본 연구는 2020년 역량기반 교육과정(Competency-Based Curriculum)을 도입한 우간다의 중학교(Lower Secondary) 지리 교육과정을 비판적으로 분석한다. 역량기반 교육과정은 학생의 실천적 능력을 강조하나 이론적 지식에는 소홀하다는 우려가 있다. 이에 본 연구는 해당 교육과정이 학생들의 지리적 지식과 역량을 어떻게 배양하는지 탐구한다.
해석주의에 기반한 본 연구는 질적 사례 연구 방법론을 채택하였으며, 국가 교육과정 프레임워크, 지리 교육과정 및 교과서에 대한 심층적인 문헌 분석을 수행하였다. 분석의 이론적 틀로는 잠재역량 접근방식(Capability Approach)과 강력한 교과 지식 이론(Powerful Disciplinary Knowledge)을 통합하여 교육이 인간의 번영(Human Flourishing)을 어떻게 촉진하는지 평가하는 '지리적 잠재역량(GeoCapabilities)' 프레임워크를 활용하였다.
연구 결과, 개정된 교육과정은 지리적 지식을 활용하는 실천역량을 축적하고 심화하는 것을 지향하고 있음이 밝혀졌다. 그러나 이러한 실천역량에 대한 강조는 교과 지식을 도구화 하는 경향을 보이며, 교과의 심층적인 이해를 돕는 추상적·이론적 지식을 구조적으로 주변화 시키는 '실천역량-잠재역량 격차(Competency-Capability Gap)'의 한계를 드러냈다. 또한, 교육과정은 외국 사례를 반복적이고 이상적으로 제시하면서, 자국이나 주변국 맥락에 적용할 수 있는 학생들의 지리적 상상력을 제약할 위험이 있는 것으로 나타났다.
결론적으로, 우간다 지리 교육의 변혁적 잠재력을 실현하기 위해서는 강력한 교과 지식을 복원해야 하며, 나아가 교사가 단순한 교육과정 전달자가 아닌 교육과정의 주체(Curriculum Makers)로서 현지 중심의 지리적 탐구를 강화할 수 있도록 권한을 부여할 것을 제언한다.

This study critically analyzes Uganda’s Lower Secondary Geography Curriculum within the context of the country’s 2020 reform to a Competency-Based Curriculum. Amidst concerns that the focus on practical skills may neglect the profound geographical knowledge, this research explores how the curriculum equips students to address local and global challenges.
Grounded in the interpretivist paradigm, the study employs a qualitative case study methodology utilizing document analysis of the National Curriculum Framework, the geography syllabus, and prototype textbooks. The analysis is guided by the GeoCapabilities framework, which integrates the Capability Approach with Powerful Disciplinary Knowledge to evaluate how education fosters human flourishing.
The findings reveal that the curriculum possesses high aspirational potential, demonstrating a progressive trajectory in articulating capabilities such as spatial thinking and ethical subject-hood across grades. However, the study identifies a structural "Competency-Capability Gap" where the adherence to instrumental competency models leads to the marginalization of abstract, theoretical knowledge essential for deep understanding. Furthermore, a pervasive reliance on "idealized external models" in comparative case studies risks constraining students' "Geographical Imagination" by privileging distant benchmarks over local realities. The study concludes that realizing the transformative potential of geography education requires reclaiming Powerful Disciplinary Knowledge, addressing systemic resource inequities, and empowering teachers as "curriculum makers" to shift from external imitation to locally grounded geographical inquiry.
