지적해 왔지만, 이들 논의에서도 시민성은 여전히 ‘지향해야 할 이상’으로 설정되는 경우가 많다. 시민성 개념 그 자체가 어떤 역사적 전제와 정치적 선택을 통해 구성되어 왔는지, 그리고 그러한 개념이 교육 담론 속에서 어떠한 방식으로 안정화되고 호출되고 있는지에 대한 분석은 충분히 이루어지지 않았다. 즉, 시민성은 비판의 대상이기보다 비판의 출발점으로 기능해 온 것이다.
본 연구는 이러한 문제의식 속에서 세계시민성교육 담론이 시민성을 어떻게 가정하고, 구성하며, 교육의 언어로 번역해 왔는지를 분석의 중심에 둔다. 시민성은 역사적으로 갈등과 투쟁, 참여와 배제의 정치적 과정 속에서 형성되어 왔음에도 불구하고, 세계시민성교육 담론에서는 점차 보편적 윤리와 도덕적 덕목의 문제로 재구성된다. 연대, 공감, 책임, 존중과 같은 가치들은 시민성의 핵심 요소로 제시되지만, 그러한 가치들이 요청되는 사회적 조건과 권력 관계는 교육의 분석 대상에서 배제된다. 그 결과 시민성은 사회∙정치적 개념이라기보다 윤리적 자질로 이해되며, 시민교육은 사회적 조건을 성찰하는 학습이 아니라 바람직한 인간상을 형성하는 교육으로 정당화된다.
더 나아가 시민성은 국제기구의 정책 문서와 국가 교육과정을 거치며 교육제도의 언어로 번역되고 고정된다. 시민성은 교과서, 성취 기준, 학습 목표 속에서 구체화되지만, 이 과정에서 시민성은 특정한 사회적 위치나 정치적 경험과의 연결을 상실한 채 탈맥락화된 개념으로 안정화된다. 시민성은 삶의 조건 속에서 생성되는 실천이 아니라, 학습자가 도달해야 할 이상적 상태로 제시되며, 일상에서 경험되는 시민적 감각과 제도적으로 규정된 시민성 사이에는 구조적 단절이 발생한다. 그럼에도 불구하고 기존 연구는 이러한 번역과 고정의 과정을 분석하기보다, 이미 구성된 시민성을 전제로 교육의 효과와 방법을 논의하는 데 집중해 왔다.
이러한 연구 공백을 비판적으로 성찰하기 위해 본 연구는 시민성을 개인의 의식, 태도, 역량의 결과로 환원하는 접근에서 벗어나, 시민성을 사회적 관계와 조건 속에서 생성되는 과정으로 재개념화할 이론적 자원을 모색한다. 이를 위해 본 연구는 가브리엘 타르드(Gabriel Tarde)의 사회이론, 모방의 법칙 (Law of Imitation)을 핵심 이론적 배경으로 활용한다. 타르드는 사회를 고정된 구조나 제도의 총합으로 보지 않고, 욕망과 믿음의 이동, 모방과 발명, 정동과 갈등이 교차하며 끊임없이 생성되는 관계적 장으로 이해하였다. 그의 관점에서 사회적 질서와 변화는 의식적 행위자의 계획이나 규범적 목표의 실현을 통해 발생하는 것이 아니라, 수많은 미시적 영향과 모방의 흐름이 교차하는 지점에서 비선형적으로 출현한다.
본 연구는 이러한 타르드의 모방의 법칙을 통해 시민성을 개인이 ‘획득’하거나 ‘내면화’하는 속성이 아니라, 사회적 관계 속에서 생성되는 효과로 이해한다. 이 관점에서 세계시민성교육이 강조해 온 참여와 행동은 시민성 형성의 출발점이라기보다, 이미 사회적 모방과 전염의 흐름 속에서 형성된 결과일 수 있다. 또한 사람들이 실제 사회에서 경험하는 망설임, 피로, 수용과 거부, 비동시적 참여와 같은 시민적 경험은 시민성을 합리적 선택이나 도덕적 태도의 결과로 이해하는 기존의 시민교육 모델로는 충분히 설명되지 않는다.
본 연구는 이러한 간극을 드러내며, 세계시민성교육 담론이 시민성을 어떻게 안정화하고 표준화해 왔는지를 비판적으로 분석한다. 이를 통해 세계시민성교육이 시민성을 윤리적 이상이나 미래 역량으로 고정함으로써, 시민성이 실제로 생성되는 사회적 조건과 관계적 역동을 포착하지 못하는 이론적 한계를 지니고 있음을 논증한다.
궁극적으로 본 연구는 세계시민성교육을 전면적으로 부정하거나 새로운 규범적 대안을 제시하려는 목적을 지니지 않는다. 대신 시민성을 관계적·생성적 개념으로 이해함으로써, 세계시민성교육이 전제해 온 시민성 모델 자체를 재검토할 이론적 토대를 마련하고자 한다. 이러한 시도는 세계시민성교육에 대한 논의를 실천적 처방의 차원을 넘어, 시민성의 존재론적 조건을 성찰하는 비판적 연구로 확장하는 데 기여할 것이다.

This study is a conceptual and theoretical research that critically examines the dominant theoretical assumptions and discursive structures surrounding Global Citizenship Education (GCED), and seeks to rethink the concept of citizenship presupposed within GCED from a relational and generative perspective. This study starts from the recognition that the conditions constituting 21st contemporary society differ qualitatively from the world presupposed by 20th modern social science. The dominant paradigm of modern social science has long understood society as a relatively stable system structured around symbols, language, and meaning, and has explained actors’ practices primarily through institutionalized symbolic orders and normative frameworks. Solid symbolic foundations—such as the nation-state, national language, and institutionalized cultural norms—have functioned as key reference points for understanding social order, and this epistemological orientation retained a certain degree of plausibility under specific historical conditions.
However, contemporary society is characterized by uncertainty and unpredictability that are difficult to explain within these premises. In a context where environmental crises, economic instability, technological transformations, and political conflicts overlap, the symbolic and institutional foundations that once underpinned social order no longer guarantee stability, and social change does not unfold in linear or controllable ways. In other words, as societies in which the frameworks of symbolic order are frequently disrupted have come to the fore, paradigms that rely on symbolic structures and institutional stability to explain social reality have increasingly lost their capacity to grasp the conditions of the present.
These changes call for a fundamental re-examination of how the human subject is understood. Modern society has long posited the human being as a central agent driving social change, attributing to individuals an optimistic belief in their capacity to overcome environmental constraints through knowledge and technology and to construct a better world. However, amid recurring crises, this promise of modernity can no longer be sustained. Rather than experiencing the world as something fully controllable or predictable, individuals increasingly encounter themselves as beings affected by the world. As a result, the very ways in which people perceive, interpret, and sense the world are undergoing significant transformation, and education is now confronted with conditions to which existing assumptions and models alone are insufficient to respond.
Against this backdrop, this study critically examines how these altered conditions of the world are reflected in education, and particularly in GCED. Over the past decade, GCED has emerged as a central agenda within international organizations and national education policies as an educational response to the global challenges confronting contemporary societies. The discourse on GCED, largely shaped by UNESCO, has developed in close connection with education for international understanding, human rights education, peace education, and education for sustainable development, expanding into an educational movement oriented toward shared human values such as peace, coexistence, responsibility, and solidarity. In this process, relatively substantial bodies of research have accumulated around the necessity and legitimacy of GCED, as well as its curricula, pedagogical approaches, teacher education, and policy implementation strategies.
Despite this accumulation of research, this study argues that key theoretical questions surrounding GCED remain insufficiently addressed. In much of the existing literature, citizenship is presupposed as a predefined educational objective, and the central problem is framed in terms of how this objective can be taught more effectively. Citizenship is presented as a set of desirable attitudes, values, and competencies that learners are expected to attain, while education is positioned primarily as a means to achieve this end. In this process, questions concerning the social and political conditions under which citizenship has been historically formed—and how those conditions are reconfigured within the discourse of GCED—have been relatively marginalized.
Critical discussions of GCED have likewise drawn attention to the risks of depoliticization and the reproduction of Western-centric values within global citizenship frameworks. Yet even within these critical approaches, citizenship is often still treated as an ideal to be pursued. There has been limited analysis of how the concept of citizenship itself has been constructed through particular historical assumptions and political choices, or of how this concept is stabilized and mobilized within educational discourse. In this sense, citizenship has functioned less as an object of critique than as a point of departure for critique.
This study places at its analytical center the ways in which the discourse of GCED has assumed, constructed, and translated citizenship into the language of education. Although citizenship has historically been formed through political processes marked by conflict and struggle, participation and exclusion, within GCED discourse it is increasingly reconfigured as a matter of universal ethics and moral virtues. Values such as solidarity, empathy, responsibility, and respect are presented as core elements of citizenship, while the social conditions and power relations that call for these values recede from the scope of educational analysis. As a result, citizenship comes to be understood less as a socio-political concept than as an ethical disposition, and GCED is justified not as a form of learning that interrogates social conditions, but as an educational project aimed at cultivating desirable human qualities.
Furthermore, citizenship is translated and stabilized through the policy documents of international organizations and national curricula into the language of educational institutions. It is concretized in textbooks, achievement standards, and learning objectives; yet in this process, citizenship is stabilized as a decontextualized concept, detached from specific social positions and political experiences. Rather than being understood as a practice generated within lived conditions, citizenship is presented as an ideal state that learners are expected to attain, producing a structural disjunction between everyday experiences of civic life and institutionally prescribed forms of citizenship. Nevertheless, much of the existing literature has focused less on analyzing these processes of translation and stabilization than on discussing the effectiveness and methods of education on the basis of an already constituted notion of citizenship.
To critically reflect on this gap, this study moves beyond approaches that reduce citizenship to the outcome of individual consciousness, attitudes, or competencies, and instead seeks theoretical resources that reconceptualize citizenship as a process generated within social relations and conditions. To this end, the study draws on the social theory of Gabriel Tarde, with particular emphasis on The Laws of Imitation, as its core theoretical framework. Tarde did not conceive of society as the aggregate of fixed structures or institutions, but rather understood it as a relational field in which the circulation of desires and beliefs, imitation and invention, affects and conflicts intersect and continuously generate social life. From this perspective, social order and change do not arise from the intentional plans of conscious actors or from the realization of normative goals. These emerge nonlinearly at the points where countless micro-level influences and currents of imitation intersect.
Drawing on Tarde’s Law of Imitation, this study understands citizenship not as a quality that individuals acquire or internalize, but as an effect generated within social relations. From this perspective, the forms of participation and action emphasized in GCED are not so much the starting point of citizenship formation as they are possible outcomes of social processes already shaped by flows of imitation and contagion. Moreover, everyday civic experiences such as hesitation, fatigue, acceptance and refusal, and asynchronous or uneven modes of participation cannot be adequately explained by existing models of citizenship education that conceptualize citizenship as the result of rational choice or moral disposition.
By bringing this gap, this study critically analyzes how the discourse of GCED has stabilized and standardized citizenship. In doing so, it demonstrates that by fixing citizenship as an ethical ideal or a set of future-oriented competencies, GCED is marked by a theoretical limitation in its inability to capture the social conditions and relational dynamics through which citizenship is actually generated.
Ultimately, this study does not seek to reject GCED outright, nor does it aim to propose a new normative alternative. Rather, by understanding citizenship as a relational and generative concept, it seeks to establish a theoretical foundation for re-examining the model of citizenship presupposed within GCED. This approach contributes to extending discussions of GCED beyond the level of practical prescriptions toward a critical inquiry that reflects on the ontological conditions of citizenship itself.
